【摘要】：近年來，隨著社會經(jīng)濟的快速發(fā)展和人民生活水平的日益提高，旅游業(yè)作為新興產(chǎn)業(yè)迎來了快速發(fā)展的黃金時期。面對這一難得的歷史機遇，邯鄲市委市政府緊緊抓住建設旅游經(jīng)濟強市、培育發(fā)展旅游產(chǎn)業(yè)這個核心，著力謀劃新的發(fā)展戰(zhàn)略和措施，力爭把旅游業(yè)打造成為全市經(jīng)濟發(fā)展的新增長點。本文旨在通過文獻分析、理論研究和比較研究，深入分析典型旅游業(yè)發(fā)展模式和經(jīng)驗，在此基礎上分析邯鄲市旅游產(chǎn)業(yè)發(fā)展現(xiàn)狀和問題，構(gòu)建適合本地區(qū)旅游業(yè)發(fā)展的政府主導模式，并提出實施的具體思路。本文的研究能夠為邯鄲市旅游業(yè)的發(fā)展提供理論參考和重要的實踐指南，同時也為其他地區(qū)旅游業(yè)的發(fā)展提供了有益的借鑒。 本文首先全面闡述了研究的背景、理論和實踐意義，系統(tǒng)梳理了國內(nèi)外研究現(xiàn)狀，夯實了論文基礎；其次，從政府主導、市場主導以及政府干預三方面深入分析旅游產(chǎn)業(yè)的發(fā)展模式，并結(jié)合“焦作模式”分析各市發(fā)展旅游業(yè)的主要做法和經(jīng)驗；再次，全面闡述了邯鄲市旅游業(yè)發(fā)展的現(xiàn)狀，，系統(tǒng)梳理了當前邯鄲市旅游業(yè)發(fā)展中存在的問題，深入分析了問題產(chǎn)生的原因；然后，從內(nèi)、外部原因著手分析邯鄲市發(fā)展政府主導型旅游產(chǎn)業(yè)的必要性，提出了符合邯鄲市地區(qū)實際的政府主導型旅游產(chǎn)業(yè)發(fā)展模式，并對其效用進行了深入分析；最后，從政策創(chuàng)新、工作運轉(zhuǎn)機制、規(guī)劃和政策引導、打造“龍頭項目”以及管理體制方面提出了邯鄲市發(fā)展政府主導型旅游產(chǎn)業(yè)發(fā)展模式的具體實施路徑。
[Abstract]:In recent years, with the rapid development of social economy and the increasing improvement of people's living standards, tourism, as a new industry, has ushered in a golden period of rapid development. The Handan Municipal Committee and the municipal government have firmly grasped the core of building a strong city with a strong tourism economy, fostering and developing the tourism industry, and have made great efforts to plan new development strategies and measures. The purpose of this paper is to analyze the typical tourism development model and experience through literature analysis, theoretical research and comparative study. On this basis, this paper analyzes the present situation and problems of the tourism industry development in Handan City, and constructs a government-led model suitable for the development of the tourism industry in Handan City. The research in this paper can provide a theoretical reference and an important practical guide for the development of tourism in Handan, and also provide a useful reference for the development of tourism in other regions. In this paper, the background, theoretical and practical significance of the research are expounded, the current research situation at home and abroad is systematically combed, and the foundation of the thesis is strengthened. This paper deeply analyzes the development mode of tourism industry from three aspects of market leading and government intervention, and analyzes the main methods and experiences of developing tourism in various cities in combination with "Jiaozuo Mode". Thirdly, it comprehensively expounds the present situation of tourism development in Handan. This paper systematically combs the existing problems in the development of Handan's tourism industry, deeply analyzes the causes of the problems, and then, from the internal and external reasons, analyzes the necessity of developing the government-led tourism industry in Handan. The development mode of government-led tourism industry in Handan city is put forward, and its utility is deeply analyzed. Finally, from the aspects of policy innovation, working mechanism, planning and policy guidance, In the aspect of "leading project" and management system, this paper puts forward the concrete implementation path of the development mode of government-led tourism industry in Handan city.
