【摘要】：從1987年我國第一家財務公司設(shè)立至今,從無到有經(jīng)過近三十年的發(fā)展,取得了令人矚目的成就。截止2013年末全國財務公司共有175家,表內(nèi)外資產(chǎn)規(guī)模4.15萬億元,所有者權(quán)益3500億元,平均資本充足率28%。財務公司行業(yè)已經(jīng)逐步成長為中國金融市場上不可忽視的力量。但是由于企業(yè)集團財務公司服務對象為集團內(nèi)部成員單位,資金來源也局限于成員單位的存款,以及特殊的監(jiān)管要求,在資金管理方面仍然存在著一些問題。 海南農(nóng)墾集團財務有限公司作為海南農(nóng)墾集團金融板塊的龍頭企業(yè),自成立以來,雖然在創(chuàng)收增效上為集團公司做出了卓越貢獻,但在資金管理的方法和效果上并不理想。在全球經(jīng)濟放緩的情況下,海南金融市場更顯得捉襟見肘。因此,對于新成立的海墾財務公司來說,加強資金管理就顯得更加必要。 海墾財務公司資金管理主要是以非銀行業(yè)金融機構(gòu)為主體,通過金融市場平臺來實現(xiàn)操作。其資金管理的內(nèi)容主要是圍繞資金預算管理、資金籌集管理、資金投放管理、資金結(jié)算管理和資金風險管理來進行的。其資金管理還相對落后,也存在著許多共性的問題,如資金歸集難、業(yè)務范圍狹窄、資金計劃報送差、專業(yè)人才缺乏、信息化程度較低及風險管理意識淡薄等問題。筆者以為,解決這些問題的對策,應從加強預算管理、拓展企業(yè)融資渠道、加強資金運營管理、加強風險管理、提高信息化管理水平、加強人員培訓等方面入手,不斷提高海墾財務公司的資金綜合管控能力,更好的發(fā)揮它的金融功能,體現(xiàn)出財務公司應有的企業(yè)價值。
[Abstract]:Since the establishment of the first financial company in China in 1987, after nearly 30 years of development, it has made remarkable achievements. By the end of 2013, there were 175 national finance companies, with 4.15 trillion yuan of assets on balance sheet and 350 billion yuan of owners' equity, with an average capital adequacy ratio of 28 yuan. The finance company industry has gradually grown into a force that cannot be ignored on the Chinese financial market. However, because the financial company of enterprise group serves the member unit of the group, the source of funds is limited to the deposit of the member unit, as well as the special supervision requirement, there are still some problems in the aspect of fund management. Hainan Agricultural Reclamation Group Finance Co., Ltd. is the leading enterprise of Hainan Agricultural Reclamation Group Financial sector. Since its establishment, it has made outstanding contributions to the group in terms of income generation and efficiency, but the method and effect of fund management are not ideal. In the global economic slowdown, Hainan financial markets are more stretched. Therefore, it is more necessary to strengthen the fund management for the newly established sea reclamation finance company. The capital management of sea reclamation finance company mainly takes non-banking financial institution as the main body, realizes the operation through the financial market platform. The content of fund management is mainly centered on fund budget management, fund raising management, fund investment management, fund settlement management and fund risk management. Its fund management is still relatively backward, and there are many common problems, such as difficult to gather funds, narrow business scope, poor fund plan, lack of professionals, low level of information and weak awareness of risk management, and so on. The author thinks that the countermeasures to solve these problems should start from the following aspects: strengthening budget management, expanding enterprise financing channels, strengthening fund operation management, strengthening risk management, improving the level of information management, strengthening personnel training, etc. Constantly improve the financial management and control ability of the financial company, better play its financial function, reflect the financial company should be the enterprise value.
