【摘要】：一直以來(lái),水利在我國(guó)經(jīng)濟(jì)建設(shè)中扮演著十分重要的角色,是國(guó)家治國(guó)安邦的戰(zhàn)略重點(diǎn)。洞庭湖是長(zhǎng)江中下游重要的防洪蓄洪湖泊,位于洞庭湖的W河地區(qū)防災(zāi)減災(zāi)的任務(wù)十分繁重,為改善其周邊生態(tài)環(huán)境特啟動(dòng)了專項(xiàng)規(guī)劃工作。水利建設(shè)是其重中之重,而融資問(wèn)題又是水利建設(shè)的關(guān)鍵所在。W河綜合治理項(xiàng)目融資在融資體制方面還存在一定的問(wèn)題亟待解決。面對(duì)后金融危機(jī)時(shí)期全球經(jīng)濟(jì)增長(zhǎng)乏力、國(guó)內(nèi)經(jīng)濟(jì)發(fā)展增長(zhǎng)趨緩的水利項(xiàng)目建設(shè)新形勢(shì),積極探索和創(chuàng)新水利項(xiàng)目融資模式,是當(dāng)前水利發(fā)展面臨的一項(xiàng)艱巨任務(wù)。 本文從水利建設(shè)項(xiàng)目融資現(xiàn)狀入手,首先介紹了水利項(xiàng)目的特點(diǎn)及經(jīng)濟(jì)評(píng)價(jià)相關(guān)理論知識(shí),通過(guò)綜合國(guó)內(nèi)外一些水利建設(shè)融資案例,歸納總結(jié)了目前W河綜合治理項(xiàng)目的融資現(xiàn)狀和存在的項(xiàng)目繁多、投資規(guī)模大、建設(shè)期長(zhǎng)、投資不可逆等問(wèn)題。在W河綜合治理項(xiàng)目經(jīng)有關(guān)部門核定批復(fù)的初步設(shè)計(jì)報(bào)告的概預(yù)算基礎(chǔ)上,擬定了項(xiàng)目融資方案并對(duì)方案的財(cái)務(wù)可行性、經(jīng)濟(jì)評(píng)價(jià)以及風(fēng)險(xiǎn)因素進(jìn)行了較為細(xì)致地分析,論證了融資方案的可行性,為W河綜合治理項(xiàng)目融資方案提供了科學(xué)的依據(jù),有針對(duì)性的從長(zhǎng)遠(yuǎn)和發(fā)展角度為W河綜合治理的融資提供科學(xué)可持續(xù)發(fā)展的對(duì)策與建議。最后,對(duì)水利項(xiàng)目融資的未來(lái)發(fā)展提出了展望,以期推動(dòng)洞庭湖區(qū)水利項(xiàng)目建設(shè)融資新的體制機(jī)制建立,促進(jìn)水利建設(shè)融資方式逐步實(shí)現(xiàn)和進(jìn)入良好運(yùn)行狀態(tài),構(gòu)建生態(tài)文明的生態(tài)經(jīng)濟(jì)區(qū)。
[Abstract]:Water conservancy has been playing a very important role in the economic construction of our country, and it is the strategic focus of the state to govern the country. Dongting Lake is an important flood control and flood storage lake in the middle and lower reaches of the Yangtze River. The task of disaster prevention and mitigation in W River area located in Dongting Lake is very onerous. Special planning work has been initiated to improve its surrounding ecological environment. Water conservancy construction is the most important and financing problem is the key to water conservancy construction. There are still some problems to be solved in the financing system of W river comprehensive management project. In the face of the weak global economic growth in the post-financial crisis period, the new situation of water conservancy project construction with the domestic economic growth slowing down, actively exploring and innovating the financing mode of water conservancy projects is an arduous task facing the current water conservancy development. Starting with the present situation of water conservancy construction project financing, this paper first introduces the characteristics of water conservancy project and the relevant theoretical knowledge of economic evaluation, and through the synthesis of some domestic and foreign financing cases of water conservancy construction, This paper summarizes the current financing situation and existing problems of W River comprehensive management projects, such as large scale of investment, long construction period, irreversible investment and so on. On the basis of the budget estimate of the preliminary design report approved and approved by the departments concerned, the project financing scheme is drawn up and the financial feasibility, economic evaluation and risk factors of the project are analyzed in detail. This paper demonstrates the feasibility of the financing scheme, provides a scientific basis for the financing scheme of the W River comprehensive management project, and provides scientific and sustainable development countermeasures and suggestions for the W River comprehensive management financing from the perspective of long-term and development. Finally, the future development of water conservancy project financing is prospected in order to promote the establishment of a new system and mechanism of water conservancy project construction financing in Dongting Lake area, and to promote the gradual realization and entry into a good operation state of water conservancy project financing mode. Construct ecological economic zone of ecological civilization.
