【摘要】：沈陽市作為老牌重工業(yè)城市，在擺脫了“重工業(yè)輕服務(wù)”的傳統(tǒng)價(jià)值取向的偏離之后，將旅游業(yè)作為拉動國民經(jīng)濟(jì)發(fā)展的重要馬車之一。但目前沈陽市在旅游公共服務(wù)中仍然存在著政府旅游供給不足、市場主體缺乏動力、社會主體發(fā)展尚不完善等問題，只有將這些問題進(jìn)行研究和解決，才能使沈陽市的旅游業(yè)更好的發(fā)展。 論文共分為五個部分。第一部分，緒論。這一部分主要闡述選題背景、選題依據(jù)、研究目的、研究意義、文獻(xiàn)綜述、創(chuàng)新點(diǎn)與研究方法。第二部分，概念界定與理論基礎(chǔ)。這部分對于旅游、公共服務(wù)、旅游公共服務(wù)的概念做了詳細(xì)的闡述與界定。理論方面，以多中心治理理論為基礎(chǔ)，論述了該理論的提出與內(nèi)涵，構(gòu)建本文的理論框架。第三部分，沈陽市旅游公共服務(wù)的現(xiàn)狀及存在問題。包括沈陽市旅游公共服務(wù)的歷史沿革、所取得的成就及當(dāng)前所面臨的問題。第四部分，沈陽市旅游公共服務(wù)中存在問題產(chǎn)生的原因。其中包括政府服務(wù)供給不足、市場主體缺乏動力、社會主體發(fā)展滯后三方面原因。第五部分，，完善沈陽市旅游公共服務(wù)的對策。該部分從分別政府主體、市場主體、社會主體三方面提出對于完善沈陽市旅游公共服務(wù)建設(shè)的對策。運(yùn)用多中心治理理論，研究沈陽市旅游公共服務(wù)中存在的問題及解決對策，對促進(jìn)沈陽市經(jīng)濟(jì)的發(fā)展、旅游公共服務(wù)的完善，提高沈陽市政府的執(zhí)政能力有著重要的理論和現(xiàn)實(shí)意義。 論文采用理論與現(xiàn)實(shí)相結(jié)合的方法，通過對沈陽市旅游公共服務(wù)發(fā)展歷程的回顧，剖析沈陽市旅游公共服務(wù)中存在的問題和原因，從而推動沈陽市旅游公共服務(wù)的發(fā)展及多中心治理理論的發(fā)展。
[Abstract]:Shenyang, as an old city of heavy industry, after getting rid of the deviation of the traditional value orientation of "heavy industry and light service", The tourism industry is regarded as one of the important carriages to promote the development of the national economy. However, there are still some problems in Shenyang's tourism public service, such as the insufficient supply of tourism by the government, the lack of motive power of the main body of the market, the imperfect development of the main body of the society, etc. Only by studying and solving these problems can the tourism industry of Shenyang be better developed. The thesis is divided into five parts. The first part is the introduction. This part mainly expounds the background, the basis, the purpose, the significance, the literature review, the innovation and the research method. In this part, the concepts of tourism, public service and tourism public service are elaborated and defined in detail. The third part, the present situation and existing problems of Shenyang tourism public service, including the historical evolution of Shenyang tourism public service, the achievements and the current problems. Part 4th, The causes of the problems in the tourism public service in Shenyang, including the insufficient supply of government services, the lack of motivation of the main body of the market, and the lag of the development of the social subject. Part 5th, This part puts forward the countermeasures to perfect Shenyang's tourism public service from three aspects: the government, the market and the society. The theory of multi-center governance is used to improve the construction of Shenyang tourism public service. It is of great theoretical and practical significance to study the problems existing in the tourism public service of Shenyang and to solve the problems. It is of great theoretical and practical significance to promote the economic development of Shenyang, perfect the tourism public service and improve the ruling ability of Shenyang municipal government. This paper adopts the method of combining theory with reality, through reviewing the development course of Shenyang tourism public service, analyzes the existing problems and reasons in Shenyang tourism public service. So as to promote the development of Shenyang tourism public service and the development of polycentric governance theory.
