大同市文化旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略研究

【摘要】:隨著人們生活水平的不斷提高,原來(lái)以觀光為主的旅游已經(jīng)開(kāi)始向體驗(yàn)性、文化性更強(qiáng)的文化旅游轉(zhuǎn)變。這種需求的快速增長(zhǎng),為文化旅游產(chǎn)業(yè)的發(fā)展帶來(lái)了前所未有的機(jī)遇。但目前學(xué)界對(duì)于文化旅游產(chǎn)業(yè)的研究仍處于探索起步階段,這與文化旅游產(chǎn)業(yè)發(fā)展的實(shí)踐不相適應(yīng)。以大同市文化旅游產(chǎn)業(yè)的探索實(shí)踐作為個(gè)案,不僅有助于深化人們對(duì)于文化旅游產(chǎn)業(yè)概念、價(jià)值、發(fā)展原則、發(fā)展理念、發(fā)展戰(zhàn)略和措施的認(rèn)識(shí),而且對(duì)于促進(jìn)大同市文化旅游產(chǎn)業(yè)又好又快發(fā)展,提高大同市的核心競(jìng)爭(zhēng)力,美譽(yù)度和知名度,促進(jìn)大同市經(jīng)濟(jì)和社會(huì)發(fā)展都具有重要的現(xiàn)實(shí)意義和長(zhǎng)遠(yuǎn)的戰(zhàn)略意義。 本文應(yīng)用產(chǎn)業(yè)發(fā)展戰(zhàn)略基本理論,結(jié)合大同市的實(shí)際情況,探討了大同市文化旅游產(chǎn)業(yè)發(fā)展思路與開(kāi)發(fā)重點(diǎn),主要研究以下幾個(gè)方面:一、梳理了大同市文化旅游資源狀況,總結(jié)了大同市文化旅游產(chǎn)業(yè)發(fā)展取得的成績(jī)和存在的問(wèn)題;二、在對(duì)大同市文化旅游產(chǎn)業(yè)內(nèi)外部環(huán)境分析的基礎(chǔ)上,采用SWOT定性分析,,總結(jié)了影響產(chǎn)業(yè)發(fā)展的內(nèi)部?jī)?yōu)勢(shì)、劣勢(shì)因素以及外部機(jī)遇、威脅因素;三、將傳統(tǒng)的SWOT分析法、Delphi法、AHP法和四維坐標(biāo)系戰(zhàn)略重心定位法相結(jié)合,構(gòu)建了SWOT量化分析模型,并運(yùn)用SWOT量化分析模型對(duì)大同市文化旅游產(chǎn)業(yè)發(fā)展應(yīng)采取的戰(zhàn)略進(jìn)行選擇和判斷,提出促進(jìn)大同市文化旅游產(chǎn)業(yè)發(fā)展的對(duì)策建議。 本文的主要結(jié)論:當(dāng)前大同市文化旅游產(chǎn)業(yè)的優(yōu)勢(shì)因素大于劣勢(shì)因素,機(jī)會(huì)因素多于威脅因素;產(chǎn)業(yè)的發(fā)展宜采用機(jī)會(huì)型增長(zhǎng)戰(zhàn)略,即在充分發(fā)揮產(chǎn)業(yè)自身優(yōu)勢(shì)的同時(shí),緊緊把握政策、經(jīng)濟(jì)與文化旅游需求持續(xù)增長(zhǎng)以及旅游行業(yè)迎來(lái)需求多元化帶來(lái)的良好發(fā)展機(jī)遇。針對(duì)于此,大同市文化旅游產(chǎn)業(yè)發(fā)展應(yīng)著力推進(jìn)特色文化戰(zhàn)略、形象主導(dǎo)戰(zhàn)略、旅游宣傳營(yíng)銷戰(zhàn)略、旅游產(chǎn)品提升戰(zhàn)略、以產(chǎn)業(yè)鏈為視角,推進(jìn)市場(chǎng)化戰(zhàn)略、區(qū)域聯(lián)合戰(zhàn)略、市政建設(shè)和文物保護(hù)兼顧戰(zhàn)略、信息化戰(zhàn)略等8大戰(zhàn)略,投融資體制創(chuàng)新、旅游人才隊(duì)伍建設(shè)、旅游管理體制改革、旅游環(huán)境整治等4大戰(zhàn)略保障措施。
[Abstract]:With the continuous improvement of people's living standards, tourism, which used to be mainly sightseeing, has begun to shift to cultural tourism, which is more experiential and more cultural. This kind of demand is growing rapidly. It has brought unprecedented opportunities for the development of cultural tourism industry, but the research on cultural tourism industry in academic circles is still in the initial stage of exploration. This is not in line with the practice of cultural tourism industry development. Taking the exploration practice of cultural tourism industry in Datong as a case study, it is not only helpful to deepen people's concept, value, development principle and development concept of cultural tourism industry. The understanding of the development strategy and measures will also promote the sound and rapid development of the cultural tourism industry in Datong City, and improve the core competitiveness, reputation and popularity of Datong City. Promoting the economic and social development of Datong City has important practical significance and long-term strategic significance. Based on the basic theory of industrial development strategy and the actual situation of Datong city, this paper discusses the development thinking and development focus of cultural tourism industry in Datong city, and mainly studies the following aspects: first, combing the situation of cultural tourism resources in Datong city. This paper summarizes the achievements and problems in the development of cultural tourism industry in Datong city. Secondly, based on the analysis of the internal and external environment of cultural tourism industry in Datong city, the paper summarizes the internal advantages that affect the development of the industry by using SWOT qualitative analysis. Third, combining the traditional SWOT analysis method with the SWOT method and the four dimensional coordinate system strategic center of gravity positioning method, the SWOT quantitative analysis model is constructed. Using SWOT quantitative analysis model to choose and judge the strategy that should be adopted in the development of cultural tourism industry in Datong city, and put forward the countermeasures and suggestions to promote the development of cultural tourism industry in Datong city. The main conclusions of this paper are as follows: at present, the advantages and disadvantages of cultural tourism industry in Datong City are greater than the inferior factors, and the opportunity factors are more than the threat factors, and the development of the industry should adopt the opportunistic growth strategy, that is, to give full play to the advantages of the industry itself at the same time, In view of the policy, the sustained growth of economic and cultural tourism demand and the favorable development opportunities brought by diversified demand in the tourism industry, the development of cultural tourism industry in Datong should focus on promoting the strategy of characteristic culture. Image leading strategy, tourism propaganda and marketing strategy, tourism product promotion strategy, promoting market-oriented strategy, regional joint strategy, municipal construction and cultural relic protection strategy, informatization strategy, etc. There are four strategic guarantee measures such as innovation of investment and financing system, construction of tourism talent team, reform of tourism management system and improvement of tourism environment.
