高速公路建設投融資模式?jīng)Q策研究

【摘要】:高速公路作為現(xiàn)代化運輸?shù)闹饕獦酥、重要的交通基礎設施,提升了人們的生活質(zhì)量水平,促進了經(jīng)濟與社會的迅猛發(fā)展。高速公路網(wǎng)絡的快速發(fā)展和完善,對政治、經(jīng)濟、社會、生態(tài)、國防建設的發(fā)展具有重要的戰(zhàn)略意義。然而伴隨著高速公路發(fā)展的同時,,高速公路建設、運營方面的問題也不斷凸顯,尤其是在高速公路項目的投融資上,主要表現(xiàn)在投資主體單一、籌資模式狹窄、退出機制不合理、投資管理不夠完善等方面。目前急需對高速公路建設的投融資決策進行深入分析,積極探討找到一種適合的高速公路投融資管理體制以及科學有效的運行機制,以解決我國高速公路建設巨大的資金缺口,以及高速公路投融資管理較為低效等問題。探尋高速公路新的投融資渠道,優(yōu)化既有高速公路投融資結構,完善我國高速公路投融資管理理論體系,為形成高效的國家綜合交通運輸體系提供保障。本文在理論梳理和分析的基礎上,結合我國高速公路的發(fā)展實際,總結了目前高速公路建設投融資存在的問題,對現(xiàn)有的投融資模式進行對比分析,在此基礎上進行了高速公路投融資決策模型分析。主要從高速公路投融資基本決策、高速公路建設投融資委托代理模型和最優(yōu)投融資決策及均衡解三個方面進行了計算與比較研究,以期為我國高速公路發(fā)展中的建設投融資決策提供理論支持。
[Abstract]:Highway as the main symbol of modern transportation, important transportation infrastructure, improve the quality of life of people, and promote the rapid development of economy and society.The rapid development and perfection of highway network is of great strategic significance to the development of politics, economy, society, ecology and national defense.However, with the development of expressway, the problems in highway construction and operation are also prominent, especially in the investment and financing of expressway projects, mainly in the single investment body, narrow financing model.Exit mechanism is unreasonable, investment management is not perfect and so on.At present, it is urgent to make an in-depth analysis of the investment and financing decisions in expressway construction, and actively explore a suitable expressway investment and financing management system and a scientific and effective operating mechanism in order to solve the huge fund gap of expressway construction in China.And expressway investment and financing management is less efficient and other issues.This paper explores new investment and financing channels for expressway, optimizes the investment and financing structure of existing expressway, and consummates the theoretical system of expressway investment and financing management in China, which provides the guarantee for the formation of an efficient national comprehensive transportation system.On the basis of theoretical review and analysis, combined with the development practice of expressway in China, this paper summarizes the existing problems in the investment and financing of expressway construction, and makes a comparative analysis of the existing investment and financing modes.On the basis of this, the decision model of expressway investment and financing is analyzed.Based on the basic decision-making of expressway investment and financing, the principal-agent model of expressway construction investment and financing, the optimal investment and financing decision and the equilibrium solution, this paper makes a comparative study on the calculation and comparison.In order to provide theoretical support for the construction investment and financing decision in the development of expressway in our country.
