山東半島藍(lán)色經(jīng)濟(jì)區(qū)可持續(xù)旅游業(yè)發(fā)展方向與對(duì)策研究

【摘要】:隨著我國(guó)旅游業(yè)的快速發(fā)展,旅游業(yè)對(duì)國(guó)民經(jīng)濟(jì)的影響力也越來(lái)越大。在快速發(fā)展的背后也帶來(lái)了諸多問(wèn)題,旅游活動(dòng)對(duì)旅游目的地的自然環(huán)境、人文環(huán)境、生物的多樣性以及生態(tài)環(huán)境所帶來(lái)的負(fù)面影響正日益凸顯,這使得旅游業(yè)的發(fā)展缺乏持久的動(dòng)力。因此,如何對(duì)旅游開(kāi)發(fā)和旅游活動(dòng)進(jìn)行調(diào)控,在保護(hù)旅游資源和旅游環(huán)境的同時(shí),使旅游業(yè)獲得可持續(xù)發(fā)展能力,確保經(jīng)濟(jì)效益、社會(huì)效益和環(huán)境效益的統(tǒng)一,是一個(gè)亟需研究解決的重大課題。山東半島藍(lán)色經(jīng)濟(jì)區(qū)(下文簡(jiǎn)稱““藍(lán)區(qū)””)是我國(guó)批準(zhǔn)建立的第一個(gè)國(guó)家級(jí)海洋經(jīng)濟(jì)區(qū),地理位置優(yōu)越,交通方便快捷,海洋旅游資源豐富多樣,人文歷史文化內(nèi)涵豐厚,海洋旅游業(yè)是其發(fā)展優(yōu)勢(shì)產(chǎn)業(yè)之一,旅游經(jīng)濟(jì)發(fā)展水平較高,但是目前旅游業(yè)發(fā)展也面臨著同樣的問(wèn)題,即如何在發(fā)展旅游業(yè)的同時(shí),保護(hù)好旅游資源和環(huán)境,推動(dòng)旅游業(yè)向可持續(xù)發(fā)展方向轉(zhuǎn)變。本文把可持續(xù)旅游發(fā)展理論運(yùn)用到“藍(lán)區(qū)”的實(shí)踐中,,通過(guò)對(duì)“藍(lán)區(qū)”旅游業(yè)發(fā)展水平和存在問(wèn)題的系統(tǒng)分析,研究提出了該區(qū)域可持續(xù)旅游業(yè)的發(fā)展方向,并提出了有針對(duì)性的對(duì)策建議,有助于推動(dòng)“藍(lán)區(qū)”的建設(shè),可為政府相關(guān)部門提供決策參考。 本論文的主要研究?jī)?nèi)容為以下幾個(gè)方面: 第一部分主要是介紹關(guān)于可持續(xù)旅游業(yè)發(fā)展的相關(guān)理論研究,其中涉及環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展理論、區(qū)域可持續(xù)發(fā)展理論、點(diǎn)軸開(kāi)發(fā)理論、增長(zhǎng)極理論等。通過(guò)國(guó)內(nèi)外對(duì)可持續(xù)旅游的多種定義,對(duì)可持續(xù)旅游的內(nèi)涵和特征進(jìn)行了闡述,并論述了可持續(xù)旅游業(yè)發(fā)展的目標(biāo),同時(shí)還對(duì)可持續(xù)旅游的相關(guān)概念進(jìn)行了辨析。 第二部分論述山東半島藍(lán)色經(jīng)濟(jì)區(qū)旅游業(yè)發(fā)展現(xiàn)狀分析。從四個(gè)方面論述:“藍(lán)區(qū)”旅游資源的類型和特征、“藍(lán)區(qū)”旅游業(yè)收入分析、“藍(lán)區(qū)”游客人數(shù)分析、“藍(lán)區(qū)”各市旅游業(yè)發(fā)展差異分析。 第三部分主要分析了“藍(lán)區(qū)”旅游業(yè)發(fā)展面臨的問(wèn)題。存在的問(wèn)題主要是海洋產(chǎn)業(yè)布局不盡合理、濱海旅游資源在開(kāi)發(fā)利用過(guò)程中被破壞、局部海洋污染嚴(yán)重、旅游產(chǎn)品和服務(wù)質(zhì)量不高、區(qū)域一體化進(jìn)程較慢、海洋文化內(nèi)涵挖掘不夠、旅游配套設(shè)施不完善、旅游產(chǎn)品缺乏文化內(nèi)涵以及政府多頭管理等方面。第四部分分析“藍(lán)區(qū)”可持續(xù)旅游業(yè)的發(fā)展方向。具體從以下幾個(gè)方面論述,布局轉(zhuǎn)變:由單一分散布局向重點(diǎn)建設(shè)三大特色旅游帶轉(zhuǎn)變;產(chǎn)品轉(zhuǎn)變:由高消耗、高排放產(chǎn)品向低消耗、低排放產(chǎn)品轉(zhuǎn)變;基礎(chǔ)提升:旅游配套設(shè)施由耗能型向節(jié)能型、低碳型轉(zhuǎn)變;品牌提升:由傳統(tǒng)旅游品牌向藍(lán)色旅游品牌轉(zhuǎn)變;產(chǎn)業(yè)融合:加速旅游業(yè)與第一、第二、第三產(chǎn)業(yè)的融合;景區(qū)建設(shè):由單一經(jīng)濟(jì)型景區(qū)建設(shè)向環(huán)境友好型景區(qū)建設(shè)轉(zhuǎn)變。研究提出了適合于“藍(lán)區(qū)”自身的可持續(xù)旅游業(yè)發(fā)展方向。 第五部分“藍(lán)區(qū)”實(shí)施可持續(xù)旅游業(yè)發(fā)展的對(duì)策建議。針對(duì)旅游業(yè)發(fā)展中存在的問(wèn)題,提出以下對(duì)策建議:旅游地建設(shè)要制定科學(xué)規(guī)劃,倡導(dǎo)保護(hù)性開(kāi)發(fā);構(gòu)建特色、多樣化的旅游產(chǎn)品體系;監(jiān)控和整治海洋污染;完善旅游配套設(shè)施,促進(jìn)區(qū)域一體化;采用多重營(yíng)銷手段引導(dǎo)低碳消費(fèi)和生態(tài)消費(fèi);加強(qiáng)社區(qū)居民參與,提高旅游管理水平;加強(qiáng)旅游項(xiàng)目建設(shè)評(píng)估論證;重視旅游人才培育,提高旅游從業(yè)人員素質(zhì)。這些對(duì)策建議的實(shí)施能夠推動(dòng)“藍(lán)區(qū)”旅游業(yè)朝著可持續(xù)的方向發(fā)展。 本文的創(chuàng)新之處主要在于:把研究范圍鎖定在“藍(lán)區(qū)”這一特殊區(qū)域,探討以濱海旅游為主的“藍(lán)區(qū)”可持續(xù)旅游業(yè)發(fā)展的方向。通過(guò)對(duì)“藍(lán)區(qū)”旅游業(yè)發(fā)展?fàn)顩r進(jìn)行系統(tǒng)的梳理分析,從可持續(xù)發(fā)展的角度,提出自己的關(guān)于該區(qū)域的旅游業(yè)可持續(xù)發(fā)展的方向以及發(fā)展對(duì)策。對(duì)促進(jìn)“藍(lán)區(qū)”建設(shè)及旅游業(yè)健康發(fā)展具有一定的理論參考價(jià)值和現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:With the rapid development of tourism in China , the influence of tourism on national economy is becoming more and more important .
The main contents of this paper are as follows :
The first part mainly introduces the relevant theoretical research on sustainable tourism development , including the theory of environment and economic coordinated development , the theory of regional sustainable development , the theory of point - axis development , the growth pole theory , etc . Through various definitions of sustainable tourism at home and abroad , the connotation and characteristics of sustainable tourism are expounded , and the aim of sustainable tourism development is discussed , and the related concepts of sustainable tourism are also analyzed .
The second part discusses the present situation of tourism development in the blue economic zone of Shandong Peninsula . From the four aspects , it discusses the types and characteristics of tourism resources , the analysis of tourism income of " blue area " , the number of tourist numbers in " blue area " and the analysis of tourism development difference in " blue area " .
The third part mainly analyzes the problems faced by the development of the tourism industry in the blue area . The existing problems are that the marine industry layout is not reasonable , the coastal tourism resources are damaged during the development and utilization process , the local marine pollution is serious , the tourism products and the service quality are not high , the regional integration process is slow , the connotation of the marine culture is insufficient , the tourism supporting facilities are not perfect , the tourism products lack the cultural connotation and the government multi - head management , etc . The fourth part analyzes the development direction of the sustainable tourism in the blue region .
Product transformation : from high consumption , high - emission products to low - consumption , low - emission products ;
Foundation promotion : tourism supporting facilities are converted from energy consumption type to energy - saving and low - carbon type ;
Brand promotion : from the traditional tourism brand to the blue tourism brand ;
Industry integration : accelerate the integration of tourism with the first , second and third industries ;
The construction of the scenic spot : a transition from the construction of a single economic type scenic spot to the environment - friendly scenic spot . The research put forward the sustainable tourism development direction suitable for the " blue zone " itself .
In the light of the problems existing in the development of tourism , the following countermeasures are suggested : the construction of tourism should be formulated scientifically , and the protective development should be advocated ;
To build a characteristic and diversified tourism product system ;
Monitoring and remediation of marine pollution ;
Perfect tourism supporting facilities and promote regional integration ;
Multi - marketing is used to guide low - carbon consumption and ecological consumption ;
Strengthening the participation of community residents and improving the level of tourism management ;
Strengthening the evaluation and demonstration of tourism project construction ;
Pay attention to the cultivation of tourism talents and improve the quality of tourism employees . The implementation of these countermeasures can promote the development of the tourism industry in the Blue Area towards sustainable development .
The innovation of this paper mainly lies in that the research scope is locked in the special area of " blue area " , and the direction of sustainable tourism development based on coastal tourism is discussed . Through the systematic analysis of the development situation of " blue area " tourism , the direction of sustainable development of tourism in the region is put forward from the perspective of sustainable development , and the development countermeasures are put forward .
