【摘要】：目前,我國旅游業(yè)已成為地區(qū)經(jīng)濟(jì)發(fā)展的重要增長值之一。在以市場調(diào)節(jié)為主的旅游產(chǎn)業(yè)化經(jīng)營過程中,政府必須實(shí)施積極有效的宏觀引導(dǎo)和行業(yè)規(guī)制。尤其在區(qū)域旅游地開發(fā)過程中,更需要地方政府扮演重要的角色。 桃源縣位于湖南省西北常德市境內(nèi),屬于湘西地區(qū),作為歷史文化名城和中國優(yōu)秀旅游城市,擁有“桃花源里的城市”這張城市名片。旅游業(yè)不僅在桃源的經(jīng)濟(jì)和社會(huì)發(fā)展中起到重要的推動(dòng)作用,也是桃源走出湖南,走向全國,走向世界,展現(xiàn)桃源優(yōu)美風(fēng)光、鄉(xiāng)土民情、人文歷史與文化傳統(tǒng)的窗口和門戶。 近些年來,桃源縣旅游業(yè)發(fā)展速度較快,旅游業(yè)在經(jīng)濟(jì)和社會(huì)發(fā)展中的地位日益突出,旅游業(yè)的健康發(fā)展已經(jīng)成為桃源經(jīng)濟(jì)發(fā)展的重要保障。但是隨著旅游市場化、信息化和產(chǎn)業(yè)化的不斷發(fā)展,桃源縣旅游業(yè)在發(fā)展過程中也存在著不少的問題,桃源縣政府面臨著嚴(yán)峻的考驗(yàn)。 本文在實(shí)地調(diào)研和對(duì)游客進(jìn)行問卷調(diào)查并統(tǒng)計(jì)分析的基礎(chǔ)上,從政府的角度對(duì)桃源縣旅游資源、旅游業(yè)發(fā)展現(xiàn)狀和旅游市場、旅游空間競合以及旅游業(yè)發(fā)展過程中存在的問題進(jìn)行了全面系統(tǒng)的分析,進(jìn)而提出了具有針對(duì)性的對(duì)策建議：打造旅游集散縣城,改善旅游基礎(chǔ)和接待設(shè)施；加快建設(shè)重點(diǎn)景區(qū),與周邊景區(qū)差異化競爭；聯(lián)合周邊景區(qū),形成大旅游格局；加強(qiáng)對(duì)旅游產(chǎn)品的開發(fā)；制定科學(xué)合理的旅游規(guī)劃；全方位提高人力資源隊(duì)伍素質(zhì)；多方位吸收資金；提高旅游營銷水平；開發(fā)與保護(hù)相結(jié)合,改善旅游環(huán)境；強(qiáng)化政府指導(dǎo),做好制度保障等。希望這些建議、對(duì)策能夠?qū)μ以纯h旅游業(yè)的健康穩(wěn)定發(fā)展提供一定的借鑒和參考。
[Abstract]:At present, tourism in China has become one of the important growth values of regional economic development. The government must implement active and effective macro-guidance and industry regulation, especially in the process of regional tourism development, the local government should play an important role. Taoyuan County is located in Changde City, northwest of Hunan Province. It belongs to Xiangxi region. It is a famous historical and cultural city and an excellent tourist city in China. The tourism industry not only plays an important role in promoting the economic and social development of Taoyuan, but also shows Taoyuan's beautiful scenery by going out of Hunan to the whole country and into the world. Local people, cultural history and cultural tradition of the window and portal. In recent years, tourism in Taoyuan County has been developing rapidly, and tourism is playing an increasingly prominent role in economic and social development. The healthy development of tourism has become an important guarantee for the economic development of Taoyuan. However, with the marketization of tourism, With the continuous development of information and industrialization, there are many problems in the development of Taoyuan County tourism, and the Taoyuan County government is facing a severe test. On the basis of field investigation and questionnaire survey and statistical analysis of tourists, this paper analyzes the tourism resources, tourism development status and tourism market in Taoyuan County from the perspective of the government. The paper makes a comprehensive and systematic analysis of the problems existing in the process of tourism space competition and tourism development, and then puts forward some countermeasures and suggestions: to build the county seat of tourism distribution and to improve the tourism foundation and reception facilities; Speed up the construction of key scenic spots and competition with the surrounding areas; combine the surrounding scenic spots to form a large tourism pattern; strengthen the development of tourism products; formulate scientific and reasonable tourism planning; improve the quality of human resources team; To absorb funds in all directions; to improve the level of tourism marketing; to combine development with protection, to improve the tourism environment; to strengthen government guidance, and to do a good job of ensuring the system. The countermeasures can provide certain reference and reference for the healthy and stable development of tourism in Taoyuan County.
