【摘要】：2005年云南省城鄉(xiāng)規(guī)劃建設(shè)領(lǐng)導小組首次提出了“云南特色旅游小鎮(zhèn)”建設(shè)，云南省政府也出臺意見，準備在全省建設(shè)60個旅游小鎮(zhèn)（附件1）。同年5月，云南特色旅游城鎮(zhèn)項目首批22個城鎮(zhèn)正式啟動。在旅游小鎮(zhèn)建設(shè)中如何突出特色、揚長避短，帶動所在地區(qū)的經(jīng)濟發(fā)展和社會進步，，已成為亟待解決的問題。本文擬對服務(wù)型政府視角下旅游小鎮(zhèn)建設(shè)的指導思想、基本原則與對策措施進行初步探討。 本文對服務(wù)型政府視角下的云南旅游小鎮(zhèn)建設(shè)情況及發(fā)展模式等進行了理論研究。首先對服務(wù)型政府及旅游小鎮(zhèn)的相關(guān)概念進行回顧和分析，以此闡述旅游小鎮(zhèn)旅游資源經(jīng)營模式的內(nèi)涵，然后通過對企業(yè)家政府理論、利益相關(guān)者理論、產(chǎn)權(quán)理論、權(quán)變理論等的嘗試性引入，為旅游小鎮(zhèn)旅游資源經(jīng)營模式選擇奠定理論基礎(chǔ)。接著選擇云南騰沖和順古鎮(zhèn)和麗江束河古鎮(zhèn)兩個旅游小鎮(zhèn)旅游資源的依據(jù)進行了探討，主要包括影響旅游小鎮(zhèn)旅游資源經(jīng)營模式的因素和服務(wù)型政府與旅游小鎮(zhèn)建設(shè)關(guān)系分析，通過對旅游小鎮(zhèn)建設(shè)實踐研究，為旅游小鎮(zhèn)的發(fā)展模式分類提供了參考和借鑒。 本文在對旅游小鎮(zhèn)建設(shè)發(fā)展研究中，嘗試性地引入了企業(yè)家政府理論、利益相關(guān)者理論、產(chǎn)權(quán)理論、權(quán)變理論，為服務(wù)型政府視角下旅游小鎮(zhèn)建設(shè)發(fā)展奠定理論基礎(chǔ)。
[Abstract]:In 2005, the leading Group of Urban and Rural Planning and Construction of Yunnan Province proposed for the first time the construction of "tourist towns with Yunnan characteristics", and the Yunnan Provincial Government also issued suggestions for the construction of 60 tourist towns in the province (Annex 1). In May of the same year, the first batch of 22 cities and towns with Yunnan characteristics were officially launched. In the construction of tourist towns, it has become an urgent problem how to highlight the characteristics, exploit the advantages and avoid the weaknesses, and promote the economic development and social progress in the areas in which they live. This paper discusses the guiding ideology, basic principles and countermeasures of tourism town construction from the perspective of service-oriented government. This paper makes a theoretical study on the construction and development model of Yunnan tourist town from the perspective of service-oriented government. This paper first reviews and analyzes the related concepts of service-oriented government and tourism town, and then expounds the connotation of tourism resource management mode of tourism town, and then through the theory of entrepreneur government, stakeholder theory, property right theory, The tentative introduction of contingency theory lays a theoretical foundation for the choice of tourism resource management mode in small tourist towns. Then, the paper discusses the basis of tourism resources of two tourist towns in Tengchong and Shun ancient towns in Yunnan and Shun ancient towns in Lijiang, mainly including the factors affecting the tourism resource management mode of tourism towns and the relationship between service-oriented government and tourism town construction. By studying the construction practice of the tourist town, the paper provides a reference for the classification of the development mode of the tourist town. In this paper, the author tries to introduce the theory of entrepreneur government, stakeholder theory, property right theory and contingency theory, which lays a theoretical foundation for the construction and development of tourist town from the perspective of service-oriented government.
