【摘要】：隨著我國(guó)旅游業(yè)的高速發(fā)展，我國(guó)許多地區(qū)都將旅游業(yè)確定為未來(lái)區(qū)域經(jīng)濟(jì)發(fā)展的重點(diǎn)，由此催生了大批的區(qū)域旅游開發(fā)項(xiàng)目。其中有不少項(xiàng)目都取得了成功，收到了良好的社會(huì)效益和經(jīng)濟(jì)效益。但這其中也不乏投資失敗的例子。區(qū)域旅游開發(fā)項(xiàng)目的失敗不僅會(huì)對(duì)當(dāng)?shù)芈糜螛I(yè)和經(jīng)濟(jì)發(fā)展造成不良影響，也為市場(chǎng)帶來(lái)了諸多風(fēng)險(xiǎn)和不確定性，當(dāng)某地經(jīng)濟(jì)高度依賴于旅游發(fā)展時(shí)尤其危險(xiǎn)。因此為了避免旅游開發(fā)項(xiàng)目失敗帶來(lái)的損失，在區(qū)域旅游開發(fā)、規(guī)劃和建設(shè)中引入風(fēng)險(xiǎn)管理理論是十分必要的。 目前風(fēng)險(xiǎn)管理理論在我國(guó)應(yīng)用已經(jīng)十分成熟，但在旅游領(lǐng)域的應(yīng)用卻并不廣泛，旅游開發(fā)風(fēng)險(xiǎn)管理方面的研究沒有得到足夠的重視。因此，，本文系統(tǒng)介紹了現(xiàn)代項(xiàng)目風(fēng)險(xiǎn)管理的基本原理以及傳統(tǒng)的項(xiàng)目風(fēng)險(xiǎn)估計(jì)和評(píng)價(jià)方法，論證了在區(qū)域旅游開發(fā)中引入風(fēng)險(xiǎn)管理的必要性。同時(shí)，本文結(jié)合區(qū)域旅游開發(fā)、管理和規(guī)劃的相關(guān)理論，分析了區(qū)域旅游開發(fā)項(xiàng)目的風(fēng)險(xiǎn)分析與識(shí)別。此外，本文還選取西遞-宏村為區(qū)域旅游開發(fā)項(xiàng)目的案例，采用定量分析的方法，對(duì)旅游開發(fā)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行評(píng)估，并提出具體的風(fēng)險(xiǎn)控制對(duì)策。
[Abstract]:With the rapid development of tourism in China, many areas of our country will determine the tourism industry as the key point of the future regional economic development, resulting in the emergence of a large number of regional tourism development projects. Many of the projects have been successful and have received good social and economic benefits. But there are also examples of investment failures. The failure of regional tourism development projects will not only have a negative impact on local tourism and economic development, but also bring a lot of risks and uncertainties to the market, especially when the local economy is highly dependent on tourism development. Therefore, in order to avoid the loss caused by the failure of tourism development projects, it is necessary to introduce risk management theory into regional tourism development, planning and construction. At present, the theory of risk management is very mature in our country, but it is not widely used in the field of tourism, and the research on risk management of tourism development has not been paid enough attention to. Therefore, this paper systematically introduces the basic principles of modern project risk management and the traditional project risk estimation and evaluation methods, and demonstrates the necessity of introducing risk management in regional tourism development. At the same time, based on the theory of regional tourism development, management and planning, this paper analyzes the risk analysis and identification of regional tourism development projects. In addition, this paper also selects Xidi Hongcun as a case of regional tourism development project, adopts the method of quantitative analysis, evaluates the risk of tourism development project, and puts forward specific risk control countermeasures.
