【摘要】：改革開(kāi)放30多年來(lái)，我國(guó)經(jīng)濟(jì)保持年均9%以上的持續(xù)高速增長(zhǎng)，但“三農(nóng)”問(wèn)題仍是影響我國(guó)全面建成小康社會(huì)目標(biāo)的最大制約因素。我國(guó)山地和丘陵地區(qū)面積占43%，這些廣大區(qū)域耕地資源不足，道路崎嶇，不利于發(fā)展，必須因地制宜發(fā)展休閑農(nóng)業(yè)并向高水平方向發(fā)展，實(shí)現(xiàn)生態(tài)農(nóng)業(yè)、現(xiàn)代農(nóng)業(yè)與傳統(tǒng)農(nóng)業(yè)之間的協(xié)調(diào)發(fā)展。本文期望站在政府角度，從解決三農(nóng)問(wèn)題的更大視角，重新審視汝陽(yáng)大虎嶺農(nóng)業(yè)公園項(xiàng)目的投資可行性，總結(jié)政府在項(xiàng)目規(guī)劃建設(shè)過(guò)程中的經(jīng)驗(yàn)，探索在山區(qū)丘陵地區(qū)建設(shè)農(nóng)業(yè)公園的新模式，以期指導(dǎo)我國(guó)廣大山區(qū)丘陵地區(qū)發(fā)展實(shí)現(xiàn)可持續(xù)發(fā)展，加快全面建成小康社會(huì)目標(biāo)的實(shí)現(xiàn)。 首先，，在梳理相關(guān)研究文獻(xiàn)的基礎(chǔ)上，總結(jié)了我國(guó)農(nóng)業(yè)公園的類(lèi)型，分析了我國(guó)建設(shè)農(nóng)業(yè)公園的必要性，研究了我國(guó)農(nóng)業(yè)公園發(fā)展模式和特點(diǎn)，以及存在的問(wèn)題。然后，從政府規(guī)劃建設(shè)的角度，重新對(duì)大虎嶺農(nóng)業(yè)公園項(xiàng)目進(jìn)行可行性分析，最后結(jié)論為項(xiàng)目立意新、機(jī)制活、發(fā)展空間大、成長(zhǎng)性較好。最后，對(duì)項(xiàng)目進(jìn)展作了進(jìn)一步的調(diào)研，并總結(jié)了汝陽(yáng)縣政府在該項(xiàng)目規(guī)劃建設(shè)中的成功經(jīng)驗(yàn)。大虎嶺農(nóng)業(yè)公園開(kāi)始建設(shè)以來(lái)，各個(gè)項(xiàng)目進(jìn)展順利，經(jīng)濟(jì)社會(huì)效益超過(guò)預(yù)期，說(shuō)明了先期的項(xiàng)目規(guī)劃和可行性論證的合理性。汝陽(yáng)縣政府主要決策人員全程參與了項(xiàng)目定位和總體規(guī)劃設(shè)計(jì)的全過(guò)程，保證了大虎嶺農(nóng)業(yè)的定位不僅適合汝陽(yáng)縣的實(shí)際，同時(shí)具有先進(jìn)的理念。為保障項(xiàng)目規(guī)劃建設(shè)的順利實(shí)施，汝陽(yáng)縣政府確立了5項(xiàng)工作原則，建立了建立公園建設(shè)工作領(lǐng)導(dǎo)小組和高效運(yùn)轉(zhuǎn)的工作機(jī)制，并在園區(qū)建設(shè)方面有一些創(chuàng)新的做法。
[Abstract]:Over the past 30 years or so since the reform and opening up, China's economy has maintained a sustained and high-speed growth of more than 9% per year. However, the problem of "agriculture, countryside and farmers" is still the most restrictive factor affecting the goal of building a well-off society in an all-round way in our country. The mountainous and hilly areas in our country occupy 43% of the total area. These vast areas have insufficient cultivated land resources and rugged roads, which are not conducive to development. It is necessary to develop leisure agriculture according to local conditions and develop to a high level to realize the harmonious development of ecological agriculture, modern agriculture and traditional agriculture. This paper reviews the feasibility of the investment of the Dahuling Agricultural Park project in Ruyang, summarizes the experience of the government in the planning and construction of the project, and explores a new model for the construction of the Agricultural Park in the mountainous and hilly areas. The aim is to guide the development of mountainous hilly areas and realize sustainable development, and accelerate the realization of the goal of building a well-off society in an all-round way. First of all, on the basis of combing relevant research documents, this paper summarizes the types of agricultural parks in China, analyzes the necessity of constructing agricultural parks in China, studies the development mode and characteristics of agricultural parks in China, and the existing problems. From the angle of government planning and construction, the feasibility analysis of Dahuling agricultural park project is carried out again. The final conclusion is that the project has a new idea, a new mechanism, a large space for development and a good growth. Finally, the progress of the project is further investigated. The successful experiences of Ruyang county government in the planning and construction of the project are summarized. Since the construction of the Dahuling Agricultural Park, the projects have been progressing smoothly, and the economic and social benefits have exceeded expectations. The rationality of the project planning and feasibility demonstration is explained. The main decision makers of Ruyang county government participate in the whole process of project positioning and overall planning and design, which ensures that the positioning of Dahuling agriculture is not only suitable for the reality of Ruyang County. In order to ensure the smooth implementation of the project planning and construction, the Ruyang county government has established five working principles, established a leading group for park construction and a working mechanism for efficient operation. And there are some innovative practices in the construction of the park.
