【摘要】：由融資性擔(dān)保公司提供擔(dān)保是中小企業(yè)融資中保證方式的一種創(chuàng)新。近年來(lái),在國(guó)家各項(xiàng)政策的鼓勵(lì)下,融資擔(dān)保行業(yè)取得了快速發(fā)展,對(duì)中小企業(yè)融資起到了積極的促進(jìn)作用。但隨著融資性擔(dān)保公司的增多,魚(yú)龍混雜的現(xiàn)象日益嚴(yán)重。自2011年以來(lái),受外部經(jīng)濟(jì)環(huán)境的影響,部分中小企業(yè)經(jīng)營(yíng)出現(xiàn)困難,一些不規(guī)范經(jīng)營(yíng)的擔(dān)保公司因集中代償而受拖累,爆發(fā)了一些典型的風(fēng)險(xiǎn)事件。從2009年起到2013年,融資擔(dān)保行業(yè)經(jīng)歷了快速發(fā)展、過(guò)度膨脹、風(fēng)險(xiǎn)爆發(fā)、急轉(zhuǎn)直下、低迷徘徊的過(guò)程,整個(gè)行業(yè)進(jìn)入一個(gè)拐點(diǎn),擔(dān)保公司的可持續(xù)經(jīng)營(yíng)問(wèn)題引起人們的關(guān)注。本文首先分析了融資擔(dān)保行業(yè)的基本情況,包括擔(dān)保行業(yè)發(fā)展歷程回顧、重要的制度規(guī)定、行業(yè)發(fā)展各緯度數(shù)據(jù)。其次,著重歸納分析了擔(dān)保公司經(jīng)營(yíng)中出現(xiàn)的各方面問(wèn)題和具體表現(xiàn),以及帶來(lái)的不良后果。第三,引用三個(gè)典型擔(dān)保公司案例,從微觀層面對(duì)擔(dān)保公司個(gè)體的經(jīng)營(yíng)情況進(jìn)行分析并進(jìn)一步探討風(fēng)險(xiǎn)成因,與前文歸納的經(jīng)營(yíng)中出現(xiàn)的問(wèn)題相呼應(yīng)。最后,就擔(dān)保公司的可持續(xù)經(jīng)營(yíng)問(wèn)題進(jìn)行探討,包括規(guī)范經(jīng)營(yíng)、擔(dān)保行業(yè)監(jiān)管體制的完善、擔(dān)保公司業(yè)務(wù)模式的創(chuàng)新等。
[Abstract]:The guarantee provided by the financing guarantee company is an innovation of the guarantee method in the financing of small and medium-sized enterprises. In recent years, with the encouragement of various national policies, the financing guarantee industry has made rapid development. It has played a positive role in promoting the financing of small and medium-sized enterprises. However, with the increase of financing guarantee companies, the phenomenon of "mixed" has become more and more serious. Since 2011, it has been affected by the external economic environment. Some small and medium-sized enterprises have difficulties in operation and some non-standard guarantee companies have been dragged down by concentrated compensation and some typical risk events have broken out. From 2009 to 2013. Financing guarantee industry has experienced a rapid development, excessive expansion, risk outbreak, rapid downturns, the downturn hovering process, the entire industry into a turning point. The sustainable operation of the guarantee companies has attracted people's attention. Firstly, this paper analyzes the basic situation of the financing guarantee industry, including the review of the development of the guarantee industry, important regulations. Secondly, the paper summarizes and analyzes the problems and the concrete performance of the guarantee companies, and the adverse consequences. Thirdly, three typical cases of guarantee companies are cited. From the microcosmic level, the author analyzes the individual operation of the guarantee company and further discusses the causes of risk, which is consistent with the problems in the previous management. Finally. This paper probes into the sustainable management of the guarantee company, including the standardization of operation, the perfection of the supervision system of the guarantee industry, the innovation of the business model of the guarantee company, and so on.
