【摘要】：隨著國民經(jīng)濟的發(fā)展和人民生活水平的提高,旅游產(chǎn)業(yè)的發(fā)展越來越受到人民的關(guān)注,尤其是鄉(xiāng)村旅游業(yè)的發(fā)展,具有一定的開發(fā)潛力,但是在鄉(xiāng)村旅游產(chǎn)業(yè)發(fā)展的過程中,由于起步晚、起點低,導致鄉(xiāng)村旅游基礎(chǔ)設(shè)施和相關(guān)配套設(shè)施都不健全,要在激烈的市場競爭中得以生存,必須發(fā)揮政府的主導作用。本文以派潭鎮(zhèn)鄉(xiāng)村旅游業(yè)為案例,對其發(fā)展現(xiàn)狀進行分析,找到本身的不足,充分發(fā)揮政府的作用,提出解決問題的相關(guān)對策,加強政府各方面的保障,為派潭鎮(zhèn)鄉(xiāng)村旅游產(chǎn)業(yè)的發(fā)展創(chuàng)造一個良好的環(huán)境。 本文首先介紹了鄉(xiāng)村旅游的相關(guān)概念：鄉(xiāng)村旅游的概念、旅游經(jīng)濟的概念和旅游開發(fā)的概念,提出了政府主導下旅游產(chǎn)業(yè)發(fā)展的公共治理理論、區(qū)域經(jīng)濟理論和外部性理論三個基礎(chǔ)理論。接著對派潭鎮(zhèn)鄉(xiāng)村旅游發(fā)展現(xiàn)狀進行分析,分析了派潭鎮(zhèn)旅游開發(fā)的資源,包括地理位置、旅游資源、景區(qū)特點和文化底蘊,介紹目前的接待能力、運行情況以及旅游收入的開發(fā)情況,找出了派潭鎮(zhèn)鄉(xiāng)村旅游開發(fā)存在的問題,政府管理部門權(quán)責不明確、旅游基礎(chǔ)設(shè)施落后、市場秩序混亂、從業(yè)人員素質(zhì)低、培訓力度不夠,并且分析了鄉(xiāng)村旅游發(fā)展中充分發(fā)揮政府主導作用的必要性。再次提出了政府在派潭鎮(zhèn)鄉(xiāng)村旅游開發(fā)的作用,加強政府對鄉(xiāng)村旅游開發(fā)與管理的規(guī)劃,加強政府在鄉(xiāng)村旅游中的協(xié)調(diào)作用、引導作用和保護作用。對政府主導下派潭鎮(zhèn)鄉(xiāng)村旅游發(fā)展的對策進行研究,加強宣傳,做好旅游推廣和旅游規(guī)劃；制定和完善鄉(xiāng)村旅游規(guī)章制度；完善基礎(chǔ)設(shè)施建設(shè)；規(guī)范旅游市場秩序；對旅游從業(yè)者進行教育培訓以及引導旅游行業(yè)協(xié)會。最后提出了派潭鎮(zhèn)鄉(xiāng)村旅游開發(fā)的政策保障措施。 本文經(jīng)過作者實際調(diào)研研究,理論與實際相結(jié)合,對派潭鎮(zhèn)鄉(xiāng)村旅游產(chǎn)業(yè)進行全面客觀的分析,在本著解決派潭鎮(zhèn)鄉(xiāng)村旅游問題的前提下,作者提出了政府主導下派潭鎮(zhèn)鄉(xiāng)村旅游產(chǎn)業(yè)開發(fā)的對策和建議。雖然本文的資料來源于特定的區(qū)域,但同時對其他相似區(qū)域具有參考和借鑒意義。
[Abstract]:With the development of the national economy and the improvement of people's living standards, the development of tourism industry has attracted more and more people's attention, especially the development of rural tourism industry, which has a certain development potential. However, in the process of the development of rural tourism industry, due to its late start and low starting point, rural tourism infrastructure and related supporting facilities are all located. In order to survive in the fierce market competition, the government must play a leading role. This paper takes the rural tourism industry in Paitan Town as an example, analyzes its current development situation, finds its own shortcomings, gives full play to the role of the government, puts forward relevant countermeasures to solve the problem, strengthens the government's protection in all aspects, and provides rural tourism in Paitan Town. The development of tourism industry creates a good environment.
Firstly, this paper introduces the related concepts of rural tourism: the concept of rural tourism, the concept of tourism economy and the concept of tourism development, and puts forward three basic theories: public governance theory, regional economic theory and externality theory of tourism industry development under the guidance of the government. The resources of tourism development in Paitan Town, including geographical location, tourism resources, characteristics of scenic spots and cultural heritage, are introduced. The current reception capacity, operation and development of tourism revenue are introduced. The problems existing in rural tourism development in Paitan Town are found out. The power and responsibility of the government management departments are not clear, the tourism infrastructure is backward, and the market order is chaotic. This paper analyzes the necessity of giving full play to the leading role of the government in the development of rural tourism, puts forward the role of the government in the development of rural tourism in Paitan Town, strengthens the government's planning for the development and management of rural tourism, and strengthens the government's coordinating role, guiding role and protection in rural tourism. The paper studies the Countermeasures for the development of rural tourism in Tan Town under the guidance of the government, strengthens propaganda, makes tourism promotion and tourism planning, formulates and perfects rural tourism rules and regulations, improves infrastructure construction, standardizes tourism market order, educates and trains tourists and guides tourism industry associations. Out of Pak Tan town rural tourism development policy safeguards.
Based on the author's actual investigation and study, theory and practice, this paper makes a comprehensive and objective analysis of the rural tourism industry in Paitan Town. On the premise of solving the rural tourism problem in Paitan Town, the author puts forward some countermeasures and suggestions for the development of rural tourism industry in Paitan Town under the guidance of the government. But at the same time, it has reference and reference significance for other similar regions.
