【摘要】：正公務卡是進一步深化國庫集中支付制度改革的背景下誕生的一種新生管理工具。公務卡結算減少了現(xiàn)金支付,加強了預算執(zhí)行的監(jiān)控管理,既方便預算單位用款,又提高了支付透明度。2007年7月12日財政部頒布《中央預算單位公務卡管理暫行辦法》,公務卡結算制度開始在全國范圍內試行。2012年3月26日,國務院第五次廉政工作會議要求所有中央和地方預算單位在2012年底前全面推行公務卡制度。高校作為政府公共預算支出重要組
[Abstract]:Official card is a new management tool under the background of deepening the reform of treasury centralized payment system. The settlement of official cards reduces cash payments, strengthens the monitoring and management of budget execution, and facilitates the use of funds by budget units. On 12 July 2007, the Ministry of Finance promulgated the interim measures for the Administration of Public Service cards of Central Budget Units, and the settlement system of public service cards began to be piloted nationwide. On 26 March 2012, The State Council's fifth work Conference on Integrity required all central and local budget units to fully implement the public service card system by the end of 2012.
