【摘要】：目前,我國在旅游公共服務(wù)體系建設(shè)方面的發(fā)展水平還不高,南京市作為以旅游為戰(zhàn)略性支柱產(chǎn)業(yè)的副省級城市,在旅游公共服務(wù)體系建設(shè)特別是有關(guān)政策支持方面還存在與旅游產(chǎn)業(yè)發(fā)展不相適應(yīng)的問題,旅游公共服務(wù)的有關(guān)政策支持研究往往因體制機(jī)制等原因被忽略,政策的有或無、優(yōu)或庸、利或弊、宜或斥都決定著地區(qū)旅游公共服務(wù)發(fā)展水平。旅游公共服務(wù)的性質(zhì)兼具非營利性、非排他性,具有明顯公共性的服務(wù)特征,當(dāng)前迫切需要系統(tǒng)、高效、有明確指向性的政策支持建議對旅游公共服務(wù)體系的完善給予理論支撐。 本研究主要內(nèi)容包括三個(gè)方面：一是研究有關(guān)支撐理論。將國內(nèi)外關(guān)于旅游公共服務(wù)體系的理論研究集合分析,理解理論關(guān)聯(lián)度,把握理論關(guān)節(jié)點(diǎn),在熟練掌握旅游公共服務(wù)基本特點(diǎn)的基礎(chǔ)上,提煉旅游公共服務(wù)體系特別是政策支持方面的內(nèi)涵和外延；二是旅游公共服務(wù)體系在政策實(shí)施層面的理論和實(shí)證研究。通過國內(nèi)、國外典型國家及旅游發(fā)達(dá)省市在旅游公共服務(wù)體系政策實(shí)施方面的研究和剖析,結(jié)合近年來作者通過長期工作實(shí)踐積累的南京市在政策層面的一些亟待改進(jìn)和提升的關(guān)節(jié)點(diǎn),有針對性地提出問題,開出藥方；三是開展實(shí)證研究,以南京市為例,對旅游公共服務(wù)體系政策支持的有關(guān)待解決問題,提出構(gòu)建南京市旅游公共服務(wù)體系的具體政策支持意見,前瞻宏觀政策把控,具象政策要點(diǎn)可操作性,為全國的旅游公共服務(wù)體系政策支持研究和實(shí)踐提供一個(gè)較為詳盡的操作樣本。 本研究以旅游公共服務(wù)的理論為基礎(chǔ),立足前沿性、理論性、運(yùn)用性,對旅游公共服務(wù)體系的概念、構(gòu)成和職能進(jìn)行研究,進(jìn)一步探討旅游公共服務(wù)體系政策支持系統(tǒng)的理論框架與實(shí)踐路徑,以國內(nèi)外專家、學(xué)者對旅游公共服務(wù)體系諸要素的研究成果為藍(lán)本和基礎(chǔ),結(jié)合南京市旅游發(fā)展實(shí)際,分析構(gòu)建旅游公共服務(wù)體系有關(guān)政策方面的現(xiàn)狀和問題,從政府供給方面探討旅游公共服務(wù)體系政策支持應(yīng)采取的對策和措施,具有一定的代表性,同時(shí)能夠折射出我國旅游公共服務(wù)體系建設(shè)中有關(guān)政策層面存在的共性問題。
[Abstract]:At present, the level of development of tourism public service system in China is not high. Nanjing, as a sub-provincial city with tourism as its strategic pillar industry, In the construction of tourism public service system, especially in the aspect of policy support, there are still some problems which are not suitable for the development of tourism industry. The research on the policy support of tourism public service is often ignored because of institutional mechanism and so on. The development level of regional tourism public service is determined by advantages or disadvantages, advantages or disadvantages. The nature of tourism public services is both non-profit, non-exclusive, with obvious public service characteristics, the current urgent need for a system, efficient, There is a clear direction of policy support recommendations to improve the tourism public service system to provide theoretical support. The main contents of this study include three aspects: one is to study the supporting theory. Based on the theoretical analysis of the tourism public service system at home and abroad, the understanding of the theoretical correlation, the grasp of the theoretical node, and the mastering of the basic characteristics of the tourism public service, Abstract the connotation and extension of tourism public service system, especially policy support; second, the theoretical and empirical study of tourism public service system in policy implementation level. Through domestic, foreign typical countries and tourism developed provinces and cities in tourism public service system policy implementation research and analysis, In combination with some key points at the policy level in Nanjing that have been accumulated by the authors through long-term work practices in recent years, they have put forward targeted questions and prescribed prescriptions; third, they have carried out empirical research, taking Nanjing as an example. Regarding the problems to be solved in the policy support of the tourism public service system, the paper puts forward the concrete policy support opinions for the construction of the tourism public service system in Nanjing, and looks forward to the macro-policy control and concrete policy points are operable. It provides a detailed operation sample for the policy support and practice of tourism public service system. Based on the theory of tourism public service, this paper studies the concept, constitution and function of tourism public service system. The theoretical framework and practical path of the policy support system of tourism public service system are further discussed. Based on the research results of experts and scholars at home and abroad on the elements of tourism public service system, combined with the reality of tourism development in Nanjing, this paper discusses the theoretical framework and practical path of the policy support system of tourism public service system. This paper analyzes the current situation and problems in the policy aspects of constructing the tourism public service system, and discusses the countermeasures and measures to be taken to support the policy support of the tourism public service system from the aspect of the government supply, which is representative to a certain extent. At the same time, it can reflect the common problems in the construction of tourism public service system.
