新疆旅行社人力資源管理與開發(fā)研究

【摘要】:新疆地大物博旅游資源豐富,但旅游業(yè)起步較晚,整體管理水平不高,旅游人才匱乏,尤其是旅行社在人力資源開發(fā)與管理上缺乏科學(xué)指導(dǎo),處于較低的水平;許多旅行社管理者對人力資源開發(fā)和管理還沒有引起足夠重視,對人力資源開發(fā)和管理工作所涉及的方面缺乏統(tǒng)一的安排,致使旅行社人才員工滿意度低,流失率居高不下,進而致使顧客滿意度下降,,最終導(dǎo)致旅行社經(jīng)營效率低,效益差,缺乏核心競爭力。 隨著旅游市場的快速發(fā)展,旅游業(yè)逐漸成為了新疆經(jīng)濟重要的支柱產(chǎn)業(yè),隨著旅游業(yè)發(fā)展,旅游市場的競爭也日趨激烈;從而對旅行社的人力資源也提出了越來越高要求。旅行社作為旅游業(yè)發(fā)展中的龍頭,硬件設(shè)施的好壞早已不能夠決定其競爭力的大小的了,經(jīng)營管理水平與服務(wù)質(zhì)量的高低上顯得更為重要;人力資本的價值在當(dāng)今知識經(jīng)濟時代,成為了最主要的生產(chǎn)要素和社會財富,早已經(jīng)超越了物質(zhì)資本的價值。因此,旅行社的經(jīng)濟增長將更加依賴企業(yè)人力資源的開發(fā)、管理和利用。旅行社要想在激烈的市場競爭中立于不敗之地,怎樣留住核心人才,降低人員的流動率才是關(guān)鍵;就必須要有良好的企業(yè)文化。但是新疆旅行社人力資源管理存在著比較多的問題,這些問題已經(jīng)成為了影響新疆旅游業(yè)發(fā)展的“瓶頸”;如何對新疆旅行社人力資源進行開發(fā)和管理逐漸成為了人們研究的重點。 “十二五”時期是我區(qū)經(jīng)濟社會發(fā)展的重要戰(zhàn)略機遇期,也是旅游業(yè)跨越式大發(fā)展的戰(zhàn)略提升期。旅游業(yè)在推進新疆跨越式發(fā)展和長治久安中具有特殊優(yōu)勢和不可替代的重要作用,最大限度地促進新疆旅游資源優(yōu)勢轉(zhuǎn)化為產(chǎn)業(yè)優(yōu)勢和經(jīng)濟優(yōu)勢。要實現(xiàn)這一戰(zhàn)略目標(biāo),旅行社人力資源開發(fā)和管理的水平必須得到優(yōu)化和提高,實現(xiàn)旅行社人力資源的機構(gòu)合理化,流動正常化,并擁有優(yōu)良的人才儲備。 本研究通過對旅游業(yè)行業(yè)的參與者分類進行了問卷調(diào)查,分析和研究了新疆旅行社人力資源現(xiàn)狀,詳細闡述了新疆旅行社人力資源開發(fā)和管理中存在的問題,有針對性的提出了建議和對策,為新疆政府旅游業(yè)發(fā)展的宏觀調(diào)控和旅行社人力資源開發(fā)提供理論依據(jù)。
[Abstract]:Xinjiang is rich in tourism resources, but tourism starts late, the overall management level is not high, tourism talent is scarce, especially in the lack of scientific guidance on human resources development and management, which is at a lower level; Many travel agency managers have not paid enough attention to the development and management of human resources, and lack of unified arrangement for the aspects involved in the development and management of human resources. As a result, the satisfaction of travel agency personnel is low and the wastage rate remains high. Therefore, the customer satisfaction is reduced, which leads to the low efficiency and poor benefit of travel agency and the lack of core competitiveness. With the rapid development of tourism market, tourism has gradually become an important pillar industry of Xinjiang economy. With the development of tourism, the competition of tourism market is becoming more and more fierce. As a result, the human resources of travel agencies are increasingly demanding. As a leading leader in the development of tourism, travel agencies have long been unable to determine the size of their competitiveness due to the quality of their hardware facilities. The level of management and service quality is more important, the value of human capital has become the most important factor of production and social wealth in the era of knowledge economy, and has already exceeded the value of material capital. The economic growth of travel agencies will depend more on the development, management and utilization of enterprise human resources. If travel agencies want to remain invincible in the fierce market competition, how to retain the core talents and reduce the turnover rate is the key; We must have a good corporate culture. However, there are quite a few problems in the human resource management of travel agencies in Xinjiang. These problems have become the "bottleneck" affecting the development of tourism in Xinjiang, and how to develop and manage the human resources of travel agencies in Xinjiang has gradually become the focus of people's research. The 12th Five-Year Plan period is an important strategic opportunity period for the economic and social development of our region. It is also a period of strategic promotion for the development of tourism by leaps and bounds. Tourism plays a special and irreplaceable role in promoting the leapfrog development and long-term stability of Xinjiang. To achieve this strategic goal, the level of human resources development and management of travel agencies must be optimized and improved. Realize the organization rationalization of travel agency human resources, flow normalization, and have excellent talent reserve. Through the questionnaire survey of participants in tourism industry, the present situation of human resources of travel agencies in Xinjiang is analyzed and studied, and the problems existing in the development and management of human resources of travel agencies in Xinjiang are expounded in detail. Some suggestions and countermeasures are put forward in order to provide theoretical basis for macro control of tourism development of Xinjiang government and human resource development of travel agencies.
