【摘要】：早在2009年12月1日,溫家寶就主持召開了國務(wù)院常務(wù)會議,會議專題研討了“關(guān)于加快我國旅游業(yè)發(fā)展”問題,會議通過了《國務(wù)院關(guān)于加快旅游業(yè)發(fā)展的意見》(國發(fā)2009]41號),會議明確提出了要“把旅游業(yè)培育成國民經(jīng)濟(jì)的戰(zhàn)略性支柱產(chǎn)業(yè)和人民更加滿意的現(xiàn)代服務(wù)業(yè)”,同時指出要優(yōu)化旅游消費環(huán)境,加快以旅游交通、游客服務(wù)和旅游安全等為重點的旅游公共服務(wù)體系建設(shè)。 改革開放以來,我國旅游業(yè)走上發(fā)展的快車道。目前,旅游業(yè)已進(jìn)入大眾化和產(chǎn)業(yè)化發(fā)展的新階段。經(jīng)過幾十年的發(fā)展,我國已形成了全球最大的國內(nèi)旅游市場,也成為亞洲最大的出境旅游客源國和全球第三大入境旅游接待國。云南省屬于我國旅游大省。她地處我國西南邊陲,依托區(qū)域旅游資源優(yōu)勢和品牌優(yōu)勢,形成了具有鮮明地方特色和濃郁民族特色的獨特旅游品牌。在2012年,云南省共接待海內(nèi)外游客2.05億人,旅游業(yè)總收入170億元人民幣。因此,加強對云南省旅游公共服務(wù)供給狀況的研究和建設(shè),對云南省旅游業(yè)的快速可持續(xù)發(fā)展具有重要的現(xiàn)實意義。隨著旅游業(yè)的發(fā)展和人民生活水平的提高,人們的旅游方式也開始從傳統(tǒng)的觀光旅游向多樣化的體驗旅游轉(zhuǎn)變。游客在旅游中更注重旅游的品質(zhì)和安全,對旅游信息服務(wù)、旅游咨詢服務(wù)、旅游交通服務(wù)、旅游住宿餐飲和安全保障服務(wù)等公共服務(wù)的需求日益強烈。旅游公共服務(wù)因此成為旅游業(yè)開發(fā)的重要影響因素之一。隨著云南省經(jīng)濟(jì)社會與旅游業(yè)的持續(xù)快速發(fā)展,旅游公共服務(wù)供給嚴(yán)重滯后已經(jīng)成為影響旅游業(yè)快速發(fā)展的重要瓶頸。當(dāng)前,云南省旅游公共服務(wù)建設(shè)的發(fā)展已經(jīng)無法滿足人民群眾日益增長的旅游消費需求。 本文以旅游公共服務(wù)供給基礎(chǔ)理論為理論依據(jù),對云南省旅游公共服務(wù)供給的現(xiàn)狀進(jìn)行了梳理,對旅游公共服務(wù)供給存在的問題進(jìn)行了分析,并在此基礎(chǔ)上對解決旅游公共服務(wù)存在問題提出了一些建設(shè)性的意見和建議。
[Abstract]:As early as December 1, 2009, Wen Jiabao chaired an executive meeting of the State Council to discuss the issue of "speeding up the development of tourism in China." The meeting adopted the "State Council's opinion on speeding up the Development of Tourism" (Guofa 2009) 41, which explicitly stated the need to "cultivate tourism into a strategic pillar industry of the national economy and a modern service industry more satisfactory to the people." At the same time, it points out that it is necessary to optimize the environment of tourism consumption and speed up the construction of tourism public service system focusing on tourism transportation, tourist service and tourism security. Since the reform and opening up, China's tourism industry has been on the fast track of development. At present, tourism has entered a new stage of popularization and industrialization. After decades of development, China has formed the largest domestic tourism market in the world, and has become the largest outbound tourist source in Asia and the third largest inbound tourist reception country in the world. Yunnan Province belongs to China's tourism province. She is located in the southwestern border of China, relying on the advantages of regional tourism resources and brand advantages, forming a unique tourism brand with distinct local characteristics and rich national characteristics. In 2012, Yunnan Province received a total of 205 million tourists at home and abroad, tourism revenue 17 billion yuan. Therefore, it is of great practical significance to strengthen the research and construction of tourism public service supply in Yunnan Province for the rapid and sustainable development of Yunnan tourism. With the development of tourism and the improvement of people's living standard, people's tourism mode has also begun to change from traditional sightseeing to diversified experiential tourism. Tourists pay more attention to the quality and safety of tourism, and the demand for public services, such as tourism information services, tourism consulting services, tourism transportation services, tourist accommodation, catering and security services, is increasingly strong. Therefore, tourism public service has become one of the important influencing factors of tourism development. With the sustained and rapid development of economic society and tourism in Yunnan Province, the serious lag in the supply of tourism public services has become an important bottleneck affecting the rapid development of tourism. At present, the development of tourism public service construction in Yunnan Province has been unable to meet the increasing demand of the people for tourism consumption. Based on the basic theory of tourism public service supply, this paper combs the present situation of tourism public service supply in Yunnan Province, and analyzes the problems existing in tourism public service supply. On this basis, some constructive suggestions and suggestions are put forward to solve the problems existing in tourism public service.
