【摘要】：隨著全球經(jīng)濟(jì)化程度的提高，EPCC工程總承包模式近年在高層建筑和大型工業(yè)項(xiàng)目等建設(shè)工程領(lǐng)域廣泛運(yùn)用，物資采購(gòu)作為EPCC項(xiàng)目的重要構(gòu)成，在項(xiàng)目建設(shè)中起著承上啟下的作用。但是超預(yù)算現(xiàn)象仍然存在，嚴(yán)重影響了總承包企業(yè)的經(jīng)濟(jì)效益。開展成本控制在于控制項(xiàng)目投資不超過(guò)合同限額，，更在于取得最大的投資效益。 本文詳細(xì)闡述了EPCC工程總承包項(xiàng)目采購(gòu)成本的組成和項(xiàng)目成本管理的過(guò)程，研究了塔中I號(hào)氣田EPCC項(xiàng)目采購(gòu)成本管理現(xiàn)狀，發(fā)現(xiàn)了在采購(gòu)成本管理過(guò)程中存在的問(wèn)題并分析其原因，同時(shí)詳細(xì)研究了EPCC工程總承包項(xiàng)目的管理方案，結(jié)合實(shí)際的管理流程中項(xiàng)目采購(gòu)工作和合同履行管理的情況，從9個(gè)方面分別介紹了相關(guān)的負(fù)責(zé)人以及負(fù)責(zé)人的主要工作內(nèi)容，并研究了相關(guān)的流程情況。研究表明：采購(gòu)管理中主要出現(xiàn)的問(wèn)題是采購(gòu)制度不完善和人員專業(yè)素質(zhì)不高等，最根本的原因是項(xiàng)目總承包方?jīng)]有進(jìn)行科學(xué)的項(xiàng)目采購(gòu)全過(guò)程管理。最后從完善制度、加強(qiáng)成本控制、建立采購(gòu)管理體系、制定供應(yīng)商管理策略、促進(jìn)信任機(jī)制、加大對(duì)員工專業(yè)知識(shí)的培訓(xùn)和溝通等方面保障項(xiàng)目采購(gòu)成本的全過(guò)程控制。
[Abstract]:With the improvement of global economy, the general contracting mode of EPCC project has been widely used in the field of high-rise buildings and large-scale industrial projects in recent years. Material procurement is an important component of EPCC projects. It plays an important role in the construction of the project. However, the phenomenon of excess budget still exists, which seriously affects the economic benefits of general contracting enterprises. Cost control is to control the project investment within the contract limit, but also to obtain the maximum investment benefit. In this paper, the composition of purchasing cost and the process of project cost management of EPCC general contracting project are described in detail, and the current situation of purchasing cost management of EPCC project in Tazhong I gas field is studied. The problems existing in the process of purchasing cost management are found and the reasons are analyzed. At the same time, the management scheme of EPCC project is studied in detail, and the project procurement work and contract performance management in the actual management process are analyzed in detail. This paper introduces the responsible persons and their main work contents from 9 aspects, and studies the relevant flow. The research shows that the main problems in the procurement management are the imperfect procurement system and the low professional quality of the personnel. The most fundamental reason is that the general contractor of the project has not carried out the scientific management of the whole process of the project procurement. Finally, from the aspects of perfecting the system, strengthening the cost control, establishing the purchasing management system, formulating the supplier management strategy, promoting the trust mechanism, increasing the training and communication of the staff's professional knowledge, etc., the whole process control of the project purchasing cost is ensured.
