【摘要】：作為弘揚(yáng)傳統(tǒng)文化、提升地方知名度、增加地方經(jīng)濟(jì)收入的重要產(chǎn)業(yè),旅游業(yè)已成為各地發(fā)展經(jīng)濟(jì)的支柱產(chǎn)業(yè),在推動(dòng)地方經(jīng)濟(jì)社會(huì)健康發(fā)展方面發(fā)揮著越來越重要的作用,日益受到地方政府和學(xué)界的廣泛關(guān)注。黨的十七屆六中全會(huì)關(guān)于文化大發(fā)展、大繁榮目標(biāo)的確定,以及甘肅省將旅游業(yè)作為戰(zhàn)略性支柱產(chǎn)業(yè),為甘肅省旅游業(yè)發(fā)展指明了方向,提供了千載難逢的發(fā)展機(jī)遇。作為市場(chǎng)經(jīng)濟(jì)欠發(fā)達(dá)、產(chǎn)業(yè)結(jié)構(gòu)單一,但旅游資源較為豐富且獨(dú)具特色的甘南州,如何充分開發(fā)利用獨(dú)具特色的旅游資源來發(fā)展旅游業(yè),全面提升旅游業(yè)綜合競(jìng)爭(zhēng)力,將豐富的旅游資源優(yōu)勢(shì)轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢(shì),帶動(dòng)少數(shù)民族地區(qū)經(jīng)濟(jì)健康快速發(fā)展,是一個(gè)值得研究并亟需解決的問題。 本文通過理論聯(lián)系實(shí)際、實(shí)證分析法和比較分析法等方法,在對(duì)國(guó)內(nèi)外旅游產(chǎn)業(yè)發(fā)展模式特別是甘肅省其他市、州旅游產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行認(rèn)真比對(duì)分析的基礎(chǔ)上,詳細(xì)陳述了甘南州旅游業(yè)發(fā)展的總體狀況,對(duì)甘南州旅游競(jìng)爭(zhēng)力進(jìn)行了綜合評(píng)價(jià),闡述了旅游業(yè)在推動(dòng)甘南州區(qū)域經(jīng)濟(jì)發(fā)展、促進(jìn)調(diào)整甘南州經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)等方面的重要作用,以及發(fā)展甘南州旅游業(yè)的必要性和迫切性。深入分析了甘南州旅游業(yè)發(fā)展過程中面臨的問題不足與制約因素,總結(jié)了甘南州發(fā)展旅游業(yè)所具有的獨(dú)特優(yōu)勢(shì)和發(fā)展機(jī)遇。在此基礎(chǔ)上,提出了甘南州旅游業(yè)發(fā)展的基本架構(gòu),并從用足用好國(guó)家、省市的利好政策、發(fā)揮政府主導(dǎo)作用、注重市場(chǎng)資源調(diào)配的基礎(chǔ)作用、提升特色旅游品牌形象、加強(qiáng)旅游宣傳和基礎(chǔ)設(shè)施建設(shè)、加強(qiáng)旅游人力資源開發(fā)等不同角度,有針對(duì)性地提出提升甘南州旅游業(yè)綜合競(jìng)爭(zhēng)力、推動(dòng)甘南州旅游產(chǎn)業(yè)跨越發(fā)展的具體措施與政策建議。
[Abstract]:As an important industry to carry forward traditional culture, promote local fame and increase local economic income, tourism has become a pillar industry in the development of local economy and plays an increasingly important role in promoting the healthy development of local economy and society. Increasingly, local governments and academic circles are paying more and more attention. The sixth Plenary session of the 17th CPC Central Committee on the cultural development, the determination of the goal of prosperity, and Gansu Province to tourism as a strategic pillar industry, the development of tourism in Gansu Province has pointed out the direction of development, providing a rare opportunity for development. As a underdeveloped market economy and a single industrial structure, Gannan Prefecture, which has rich and unique tourism resources, how to fully develop and utilize the unique tourist resources to develop tourism, and promote the comprehensive competitiveness of tourism in an all-round way. It is a problem worthy to be studied and solved urgently to transform the abundant tourism resources advantage into the economic advantage and to promote the healthy and rapid development of the economy in the minority areas. In this paper, by means of combining theory with practice, empirical analysis and comparative analysis, this paper makes a careful comparison and analysis of the current situation of tourism industry development at home and abroad, especially in other cities and states of Gansu Province. This paper describes in detail the overall situation of tourism development in Gannan, evaluates the tourism competitiveness of Gannan, and expounds the important role of tourism in promoting the development of regional economy in Gannan and in promoting the adjustment of the economic industrial structure of Gannan. And the necessity and urgency of developing Gannan state tourism. This paper deeply analyzes the problems and restrictive factors in the process of tourism development in Gannan prefecture, and summarizes the unique advantages and opportunities for the development of tourism in Gannan state. On this basis, the paper puts forward the basic framework of tourism development in Gannan, and makes good use of the favorable policies of the country, provinces and cities, gives play to the leading role of the government, pays attention to the basic role of the allocation of market resources, and promotes the image of characteristic tourism brand. From different angles, such as strengthening tourism propaganda and infrastructure construction, strengthening the development of tourism human resources, this paper puts forward concrete measures and policy suggestions to promote the comprehensive competitiveness of tourism in Gannan state and promote the development of tourism industry in Gannan state.
