【摘要】：隨著我國工業(yè)化和城市化的迅速發(fā)展,當(dāng)前許多以水庫、湖泊為代表的水體資源出現(xiàn)了防洪排澇整體能力不強、水資源緊缺、水環(huán)境狀況堪憂、周邊生態(tài)環(huán)境遭到破壞等不協(xié)調(diào)現(xiàn)象,水體資源的管理與開發(fā)成為相關(guān)政府部門高度重視的問題之一。旅游業(yè)是資源消耗少、環(huán)境依存度高的產(chǎn)業(yè),實施“旅游興庫”是保護生態(tài)環(huán)境、實現(xiàn)可持續(xù)發(fā)展的迫切要求,是調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、實現(xiàn)產(chǎn)業(yè)轉(zhuǎn)型的最佳契機,也是促進農(nóng)村經(jīng)濟增長、統(tǒng)籌城鄉(xiāng)建設(shè)的有效途徑。 本可行性研究報告對湘鄉(xiāng)市白田鎮(zhèn)長江水庫區(qū)域的基本旅游資源進行了收集整理,對國內(nèi)外水庫旅游和生態(tài)旅游發(fā)展的相關(guān)文獻進行了綜述,對國內(nèi)水庫旅游發(fā)展的典型案例進行了借鑒分析,認(rèn)為長江水庫的生態(tài)旅游發(fā)展是非常必要且勢在必行的。在此基礎(chǔ)上,把長江水庫旅游區(qū)定位為一個綠色環(huán)保、休閑度假、農(nóng)業(yè)觀光、生態(tài)養(yǎng)生、鄉(xiāng)村體驗、文化交流、健康科技為一體的獨具特色的綜合性生態(tài)休閑度假景區(qū)。最后,把長江水庫旅游區(qū)分為旅游接待服務(wù)區(qū)、生態(tài)農(nóng)業(yè)體驗、戶外運動拓展、生態(tài)半島養(yǎng)生、鄉(xiāng)村風(fēng)情體驗和親水游憩休閑六大功能區(qū),前期旅游開發(fā)應(yīng)該推動生態(tài)地球村和樂活城的核心項目建設(shè),長江水庫生態(tài)旅游區(qū)的發(fā)展將為當(dāng)?shù)貛砭薮蟮木C合效益。結(jié)論認(rèn)為長江水庫旅游資源和景觀組合特色顯著,區(qū)位交通條件優(yōu)越,旅游聯(lián)動發(fā)展優(yōu)勢明顯、生態(tài)環(huán)境得天獨厚；有利于發(fā)展休閑度假旅游、鄉(xiāng)村旅游和水體旅游；項目區(qū)的社會、經(jīng)濟條件好,各級領(lǐng)導(dǎo)重視,項目區(qū)群眾參與性強、積極性高；長江水庫生態(tài)休閑旅游區(qū)的發(fā)展對于旅游扶貧、保護生態(tài)環(huán)境、促進城鄉(xiāng)一體化發(fā)展,滿足人們?nèi)找嬖鲩L的旅游需要,具有十分重要的意義。建議把長江水庫命名為古龍湖,將其旅游發(fā)展列入長株潭地區(qū)旅游發(fā)展總體規(guī)劃,作為長株潭休閑旅游發(fā)展的重點,并制定長江水庫旅游區(qū)總體規(guī)劃和修建性詳細(xì)規(guī)劃；各級政府及相關(guān)部門應(yīng)給予大力支持,作為招商引資重點項目給予各項優(yōu)惠政策,多方面開辟籌資渠道,廣泛吸納社會資金,使項目早日投產(chǎn)出效益；該項目的開發(fā)必須貫徹科學(xué)發(fā)展觀和可持續(xù)發(fā)展的理念,注重人與環(huán)境和諧發(fā)展,加強對水環(huán)境的治理；嚴(yán)格遵守“三同時”的環(huán)保要求,確保旅游區(qū)的生態(tài)平衡和永續(xù)利用。
[Abstract]:With the rapid development of industrialization and urbanization in China, many water resources, such as reservoirs and lakes, have not strong ability of flood control and drainage, water resources are in short supply, and the water environment is worrying. The surrounding ecological environment has been destroyed and so on. The management and development of water resources has become one of the most important issues in the relevant government departments. Tourism is an industry with less consumption of resources and high degree of environmental dependence. It is an urgent requirement to protect the ecological environment and realize the sustainable development to carry out the "tourism prospering the reservoir". It is the best opportunity to adjust the industrial structure and realize the industrial transformation, and it is also the best opportunity to promote the rural economic growth. An effective way to coordinate urban and rural construction. This feasibility study report collected and sorted the basic tourism resources in the Yangtze Reservoir area of Baitian Town, Xiangxiang City, and summarized the related literature on the development of reservoir tourism and ecotourism at home and abroad. Based on the analysis of typical cases of reservoir tourism development in China, it is considered that the ecotourism development of the Yangtze Reservoir is very necessary and imperative. The Yangtze Reservoir tourism area is defined as a green environmental protection, leisure vacation, agricultural tourism, ecological health, rural experience, cultural exchanges. Health science and technology as one of the unique features of the comprehensive ecological leisure resort. Finally, the Yangtze Reservoir tourism area is divided into tourism reception service area, ecological agriculture experience, outdoor sports expansion, ecological peninsula health. Rural amorous feelings experience and hydrophilic recreation and leisure six functional areas, early tourism development should promote the construction of ecological global village and the core project of Le Huo City. The development of the ecotourism area of the Yangtze Reservoir will bring huge comprehensive benefits to the local area. Conclusion: the tourism resources and landscape combination of the Yangtze Reservoir is remarkable, the location traffic condition is superior, and the tourism linkage development advantage is obvious. The ecological environment is unique; It is beneficial to the development of leisure vacation tourism, rural tourism and water tourism; The social and economic conditions of the project area are good, the leaders at all levels attach importance to it, and the masses in the project area have strong participation and high enthusiasm; The development of the ecological leisure tourism area of the Yangtze Reservoir can help the poor of tourism, protect the ecological environment, promote the integration of urban and rural areas, and meet the increasing needs of tourism. It is of great significance. It is suggested that the Yangtze Reservoir be named Gulong Lake and its tourism development be included in the overall plan of tourism development in Changsha-Zhuzhou-Xiangtan area as the focus of leisure tourism development in Chang-Zhuzhou-Xiangtan. And formulate the overall plan and detailed construction plan for the tourist area of the Yangtze Reservoir; Governments at all levels and relevant departments should give strong support, as key projects to attract investment to give preferential policies, in many ways to open up channels of financing, widely absorb social funds, so that the project will be put into production at an early date to benefit; The development of the project must carry out the concept of scientific development and sustainable development, pay attention to the harmonious development of man and environment, and strengthen the management of water environment. Strictly abide by the "three simultaneous" environmental protection requirements to ensure the ecological balance and sustainable use of tourist areas.
