【摘要】：在建設(shè)“新絲綢之路經(jīng)濟(jì)帶”的背景下,新疆正努力成為絲綢之路經(jīng)濟(jì)帶的旅游集散中心�？{斯自然保護(hù)區(qū)作為阿勒泰地區(qū)的唯一的AAAAA級景區(qū),是阿勒泰地區(qū)的最富盛名的旅游資源,保護(hù)區(qū)不僅可以明顯改善周邊的生態(tài)環(huán)境,而且在很大程度上也帶動了當(dāng)?shù)氐纳鐣?jīng)濟(jì)發(fā)展�；谏鷳B(tài)經(jīng)濟(jì)理論從維護(hù)生物多樣性、水土保持、凈化大氣、森林游憩、科研價(jià)值、有機(jī)物生產(chǎn)、固碳釋養(yǎng)、營養(yǎng)物質(zhì)循環(huán)和涵養(yǎng)水源等服務(wù)功能構(gòu)建了森林生態(tài)系統(tǒng)服務(wù)價(jià)值評估指標(biāo)體系,對喀納斯旅游區(qū)森林生態(tài)系統(tǒng)服務(wù)價(jià)值進(jìn)行了動態(tài)評估,分析了喀納斯旅游區(qū)森林生態(tài)系統(tǒng)服務(wù)價(jià)值動態(tài)變化趨勢的原因,得出以下結(jié)論:(1)喀納斯旅游區(qū)森林生態(tài)系統(tǒng)服務(wù)具有巨大的經(jīng)濟(jì)價(jià)值,生態(tài)經(jīng)濟(jì)效益明顯。以2013年為例,喀納斯旅游區(qū)森林生態(tài)系統(tǒng)服務(wù)總價(jià)值為6.22×109元,而旅游區(qū)當(dāng)年的旅游收入為11.2×108元,旅游區(qū)所在地布爾津縣當(dāng)年的GDP為16.67×108元,森林生態(tài)系統(tǒng)服務(wù)價(jià)值是旅游收入的5.55倍,是布爾津縣GDP的3.73倍。(2)喀納斯旅游區(qū)森林生態(tài)系統(tǒng)服務(wù)價(jià)值構(gòu)成中排名在前三位的始終是維護(hù)生物多樣性,水土保持和凈化大氣服務(wù)價(jià)值;維護(hù)生物多樣性價(jià)值、森林游憩服務(wù)價(jià)值和科研價(jià)值占比不斷提高。(3)喀納斯旅游區(qū)森林的面積和森林生態(tài)系統(tǒng)服務(wù)的價(jià)值整體上都在不斷下降,但很明顯森林面積變化率高于森林生態(tài)系統(tǒng)服務(wù)價(jià)值變化率,此外喀納斯旅游區(qū)森林生態(tài)系統(tǒng)的單位面積服務(wù)價(jià)值卻在不斷增加,這些都可以說明喀納斯旅游區(qū)森林生態(tài)系統(tǒng)提供的服務(wù)質(zhì)量在不斷提高。為了保證喀納斯旅游區(qū)對當(dāng)?shù)氐某掷m(xù)的經(jīng)濟(jì)帶動作用和旅游區(qū)內(nèi)森林生態(tài)系統(tǒng)可以為當(dāng)?shù)鼐用裉峁┓�(wěn)定的生態(tài)系統(tǒng)服務(wù),有針對性的對喀納斯旅游區(qū)的可持續(xù)發(fā)展提出如下對策建議:(1)提高旅游區(qū)的科學(xué)管理水平,充分發(fā)揮林業(yè)監(jiān)管機(jī)構(gòu)的作用。(2)提倡生態(tài)旅游活動。(3)加大生態(tài)補(bǔ)償力度。(4)建立生態(tài)定位觀測站。
[Abstract]:In the construction of "new Silk Road Economic Belt" background, Xinjiang is trying to become the Silk Road Economic Belt tourism center. The Kanas nature reserve as the only AAAAA level scenic spots in Aletai area, Aletai area is the most famous tourist resources reserve, not only can improve the surrounding ecological environment, but also promote the local social and economic development to a great extent. The ecological economic theory from the maintenance of biological diversity, soil conservation, air purification, forest recreation, scientific research based on the value of organic matter production, carbon fixation, nutrient cycling and water conservation service functions such as construction of forest ecosystem service value evaluation index system of forest ecosystem service value of Kanas tourist area of dynamic assessment, analyzes the reasons of dynamic forest ecosystem of Kanas tourism service value change trend And draw the following conclusions: (1) the forest ecosystem of Kanas tourism service has great economic value, ecological and economic benefit is obvious. In 2013 as an example, the tourist area of Kanas forest ecosystem service total value is 6.22 * 109 yuan, and the tourism income of tourist area is 11.2 * 108 yuan, the tourism area. Buerjin County GDP is 16.67 * 108 yuan, the forest ecosystem service value is 5.55 times of the tourism income, is 3.73 times the Buerjin County GDP. (2) in the top three is always maintaining the biodiversity of forest ecosystem service value of Kanas tourism area, soil and water conservation and air purification services value; to maintain the value of biodiversity, forest recreation services and scientific value accounted for continuous improvement. (3) and the area of forest ecosystem service value of forest tourism areas in Kanas are on the decline, but obviously Sen The forest area change rate of service value change rate is higher than that of the forest ecosystem, the forest ecosystem service value per unit area of the tourist area of Kanas is increasing, which can provide the forest ecosystem of Kanas tourist service quality continues to improve. In order to ensure the Kanas tourism area on the local sustainable economic effect and tourism in the area of forest ecosystem can provide stable ecosystem services for local residents, targeted to the Kanas tourism sustainable development put forward the following suggestions: (1) improve the scientific management level of tourism area, give full play to the role of forestry regulators. (2) advocate ecological tourism activities (3) increased. The intensity of ecological compensation. (4) the establishment of ecological observation station.
