【摘要】：20世紀(jì)70年代以來,國(guó)家確立的農(nóng)村中的家庭承包經(jīng)營(yíng)制度,這一制度的問世,提高了我國(guó)農(nóng)民的生產(chǎn)積極性,農(nóng)產(chǎn)品的質(zhì)量大幅度提升。在為滿足市場(chǎng)的多樣化需求、降低成本、增加農(nóng)民的經(jīng)濟(jì)收入的前提下,農(nóng)民對(duì)于組織化的需求日益迫切,農(nóng)民合作社作為一個(gè)既能夠滿足農(nóng)民的需求又可以在市場(chǎng)上有競(jìng)爭(zhēng)力的新型的農(nóng)民組織形式得到了快速的發(fā)展。 農(nóng)民專業(yè)合作社是新型的市場(chǎng)主體,也是特殊企業(yè)形式。它的組成形式是以農(nóng)戶自愿加入、退社自由為基礎(chǔ),從自我生產(chǎn)、自我經(jīng)營(yíng)、自負(fù)盈虧的管理模式在市場(chǎng)上獨(dú)立的存在。農(nóng)民專業(yè)合作社沖破了以前的市場(chǎng)經(jīng)濟(jì)的固有模式,當(dāng)今的市場(chǎng)經(jīng)濟(jì)的背景下一方面為農(nóng)民的利益作保障,一方面也推動(dòng)著當(dāng)?shù)剞r(nóng)村的經(jīng)濟(jì)發(fā)展,同時(shí)也標(biāo)志著當(dāng)?shù)剞r(nóng)村經(jīng)濟(jì)的發(fā)展進(jìn)程。這也是農(nóng)民專業(yè)合作社在這幾年快速發(fā)展的原因。但是,在農(nóng)民專業(yè)合作社快速發(fā)展的同時(shí)普遍存在著融資困難、資金短缺的問題。雞西市農(nóng)民專業(yè)合作社同樣也存在著這個(gè)問題,原始資金的缺乏,加上融資渠道的單一,限制了農(nóng)民專業(yè)合作社繼續(xù)擴(kuò)大再生產(chǎn)的發(fā)展腳步。在近幾年下達(dá)的中央一號(hào)文件中都有對(duì)農(nóng)民專業(yè)合作社的發(fā)展要求,并且農(nóng)民專業(yè)合作社已成為農(nóng)村經(jīng)濟(jì)發(fā)展中的重要組成部分,在這個(gè)大背景之下,解決農(nóng)民專業(yè)合作社的融資困難是刻不容緩的,是建設(shè)和諧農(nóng)村、加快發(fā)展農(nóng)村經(jīng)濟(jì)、關(guān)注民生的重要問題。 本文運(yùn)用采用調(diào)查研究和文獻(xiàn)研究相結(jié)合的研究方法、微觀分析與宏觀分析相結(jié)合的研究方法,按照提出問題、分析問題、解決問題的思路,文章首先確定了農(nóng)民專業(yè)合作社及其融資的基本理論,界定了農(nóng)民專業(yè)合作社的定義、性質(zhì)以及融資的涵義和特點(diǎn),通過實(shí)地調(diào)研和整理資料統(tǒng)計(jì)分析了雞西市農(nóng)民專業(yè)合作社融資現(xiàn)狀,從中得出資金短缺是融資最為突出的困難,進(jìn)而研究了融資困境的原因分析：在解決問題中,因地制宜制定一套符合于雞西市農(nóng)民專業(yè)合作社融資困難的實(shí)際情況,由地方政府、金融機(jī)構(gòu)、還有農(nóng)民專業(yè)合作社的內(nèi)部組織化管理應(yīng)當(dāng)要如何確立對(duì)策,優(yōu)化對(duì)策,最后要積極實(shí)施對(duì)策。本文研究這一問題的目的就是要把雞西市農(nóng)民專業(yè)合作社融資問題解決,促進(jìn)農(nóng)村的經(jīng)濟(jì)發(fā)展。
