【摘要】：貸款項(xiàng)目評估,是指銀行對列入固定資產(chǎn)性質(zhì)的貸款項(xiàng)目,從項(xiàng)目實(shí)施的必要性、相關(guān)技術(shù)的科學(xué)領(lǐng)先性、所能產(chǎn)生的效益以及風(fēng)險(xiǎn)狀況等方面對進(jìn)行綜合分析和判斷,力求實(shí)現(xiàn)效益最優(yōu)。本文以濰坊“某公司工程機(jī)械建設(shè)項(xiàng)目申請固定資產(chǎn)貸款50000萬元”項(xiàng)目作為研究對象,對該項(xiàng)目進(jìn)行了實(shí)地調(diào)查評估。評估工作著重了解和評價(jià)某公司“工程機(jī)械建設(shè)項(xiàng)目”投資總額及合法性狀況、承貸企業(yè)財(cái)務(wù)狀況、項(xiàng)目建設(shè)資金的來源、公司未來的市場前景、項(xiàng)目的財(cái)務(wù)效益情況、還貸資金來源與還貸風(fēng)險(xiǎn)因素等,得出了科學(xué)的研究結(jié)論。 本文首先從國內(nèi)、國外兩方面對項(xiàng)目可行性研究的理論觀點(diǎn)進(jìn)行梳理,對國內(nèi)外研究理論和進(jìn)程進(jìn)行了對比,分析了項(xiàng)目可行性研究的意義。其次,從銀行角度出發(fā),采用可行性研究和項(xiàng)目評估的方法,圍繞項(xiàng)目概況、承貸企業(yè)評價(jià)、項(xiàng)目市場分析與預(yù)測、效益評價(jià)等方面,對某公司工程機(jī)械建設(shè)項(xiàng)目融資進(jìn)行了系統(tǒng)的分析與評價(jià)。再次,研究中采用動(dòng)態(tài)分析與靜態(tài)分析相結(jié)合、定量及定性分析相結(jié)合以及宏觀分析與微觀分析相結(jié)合的方法,對項(xiàng)目建設(shè)的必要性與合法性、項(xiàng)目的技術(shù)工藝、承貸企業(yè)的財(cái)務(wù)狀況、項(xiàng)目的效益與風(fēng)險(xiǎn)、銀行的收益與風(fēng)險(xiǎn)等進(jìn)行了客觀的評價(jià),得出了相對科學(xué)的評估結(jié)論。研究結(jié)果表明,某公司工程機(jī)械建設(shè)項(xiàng)目合法性手續(xù)基本齊全,符合國家產(chǎn)業(yè)政策及地區(qū)規(guī)劃,盈利能力較強(qiáng),具備一定的抗風(fēng)險(xiǎn)能力,在財(cái)務(wù)上可行,對銀行綜合收益較高。該項(xiàng)目的建設(shè)對同類項(xiàng)目建設(shè)具有一定的借鑒經(jīng)驗(yàn),對發(fā)展先進(jìn)裝備制造業(yè),促進(jìn)制造業(yè)由大變強(qiáng),加強(qiáng)重大技術(shù)成套裝備研發(fā)和產(chǎn)業(yè)化等方面產(chǎn)生了積極影響。

This paper takes Weifang a company construction machinery construction project for fixed the asset loan of 500 million yuan "project as the research object, the project conducted a field investigation and assessment. The assessment work focuses on understanding and evaluation of a company" a total investment of engineering construction project "and legal status, financial status of enterprise credit, sources of funds for construction projects, the future market prospects of the company, the financial benefits of the project, loan the source of funds and loan risk factors, the conclusion of scientific research.
This paper from the two aspects of domestic, foreign theory of project feasibility study to sort out the domestic and foreign research on the theory and process were compared, analysis of project feasibility study. Secondly, from the perspective of the banks, using the method of feasibility study and project evaluation, on the general situation of the project, project evaluation, and forecast the market analysis of the project, benefit evaluation, analysis and evaluation system of a company of construction machinery construction project financing. Thirdly, research by combining dynamic analysis and static analysis, qualitative and quantitative analysis methods, combining macro analysis and micro analysis, the necessity and legitimacy of the project construction. Technology project loans, the financial situation of enterprises, benefits and risks of the project, the bank's profits and risk of objective evaluation, the relative scientific The conclusion of evaluation. The results show that the legitimacy of the procedures of the project construction engineering machinery company is basically complete, in line with national industrial policy and regional planning, strong profitability, have a certain ability to resist risks, the financial feasibility of the bank, the comprehensive income is high. The construction of the project has certain reference experience for similar project construction, the the development of advanced equipment manufacturing industry, to promote the manufacturing industry from large to strong, has a positive effect on strengthening of major technical equipment research and development and industrialization.
