【摘要】：正2012年4月1日《事業(yè)單位財務(wù)規(guī)則》(財政部令第68號,以下簡稱《規(guī)則》)正式施行。與《規(guī)則》修訂相適應(yīng),財政部和教育部對《高等學(xué)校財務(wù)制度》(以下簡稱《制度》)進行了修訂,并于2013年1月1日起正式實施。財政部有關(guān)負責(zé)人就《制度》修訂情況回答了記者提問。問:為什么要修訂《制度》?答:原《制度》于1997年1月1日開始實施后,對規(guī)范高等學(xué)校財務(wù)行為,提高財務(wù)管理水平,促進高等學(xué)校健康發(fā)展,發(fā)揮了重要作用。但隨著公共財政體制的完善、《國家中長期教育改革與發(fā)展規(guī)劃綱要(2010—2020年)》的實施和高等學(xué)校財務(wù)管理環(huán)境的變化,原《制度》已不能適應(yīng)要求,需要進行修訂。一是從2000年開始,以部門預(yù)算、國庫集中支付、政府采購、非稅收入管理、政府收支分類、國有資產(chǎn)管理等為
