【摘要】：隨著近年來汽車、摩托車制造業(yè)的發(fā)展，越來越多的世界著名跨國公司進入中國的汽車、摩托車市場，我國的汽車、摩托車制造業(yè)迎來了一個歷史性的巔峰發(fā)展時期。與之相關(guān)聯(lián)的汽車、摩托車零部件制造業(yè)也發(fā)展勢頭強勁。許多跨國零部件公司來到中國，建立分公司，或與當?shù)仄髽I(yè)合作，建立合資企業(yè)。隨著越來越多的國外制造業(yè)轉(zhuǎn)移來到中國，中國碰上了一個百年不遇的發(fā)展機會。但是，隨著中國加入WTO，全球經(jīng)濟一體化發(fā)展，中國的企業(yè)在面臨機遇發(fā)展的同時，也面臨著很大的競爭和挑戰(zhàn)。汽車、摩托車制造產(chǎn)業(yè)的激烈競爭，也加劇了汽車、摩托車零部件產(chǎn)業(yè)的競爭。對于采購成本占據(jù)了成本大部分比例的制造企業(yè)來說，采購活動發(fā)揮了關(guān)鍵作用。在無比激烈的競爭環(huán)境中，采購的管理水平，特別是在采購成本控制方面，很大程度上影響了制造企業(yè)的發(fā)展。企業(yè)對采購成本的控制，不但影響著企業(yè)的生產(chǎn)與經(jīng)營效率，而且與企業(yè)的競爭能力、抵抗內(nèi)部和外部壓力的能力息息相關(guān)。 本文通過對國內(nèi)外相關(guān)文獻的梳理和分析，認為傳統(tǒng)的采購成本控制理論已經(jīng)不能滿足現(xiàn)代企業(yè)的發(fā)展，從供應(yīng)鏈管理的角度對采購成本控制進行分析是一種理論趨勢，基于供應(yīng)鏈視角的分析可以更加全面地對企業(yè)的發(fā)展以及企業(yè)在供應(yīng)鏈管理中所要注意的問題加以研究。在此基礎(chǔ)之上，本文以XY公司為例，對其內(nèi)部供應(yīng)鏈環(huán)境、外部供應(yīng)鏈環(huán)境進行分析得出，該公司目前對內(nèi)的采購管理模式仍然是傳統(tǒng)的價格戰(zhàn)術(shù)，對外沒有與供應(yīng)商形成良好的合作關(guān)系，沒有考慮到整體供應(yīng)鏈效率的提升。現(xiàn)有的采購成本控制方式已經(jīng)無法滿足公司日益發(fā)展壯大的需要。并針對XY公司目前采購成本管理控制存在的問題提出了優(yōu)化建議。對其內(nèi)部管理而言，應(yīng)該采取優(yōu)化采購流程、庫存管理的方式，形成信息自動化的平臺，提高經(jīng)濟活動的效率；對其外部管理而言，要重視供應(yīng)鏈管理，完善供應(yīng)商的評估和選擇，，控制供應(yīng)商的議價能力，增強供應(yīng)鏈整體的抗風(fēng)險能力，提升企業(yè)的核心競爭力，同時積極應(yīng)對原材料價格的波動，保證采購流程的有效進行。 本文為企業(yè)提出了一種新型的采購成本控制理念，傳統(tǒng)的方式已經(jīng)不適用目前企業(yè)高速成長的需要，企業(yè)要形成科學(xué)的、合理的、有效的供應(yīng)鏈管理和成本控制理念，提升企業(yè)的核心競爭力。本文的研究對制造業(yè)企業(yè)的采購成本管理控制研究有一定的借鑒作用。

Procurement activities play a key role in the manufacturing enterprises, which account for most of the cost. In the extremely fierce competition environment, the level of procurement management. Especially in the procurement cost control, to a large extent, it affects the development of manufacturing enterprises. The control of procurement costs not only affects the efficiency of production and operation, but also the competitiveness of enterprises. The ability to resist internal and external pressures is inextricably linked. By combing and analyzing the relevant literature at home and abroad, this paper thinks that the traditional procurement cost control theory can not meet the development of modern enterprises. It is a theoretical trend to analyze purchasing cost control from the point of view of supply chain management. Based on the analysis of supply chain perspective, we can study the development of enterprises and the problems that enterprises should pay attention to in supply chain management. On this basis, this paper takes XY Company as an example. From the analysis of the internal supply chain environment and the external supply chain environment, it is concluded that the internal procurement management mode is still the traditional price tactics, and there is no good cooperation relationship with the suppliers. The existing purchasing cost control methods can not meet the needs of the company's growing and growing, and the existing problems of XY company's procurement cost management control are put forward. Optimization recommendations. For its internal management. In order to improve the efficiency of economic activities, we should adopt the way of optimizing purchasing process and inventory management, form the platform of information automation, and improve the efficiency of economic activities. For its external management, we should pay attention to supply chain management, improve the evaluation and selection of suppliers, control the bargaining power of suppliers, enhance the overall ability of the supply chain to resist risks, and enhance the core competitiveness of enterprises. At the same time, actively deal with the fluctuation of raw material prices, to ensure the effective procurement process. This paper puts forward a new concept of purchasing cost control for enterprises, the traditional way is no longer suitable for the needs of the rapid growth of enterprises, enterprises should form a scientific and reasonable. Effective supply chain management and cost control concept to enhance the core competitiveness of enterprises.
