【摘要】：隨著全球經(jīng)濟一體化的迅猛發(fā)展，旅游成為全球最大的產(chǎn)業(yè)和發(fā)展最快的新興產(chǎn)業(yè)之一，旅游業(yè)也成為我國國民經(jīng)濟的重要支柱之一，旅游項目的大量上馬，相互競爭局勢愈演愈烈，過度熱衷于高收益、高回報類別項目的投資建設(shè)，企業(yè)往往忽略了項目投資風(fēng)險方面的評估預(yù)測，近幾年來已顯現(xiàn)出投資規(guī)模過大、資源開發(fā)利用水平偏低等問題。探索建立旅游項目風(fēng)險評估指標(biāo)體系，選取合理的評估方法，開展風(fēng)險評估研究對企業(yè)更好的制定投資決策，降低投資盲目性，有效提升企業(yè)的經(jīng)濟效益水平具有積極的作用。我國現(xiàn)有旅游項目風(fēng)險評估成果多為針對單一方面或某些方面開展分析，更多停留在理論研究，或單一項目特定性分析，未進行全過程的風(fēng)險研究，評估指標(biāo)體系和研究方法缺乏普遍適用性。因此，要廣泛開展旅游項目風(fēng)險評估，就需要全面完善旅游項目風(fēng)險評估體系，在秉承項目風(fēng)險評估基礎(chǔ)理論的前提下，針對性的研究旅游項目關(guān)鍵問題、運行環(huán)境、風(fēng)險評估，進而從項目開發(fā)之初就采取相關(guān)對策降低或規(guī)避風(fēng)險。 論文第一章從帆船港游艇碼頭建設(shè)的研究背景和意義入手，闡述旅游項目評估國內(nèi)外研究現(xiàn)狀，介紹本文所采用的研究方法與基本框架，然后以此框架為本文敘述的主線索，進行深入的研究、分析與探索。第二章進行項目評估基本理論研究。介紹了項目風(fēng)險評估的內(nèi)涵、意義和概念，同時介紹了項目風(fēng)險評研究的基本內(nèi)容與工作程序。第三章分析了旅游項目評估研究中的關(guān)鍵問題。介紹了旅游項目的市場定位，具體包括旅游項目市場定位的程序與內(nèi)容、基本原則，以及評估方法。第四章以三亞鹿回頭灣帆船港游艇基地工程項目為例，，投資評估分析。詳細介紹了三亞鹿回頭灣帆船游艇基地工程項目的概況、投資環(huán)境及市場。運用SWOT分析項目的優(yōu)勢、劣勢、機會和威脅，并根據(jù)以上分析對該項目的策劃進行定位，分析其盈利能力、財務(wù)和經(jīng)濟評價，以及項目安全和環(huán)境評價。第五章研究建立了風(fēng)險評估指標(biāo)體系，應(yīng)用層次分析法與模糊綜合評價法對該工程項目進行了綜合的風(fēng)險評估。第六章根據(jù)相關(guān)理論方法，以及指標(biāo)與風(fēng)險評估結(jié)果，分析了項目的潛在風(fēng)險，并提出相應(yīng)的風(fēng)險防范對策建議。 論文通過基礎(chǔ)理論研究，構(gòu)建了旅游項目風(fēng)險評估指標(biāo)體系，應(yīng)用模糊綜合評價法對三亞鹿回頭灣帆船游艇基地工程進行風(fēng)險評估，最終確定項目風(fēng)險水平一般。結(jié)論指出目前國內(nèi)游艇及帆船運動尚處于初級階段，真正意義上高端的、能夠形成規(guī)模效應(yīng)、能夠進行成熟運作的游艇會尚未出現(xiàn)。建議項目將建立高端游艇會作為發(fā)展方向，并對其建設(shè)運行整體過程提出應(yīng)對措施規(guī)避風(fēng)險。
[Abstract]:With the rapid development of global economic integration, tourism has become one of the emerging industries and development of the world's largest and fastest, tourism has become an important pillar of our national economy, launched a large number of tourism projects, the situation of mutual competition intensified, too keen on high yield, highreturn of construction project investment, enterprises tend to ignore the evaluation of project investment risk prediction in recent years have been showing excessive investment scale, low level of development and utilization of resources and other issues. To explore the establishment of tourism project risk assessment index system, assessment method of reasonable selection, carry out risk assessment research on enterprises to make better investment decisions, reduce the blindness of investment, improve the economic level of the enterprise has a positive effect. The risk assessment results of existing tourism projects in China is for a single aspect or some aspects of conduct Of more stay in theoretical research, analysis or a single specific risk has not been studied in the whole process, the evaluation index system and the method of the lack of general applicability. Therefore, to carry out a wide range of risk assessment of tourism projects, requires a comprehensive tourism project risk assessment system, in the premise of adhering to the basic theory of project risk assessment next, aiming at the key problems of the tourism project of the operating environment, risk assessment, and from the beginning of the project will take appropriate measures to reduce or avoid risks.
The first chapter of this thesis starts from the yacht harbor Marina construction background and significance of the research, it explained the research status at home and abroad tourism projects, introduces the research methods used in this paper and the basic framework, then the framework for this paper describes the main clue, in-depth research, analysis and exploration. The second chapter research on the basic theory of project evaluation. This paper introduces the connotation of project risk assessment, meaning and concept, and introduces the basic contents and procedures of risk assessment project. The third chapter analyzes the key problems of the evaluation of tourism projects. The tourism market positioning, including the basic principles of tourism market positioning project program and content, and assessment methods. The fourth chapter takes Sanya Luhuitou Bay sailing harbor yacht base project as an example, the evaluation of investment analysis. Introduced Sanya Luhuitou Bay sailing yacht base Overview of the project, the investment environment and market. By using the SWOT analysis project advantages, disadvantages, opportunities and threats, and according to the above analysis of the project planning positioning, analysis of its profitability, financial and economic evaluation, and project safety and environmental assessment. The fifth chapter studies to establish a risk evaluation index system, analytic hierarchy process the analysis method and fuzzy comprehensive evaluation method of the comprehensive evaluation on the project. The sixth chapter according to the related theories and methods, index and risk assessment results, analyze the potential risk of the project, and put forward the corresponding risk prevention measures.
This paper through the study of basic theory, constructs tourism project risk assessment index system for risk assessment of Sanya Luhuitou Bay Yacht base project using fuzzy comprehensive evaluation method, and ultimately determine the general level of project risk. The conclusion pointed out that the current domestic yachts and sailing is still in the initial stage, the true sense of the high-end, to form the scale effect, to mature operation of the yacht club has yet to emerge. The proposed project will build high-end yacht club as the direction of development, and put forward the corresponding measures to avoid the risk of the construction and operation of the whole process.
