【摘要】：四川省藏區(qū)自然風(fēng)光優(yōu)美,生態(tài)條件優(yōu)越、民族文化厚重,大力發(fā)展生態(tài)文化旅游業(yè)的條件得天獨厚。全省提出將文化旅游業(yè)作為藏區(qū)最具優(yōu)勢、最具潛力的支柱產(chǎn)業(yè)抓好抓緊,是提升藏區(qū)自主發(fā)展、和諧發(fā)展的重要途徑之一。堅持旅游業(yè)同文化產(chǎn)業(yè)、生態(tài)發(fā)展結(jié)合,不僅有利于促進(jìn)當(dāng)?shù)芈糜螛I(yè)的對外開放水平,帶動人民群眾增收致富,而且旅游開發(fā)的產(chǎn)業(yè)替代性與扶貧功能及社區(qū)脫貧任務(wù)相契合。旅游業(yè)作為川西藏區(qū)最具發(fā)展?jié)摿Α⒏偁巸?yōu)勢的特色富民產(chǎn)業(yè)和支柱性產(chǎn)業(yè),依托其強大的經(jīng)濟和社會發(fā)展的帶動作用,將有效促進(jìn)藏區(qū)轉(zhuǎn)變經(jīng)濟發(fā)展方式、實現(xiàn)科學(xué)發(fā)展、維護(hù)地區(qū)社會穩(wěn)定,對于推進(jìn)四川藏區(qū)實現(xiàn)跨越式發(fā)展具有十分重要的現(xiàn)實意義。 本文選取了川西藏區(qū)GYQ旅游景區(qū)(BOT)項目進(jìn)行研究。首先,在研究國內(nèi)外文獻(xiàn)綜述的基礎(chǔ)上,提出本文的研究思路、方法、結(jié)構(gòu)安排及技術(shù)路線；其次,對項目融資的相關(guān)理論進(jìn)行闡述,主要包括項目融資的定義與類別,BOT模式的特點、運作流程、參與主體及優(yōu)劣勢,項目融資風(fēng)險的類別、特點及管理控制過程；再次,對本文所選取的GYQ旅游景區(qū)項目概況進(jìn)行介紹,包括項目背景、基本情況、項目規(guī)劃、投資估算等方面；隨后,在對整個項目經(jīng)濟效益進(jìn)行預(yù)測的基礎(chǔ)上,分析項目的經(jīng)濟可行性,制定項目融資及還款安排；最后,從項目環(huán)境、項目建設(shè)、項目經(jīng)營三個方面梳理出該項目融資案例中可能出現(xiàn)的風(fēng)險,最后提出針對性的政策建議,以期為企業(yè)提供參考。
[Abstract]:The Tibetan region of Sichuan Province is endowed with beautiful natural scenery, superior ecological conditions, heavy national culture, and unique conditions for vigorously developing eco-cultural tourism. The province has proposed that cultural tourism should be regarded as the most advantageous Tibetan area. It is one of the important ways to promote the autonomous development and harmonious development of the Tibetan region that the pillar industries with the most potential should be grasped. Sticking to the combination of tourism with cultural industries and ecological development is not only conducive to promoting the level of opening up of local tourism to the outside world, The industry substitution of tourism development is in line with the function of poverty alleviation and the task of poverty alleviation in the community. Tourism is the characteristic and pillar industry with the most potential development potential and competitive advantage in Sichuan and Tibet. Relying on its powerful driving role in economic and social development, it will effectively promote the transformation of the mode of economic development in Tibetan areas, realize scientific development, and maintain regional social stability. It is of great practical significance to promote the development of Sichuan Tibetan area by leaps and bounds. Firstly, on the basis of the literature review at home and abroad, this paper puts forward the research ideas, methods, structure and technical route of this paper. The related theories of project financing are expounded, including the definition and category of project financing, the characteristics of bot model, the operation process, the main body of participation and the advantages and disadvantages, the types, characteristics and management control process of project financing risk. This paper introduces the general situation of GYQ scenic spot project, including project background, basic situation, project planning, investment estimation and so on. Then, on the basis of forecasting the economic benefits of the whole project, Analyze the economic feasibility of the project, formulate the project financing and repayment arrangements; finally, from the project environment, project construction, project management three aspects of the project financing cases of possible risks, finally put forward targeted policy recommendations, In order to provide reference for enterprises.
