【摘要】:自越南1986年實行革新開放政策以來,旅游業(yè)得到了迅速發(fā)展,已經(jīng)成為越南第三產(chǎn)業(yè)中最具活力與潛力的新興產(chǎn)業(yè),成為拉動越南經(jīng)濟發(fā)展的支柱產(chǎn)業(yè)。旅游發(fā)展戰(zhàn)略關(guān)系到旅游整體性和長遠性發(fā)展,制定符合實情、適合競爭需要的旅游發(fā)展戰(zhàn)略和相應(yīng)的對策,形成有創(chuàng)新性的產(chǎn)品和服務(wù)體系,是一個極為重要的問題。北寧省作為越南首都河內(nèi)的北邊鄰省,又屬于越南北方重點經(jīng)濟三角區(qū),交通比較方便。北寧省旅游資源主要集中在人文旅游資源及生態(tài)旅游資源兩方面。但目前北寧省的旅游還未得到充分發(fā)展。本文在對越南北寧省旅游發(fā)展戰(zhàn)略環(huán)境進行SWOT分析的基礎(chǔ)上,提出了越南北寧省旅游發(fā)展戰(zhàn)略目標(biāo)及措施。對越南北寧省旅游發(fā)展戰(zhàn)略環(huán)境的SWOT分析指出,其面臨的機遇主要有:越南國家旅游發(fā)展戰(zhàn)略帶來的機遇;國內(nèi)經(jīng)濟快速發(fā)展機遇;國際旅游發(fā)展機遇以及北寧省旅游發(fā)展政策優(yōu)勢。威脅因素主要有:旅游業(yè)激烈的競爭;不可預(yù)知因素的增多;旅游轉(zhuǎn)型帶來的挑戰(zhàn)和基礎(chǔ)設(shè)施建設(shè)不足,環(huán)境破壞嚴(yán)重等。優(yōu)勢因素主要有:資源優(yōu)勢;區(qū)位優(yōu)勢。劣勢因素是:旅游產(chǎn)品競爭力低;管理政策的滯后等。通過借鑒云南省旅游發(fā)展戰(zhàn)略,本文提出了北寧省旅游發(fā)展戰(zhàn)略,包含:政府主導(dǎo)型戰(zhàn)略、區(qū)域旅游發(fā)展聯(lián)合戰(zhàn)略、可持續(xù)發(fā)展戰(zhàn)略、旅游人才發(fā)展戰(zhàn)略;確定了北寧省的旅游形象,圍繞文化旅游和生態(tài)旅游兩個方面展開其品牌戰(zhàn)略;通過市場營銷戰(zhàn)略擴大其品牌的影響力。最后通過建立健全的旅游法規(guī)與規(guī)劃、完善扶持政策、加大扶持力度、大力開發(fā)旅游人力資源建設(shè)從而建立起保障體系。
[Abstract]:Since Vietnam implemented the policy of reform and opening up in 1986, tourism has been developing rapidly. It has become the most vigorous and potential emerging industry in Vietnam's third industry, and has become a pillar industry to stimulate Vietnam's economic development. Tourism development strategy is related to the overall and long-term development of tourism. It is a very important issue to formulate tourism development strategies and corresponding strategies that meet the needs of competition and meet the needs of competition. As the Vietnamese capital of the north of Hanoi province and belongs to the Bac Ninh province, Vietnam north key economic triangle area, more convenient transportation. Bac Ninh province tourism resources mainly focus on two aspects of human tourism resources and ecological tourism resources. But at present, Bac Ninh province, tourism has not yet fully developed. Based on the SWOT analysis of the development strategy of the tourism environment of Bac Ninh province, Vietnam, the Vietnam Bac Ninh province tourism development strategy objectives and measures. SWOT of Vietnam tourism development strategy environment, Beining analysis pointed out that the main opportunities: National Tourism Bring strategic development opportunities in Vietnam; opportunities for the rapid development of the domestic economy; international tourism development opportunities as well as Bac Ninh province tourism development policy advantage. The main threats are: fierce competition in tourism industry, unpredictable factors, challenges brought by tourism transformation, inadequate infrastructure construction and serious environmental damage. The dominant factors include resource advantage and location advantage. The inferiority factors are: the competitiveness of tourism products is low, and the management policy is lagging behind. By drawing on the development strategy of tourism in Yunnan Province, this paper puts forward the tourism development strategy, including: Beining government leading strategy, combined with the regional tourism development strategy, sustainable development strategy, tourism talent development strategy; the Bac Ninh province tourism image, expand its brand strategy around the two aspects of cultural tourism and ecological tourism; through the market the marketing strategy to expand its brand influence. Finally, a guarantee system is established through establishing and improving tourism regulations and planning, improving supporting policies, increasing support and vigorously developing tourism human resources.
