【摘要】：公共旅游資源是指那些用于發(fā)展旅游業(yè)或旅游活動(dòng)得以實(shí)施所依托的公共資源。公共旅游資源隸屬于公共資源,因其獨(dú)特的存在形式,具有共享性、供給的不可分性、消費(fèi)的非排他性、消費(fèi)的競(jìng)爭(zhēng)性等特征。近幾年來(lái),隨著旅游業(yè)的迅猛發(fā)展,旅游資源的經(jīng)濟(jì)價(jià)值越來(lái)越受到關(guān)注,開(kāi)發(fā)利用旅游資源成為社會(huì)經(jīng)濟(jì)熱點(diǎn),許多有違公平原則卻被合法化的公共旅游資源開(kāi)發(fā)利用私有化現(xiàn)象也接踵而至。旅游資源作為人類生存環(huán)境或文化遺存,除了經(jīng)濟(jì)價(jià)值外,有著更巨大的非經(jīng)濟(jì)價(jià)值,是需要進(jìn)行嚴(yán)格的保護(hù)以便能夠永續(xù)利用。公共旅游資源私有化問(wèn)題出現(xiàn)的深層次原因、造成的后果,以及如何解決等問(wèn)題至今還未受到學(xué)術(shù)界的足夠重視。這些問(wèn)題的存在不僅會(huì)影響旅游業(yè)的可持續(xù)發(fā)展,更有違公平正義,破壞社會(huì)的安定,因此必須引起重視,妥善地解決。 首先,從公共旅游資源開(kāi)發(fā)利用導(dǎo)致的資源破壞和游客權(quán)利缺失現(xiàn)象入手,以公共旅游資源為研究對(duì)象,以公共產(chǎn)品理論、公平理論、產(chǎn)權(quán)理論、可持續(xù)發(fā)展理論、旅游權(quán)利論、經(jīng)濟(jì)學(xué)效率觀為先導(dǎo),運(yùn)用公共經(jīng)濟(jì)學(xué)、制度經(jīng)濟(jì)學(xué)、產(chǎn)權(quán)經(jīng)濟(jì)學(xué)、旅游經(jīng)濟(jì)學(xué)、倫理學(xué)等學(xué)科的知識(shí),闡述了公共旅游資源開(kāi)發(fā)利用中出現(xiàn)的不公平問(wèn)題(公共資源私有化、旅游資源價(jià)值折損、游客權(quán)利缺失、旅游利益的傾斜),以及造成的影響(倫理缺失,破壞社會(huì)和諧安定；違反可持續(xù)發(fā)展公平原則；造成旅游資源價(jià)值被破壞；不正當(dāng)壟斷經(jīng)營(yíng)的社會(huì)凈福利損失)； 其次,深層次分析了造成公共旅游資源不公平開(kāi)發(fā)利用的原因,即我國(guó)產(chǎn)權(quán)、法律的不完善以及現(xiàn)有資源體制下的產(chǎn)權(quán)歸屬不清,地方政府的低效率,社會(huì)的倫理缺失以及對(duì)資源經(jīng)濟(jì)價(jià)值的盲目追求。 最后,提出了解決我國(guó)公共旅游資源開(kāi)發(fā)利用中的不公平問(wèn)題的建議：(1)完善旅游資源產(chǎn)權(quán)制度；(2)監(jiān)督政府行為,發(fā)揮政府作用；(3)完善旅游資源價(jià)值評(píng)估體系,實(shí)現(xiàn)資源可持續(xù)利用；(4)提倡社會(huì)公平,樹(shù)立社會(huì)主義倫理觀。
[Abstract]:Public tourism resources refer to the public resources used to develop tourism or tourism activities. Public tourism resources belong to public resources, because of their unique forms of existence, sharing, inseparability of supply, non-exclusiveness of consumption, competition of consumption, and so on. In recent years, with the rapid development of tourism, more and more attention has been paid to the economic value of tourism resources. The privatization of the exploitation and utilization of public tourism resources, which is contrary to the principle of fairness, has been legalized. Tourism resources, as human living environment or cultural remains, besides the economic value, has a greater non-economic value, which needs strict protection in order to be sustainable. The deep causes, consequences and how to solve the problems of privatization of public tourism resources have not been paid enough attention to by academia. The existence of these problems will not only affect the sustainable development of tourism, but also violate the fairness and justice, undermine the social stability, so we must pay attention to it and solve it properly. First of all, starting with the phenomenon of resource destruction and loss of tourist rights caused by the exploitation and utilization of public tourism resources, taking public tourism resources as the research object, the theory of public products, the theory of equity, the theory of property rights, the theory of sustainable development. Tourism right theory, economic efficiency view as the guide, the use of public economics, institutional economics, property economics, tourism economics, ethics and other disciplines of knowledge, This paper expounds the unfair problems in the development and utilization of public tourism resources (privatization of public resources, loss of value of tourism resources, lack of tourist rights, inclination of tourism interests, and the impact (lack of ethics, damage to social harmony and stability); Violating the principle of equity of sustainable development, destroying the value of tourism resources, losing social welfare due to unfair monopoly; Secondly, it deeply analyzes the causes of unfair exploitation and utilization of public tourism resources, that is, the property rights of our country, the imperfection of laws, the unclear ownership of property rights under the existing resource system, and the low efficiency of local governments. The lack of social ethics and the blind pursuit of the economic value of resources. Finally, the paper puts forward some suggestions to solve the unfair problems in the development and utilization of public tourism resources in China: 1) to perfect the system of property rights of tourism resources and 2) to supervise the government's behavior, to give full play to the role of the government and to improve the evaluation system of tourism resources value. To realize the sustainable utilization of resources (4) to promote social equity and establish socialist ethics.
