【摘要】：大連俄羅斯風情街的發(fā)展是大連“北方不夜港”旅游項目中極具異域風情的一部分，在開發(fā)建設大連俄羅斯風情街項目中，要充分利用現(xiàn)有街區(qū)的俄羅斯文化底蘊，走市場化運作之路，打造體驗俄羅斯風情文化的異域美食休閑商業(yè)街區(qū)；重點發(fā)展以旅游娛樂、夜間休閑、特色餐飲、美酒美食為主的“夜經(jīng)濟”，逐步形成以團結街為核心的街區(qū)商圈及“夜大連”品牌；適度發(fā)展俄式文化產業(yè)，營造俄式風情、俄式特色強烈的休閑游憩空間，并逐漸形成大連的旅游品牌，最終將俄羅斯風情街打造成東北地區(qū)頂級的俄式異域風情、夜經(jīng)濟、商業(yè)美食、美酒文化融于一體的都市商業(yè)街，并從“國際化、文化化、休閑化”三個角度，“街區(qū)打造與規(guī)劃編制、核心吸引力創(chuàng)建、城市文化名片打造、商業(yè)業(yè)態(tài)休閑化調整”四個方面進行“俄羅斯風情街的打造”。 俄羅斯風情街項目的發(fā)展要以俄式建筑群為載體，有機融合俄羅斯特色餐飲與休閑文化精髓，打造全方位、多層次的集“食、住、行，游、購、娛”為一體的都市異域風情街、商業(yè)街和文化街。全力打造“俄式風情夜”的街區(qū)特色品牌，重點發(fā)展以夜色觀光、夜色娛樂、夜色休閑和夜色餐飲為主的“夜經(jīng)濟”，逐步形成以俄羅斯風情街為中心，輻射大連乃至東北地區(qū)的“夜大連”品牌，最終使俄羅斯風情街成為中國第一、世界聞名的異域特色商業(yè)街。 與此同時，在“北方不夜港”項目之中要突出俄羅斯風情與文化，打造集觀光游覽、夜間休閑、夜間體驗于一體的都市夜間風情街、商業(yè)街、文化街。帶動周邊地區(qū)“夜經(jīng)濟”發(fā)展，，形成以俄羅斯風情街為中心的輻射極核，提高大連市的“夜經(jīng)濟”品質，塑造濃郁的俄羅斯異域風情。以打造國內最純正的俄羅斯風情街為目標，通過對街道面貌的修繕、基礎設施的完善、功能分區(qū)的整合等，將俄羅斯風情演繹到整個街區(qū)的建設中，努力將其變成中國唯一一條全俄羅斯特色的集夜間休閑、夜間娛樂、夜間觀光、夜間購物、夜間飲食、住宿為一體的都市夜間異域商業(yè)步行街。
