【摘要】：建筑業(yè)是國(guó)民經(jīng)濟(jì)的重要物質(zhì)生產(chǎn)部門(mén),它與整個(gè)國(guó)家經(jīng)濟(jì)的發(fā)展、人民生活的改善有著密切的關(guān)系。目前我國(guó)處于經(jīng)濟(jì)高速發(fā)展時(shí)期,房地產(chǎn)市場(chǎng)投資和公共設(shè)施投資,對(duì)于建筑業(yè)需求量很大,使得我國(guó)建筑業(yè)得到迅猛發(fā)展。在市場(chǎng)機(jī)制和政府引導(dǎo)下,江蘇、浙江、山東等地形成了不同特色、不同程度的建筑產(chǎn)業(yè)集群。集群本身具有較強(qiáng)的風(fēng)險(xiǎn)抵御能力,但是,由于集群內(nèi)企業(yè)間的聯(lián)動(dòng)性,建筑產(chǎn)業(yè)集群的財(cái)務(wù)風(fēng)險(xiǎn)隨著集群規(guī)模的擴(kuò)大而急劇增加,集群內(nèi)各個(gè)企業(yè)之間財(cái)務(wù)風(fēng)險(xiǎn)的傳導(dǎo)也使得總體風(fēng)險(xiǎn)進(jìn)一步加劇。一旦風(fēng)險(xiǎn)爆發(fā),‘將引發(fā)巨大的財(cái)務(wù)后果,因此,如何對(duì)集群內(nèi)財(cái)務(wù)風(fēng)險(xiǎn)進(jìn)行預(yù)警與防范監(jiān)控,系統(tǒng)地探究風(fēng)險(xiǎn)監(jiān)控機(jī)制顯得尤為重要。本文以財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控理論、產(chǎn)業(yè)集群理論、權(quán)變理論為指導(dǎo),首先,界定了建筑產(chǎn)業(yè)集群財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制的涵義,分析了建筑產(chǎn)業(yè)集群財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制的系統(tǒng)性、適應(yīng)性、預(yù)警性和可操作性；其次,分析了建筑產(chǎn)業(yè)集群財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制的影響因素：內(nèi)部因素與外部因素。內(nèi)部因素包括企業(yè)治理結(jié)構(gòu)、內(nèi)部控制和管理水平,外部因素包括集群因素、宏觀經(jīng)濟(jì)因素和自然因素。在影響因素的基礎(chǔ)上構(gòu)建了建筑產(chǎn)業(yè)集群財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制的結(jié)構(gòu)化圖譜,包括制度保障機(jī)制、信任機(jī)制、信息共享機(jī)制、科學(xué)監(jiān)控機(jī)制和財(cái)務(wù)柔性機(jī)制；提出了保障監(jiān)控機(jī)制有效運(yùn)行的策略；最后,通過(guò)經(jīng)驗(yàn)證據(jù)分析研究了建筑產(chǎn)業(yè)集群財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制的影響因素與財(cái)務(wù)風(fēng)險(xiǎn)監(jiān)控機(jī)制功效的相關(guān)性。
[Abstract]:The construction industry is an important material production department of the national economy, which is closely related to the development of the whole national economy and the improvement of the people's life. At present, our country is in the period of rapid economic development, the real estate market investment and public facilities investment, for the construction industry demand is very large, make our country construction industry to obtain the swift and violent development. Under the guidance of market mechanism and government, Jiangsu, Zhejiang, Shandong and other places have formed different characteristics and different degrees of construction industry clusters. The cluster itself has a strong ability to resist risks. However, due to the linkage between enterprises in the cluster, the financial risk of the construction industry cluster increases sharply with the expansion of the cluster scale. The transmission of financial risk among enterprises in cluster also makes the overall risk aggravation. Once the risk erupts, it will lead to huge financial consequences. Therefore, it is very important to probe into the risk monitoring mechanism systematically and how to warn and prevent the financial risk in the cluster. Under the guidance of financial risk monitoring theory, industrial cluster theory and contingency theory, this paper defines the meaning of financial risk monitoring mechanism of construction industry cluster, and analyzes the systematization and adaptability of financial risk monitoring mechanism of construction industry cluster. Secondly, it analyzes the influencing factors of the financial risk monitoring mechanism of the construction industry cluster: internal factors and external factors. Internal factors include corporate governance structure, internal control and management level, external factors include cluster factors, macroeconomic factors and natural factors. On the basis of influencing factors, the paper constructs the structural map of financial risk monitoring mechanism of construction industry cluster, including system guarantee mechanism, trust mechanism, information sharing mechanism, scientific monitoring mechanism and financial flexibility mechanism. Finally, through the empirical evidence analysis, the influence factors of the financial risk monitoring mechanism and the effectiveness of the financial risk monitoring mechanism of the construction industry cluster are studied.
