【摘要】：為了加強黑河市政府對旅游業(yè)的規(guī)范管理，解決在管理過程中出現(xiàn)的問題，通過實地調(diào)研和資料收集的方式明確了黑河市旅游業(yè)管理的現(xiàn)狀，總結(jié)歸納出黑河市旅游業(yè)管理存在的問題及其產(chǎn)生問題的原因，最后提出了完善黑河市政府提高旅游業(yè)管理水平的對策建議，即黑河市政府要提高旅游業(yè)管理水平必須要明確旅游業(yè)管理職能、健全完善旅游管理體制、專職專責進行總體規(guī)劃、制定適應實際的旅游法規(guī)以加強旅游業(yè)監(jiān)管力度、政府行政部門提高旅游市場信息的管理水平、加強旅游管理人才的梯隊建設六個方面的對策。這樣才能最大限度的發(fā)揮黑河市政府對旅游業(yè)政策引導上的優(yōu)勢，完善旅游管理體制，加大旅游行業(yè)監(jiān)督力度，，明確管理職責，健全法規(guī)并且保持信息通暢，從而推動黑河市旅游業(yè)更具有活力的向前發(fā)展。
[Abstract]:In order to strengthen the normative management of the tourism industry in Heihe Municipal Government and solve the problems in the management process, the present situation of the tourism management in Heihe City is clarified by means of field investigation and data collection. This paper sums up the problems existing in the tourism management of Heihe City and the causes of the problems, and finally puts forward the countermeasures and suggestions to improve the management level of the tourism industry in Heihe City. That is to say, in order to improve the level of tourism management, the government of Heihe must clarify the functions of tourism management, perfect the tourism management system, devote special attention to overall planning, formulate tourism laws and regulations adapted to the actual situation in order to strengthen the supervision and control of tourism. The administrative departments of government improve the management level of tourism market information and strengthen the countermeasures of echelon construction of tourism management talents. Only in this way can the Heihe municipal government give full play to its advantages in guiding tourism policies, perfect the tourism management system, strengthen the supervision of the tourism industry, clarify its management responsibilities, perfect the laws and regulations, and keep the information flowing. So as to promote the Heihe City tourism more dynamic forward development.
