【摘要】：隨著我國經(jīng)濟的快速發(fā)展,對成品油的需求迅速增長,作為成品油物流網(wǎng)絡(luò)的重要節(jié)點,成品油庫發(fā)展加快,成品油庫的建設(shè)越來越重要。PZ成品油庫建設(shè)依托四川石化公司完善的公用配套設(shè)施,降低本工程建設(shè)投資,有利于油庫的低成本、高效運營。PZ成品油庫建成后,儲存規(guī)模大、儲油品種全、油品外運功能強,能為全省的資源平衡,保障川內(nèi)成品油需求的穩(wěn)定供應和四川石化公司的平穩(wěn)生產(chǎn)提供堅實的保障。 論文概述了項目可行性研究、項目市場調(diào)查分析、項目技術(shù)分析、項目經(jīng)濟分析與評價、項目不確定性分析、盈虧平衡分析和敏感性分析等理論依據(jù)。基于此,從市場需求、目標市場和資源三方面分析了油庫建設(shè)項目市場及資源供應；然后從地理位置、工程地質(zhì)條件、氣象及自然條件、交通運輸條件和公用工程條件多方面描述了油庫基本信息,對油庫總平面布置方案進行了技術(shù)分析,比較得出了推薦方案,針對推薦方案進行了相應具體設(shè)計；針對推薦方案,從油庫部分建設(shè)投資、外輸管道部分投資、建設(shè)期借款利息、鋪底流動資金和流動資金等方面估算了油庫建設(shè)投資,并提出了投資計劃與資金籌措；最后開展了油庫建設(shè)項目財務(wù)評價,并進行了相應盈虧平衡分析和敏感性分析,得出了油庫建設(shè)財務(wù)評價可行的結(jié)論。
[Abstract]:With the rapid development of economy in China, the demand for oil products is growing rapidly. As an important node of the logistics network of oil products, the development of oil depots is accelerated. The construction of finished oil depot is becoming more and more important. PZ oil depot construction depends on Sichuan Petrochemical Company's perfect public supporting facilities to reduce the construction investment of the project, which is beneficial to the low cost of the oil depot. After the high efficiency operation. PZ finished oil depot, the storage scale is large, the oil storage variety is complete, the oil product transportation function is strong, it can balance the resources of the whole province. Ensure stable supply of oil products and stable production of Sichuan Petrochemical Company. The paper summarizes the project feasibility study, project market survey and analysis, project technical analysis, project economic analysis and evaluation, project uncertainty analysis. Based on the theoretical basis of break-even analysis and sensitivity analysis, the market and resource supply of oil depot construction project are analyzed from three aspects: market demand, target market and resource. Then the basic information of oil depot is described from geographical location, engineering geological condition, meteorological and natural condition, transportation condition and public engineering condition, and the general layout scheme of oil depot is analyzed. The recommendation scheme is compared and the corresponding specific design is carried out for the recommendation scheme. In view of the recommended scheme, the construction investment of oil depot is estimated from the following aspects: partial construction investment of oil depot, partial investment of pipeline, loan interest during construction period, working capital and working capital. And put forward the investment plan and fund raising; Finally, the financial evaluation of oil depot construction project is carried out, and the corresponding break-even analysis and sensitivity analysis are carried out, and the feasible conclusion of financial evaluation of oil depot construction is obtained.
