【摘要】：森林生態(tài)旅游已成為林業(yè)持續(xù)經(jīng)營中新的經(jīng)濟增長點，林業(yè)是國民經(jīng)濟的重要組成部分,負有促進發(fā)展和環(huán)境保護的雙重任務(wù)。在目前“資源危機、經(jīng)濟危困、生態(tài)環(huán)境惡化”的形勢下,內(nèi)蒙古國有林區(qū)在發(fā)展林業(yè)產(chǎn)業(yè)進程中一方面迫切需要保護生態(tài)環(huán)境，另一方面則需積極將森林生態(tài)旅游業(yè)這種低消耗、快增長的產(chǎn)業(yè)發(fā)展成為支柱型產(chǎn)業(yè),從而達到“立足林業(yè)、服務(wù)林業(yè)、發(fā)展林業(yè)、繁榮經(jīng)濟、改善環(huán)境、促進社會經(jīng)濟環(huán)境協(xié)調(diào)發(fā)展”的目的。 本文是在全面概括該研究領(lǐng)域已有成果的基礎(chǔ)之上，在包括現(xiàn)代林業(yè)發(fā)展理論、森林生態(tài)旅游產(chǎn)業(yè)理論及綜合效益評價理論等相關(guān)理論指導下，結(jié)合內(nèi)蒙古國有林區(qū)林業(yè)發(fā)展和森林生態(tài)旅游產(chǎn)業(yè)發(fā)展的現(xiàn)狀，構(gòu)建能夠反映森林生態(tài)旅游業(yè)對林業(yè)發(fā)展影響的綜合效益評價指標體系。然后，，結(jié)合層次分析法確定各層次評價指標權(quán)重，同時確立內(nèi)蒙古國有林區(qū)森林生態(tài)旅游業(yè)綜合效益評價各項指標的目標值，通過計算比較2004年和2011年各項指標的效益值，最終得出森林生態(tài)旅游業(yè)綜合效益指數(shù)值。科學分析和評價了發(fā)展森林生態(tài)旅游產(chǎn)業(yè)后內(nèi)蒙古國有林區(qū)林業(yè)發(fā)展的變化狀況，并指出該林區(qū)在發(fā)展森林生態(tài)旅游產(chǎn)業(yè)時存在的問題，進而提出促進該林區(qū)健康發(fā)展森林生態(tài)旅游產(chǎn)業(yè)和持續(xù)發(fā)展現(xiàn)代林業(yè)的對策建議。
[Abstract]:Forest ecotourism has become a new economic growth point in the sustainable management of forestry. Forestry is an important part of the national economy and has the dual task of promoting development and environmental protection. Under the situation of deterioration of ecological environment, in the process of developing forestry industry in Inner Mongolia state-owned forest region, on the one hand, it is urgent to protect the ecological environment, on the other hand, it is necessary to actively reduce the low consumption of forest eco-tourism. The rapidly growing industry develops into a pillar industry, thus achieving the goal of "based on forestry, serving forestry, developing forestry, prospering economy, improving environment and promoting coordinated development of social economic environment". This paper is based on a comprehensive summary of the existing achievements in the field of research, under the guidance of relevant theories, such as modern forestry development theory, forest ecotourism industry theory and comprehensive benefit evaluation theory, etc. According to the present situation of forestry development and forest ecotourism industry development in state-owned forest region of Inner Mongolia, a comprehensive benefit evaluation index system which can reflect the influence of forest eco-tourism on forestry development is constructed. Combined with Analytic hierarchy process (AHP), the weights of evaluation indexes were determined, and the target values of comprehensive benefit evaluation of forest ecotourism in state-owned forest region of Inner Mongolia were established, and the benefit values of each index in 2004 and 2011 were calculated and compared. Finally, the comprehensive benefit index value of forest ecotourism is obtained. The changes of forestry development in state-owned forest region of Inner Mongolia after the development of forest ecotourism industry are analyzed and evaluated scientifically. The problems existing in the development of forest ecotourism industry are pointed out, and the countermeasures and suggestions to promote the healthy development of forest ecotourism industry and sustainable development of modern forestry in the forest area are put forward.
