農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)研究

【摘要】: 經(jīng)過(guò)五十多年的社會(huì)主義建設(shè),我國(guó)經(jīng)濟(jì)發(fā)展水平和經(jīng)濟(jì)結(jié)構(gòu)發(fā)生了巨大的變化,建立了比較完整的工業(yè)體系,綜合國(guó)力不斷增強(qiáng),非農(nóng)產(chǎn)業(yè)成為國(guó)民經(jīng)濟(jì)建設(shè)的主導(dǎo)力量。在經(jīng)過(guò)幾年農(nóng)村稅費(fèi)改革的基礎(chǔ)上,2005年,我國(guó)政府做出了在全國(guó)取消農(nóng)業(yè)稅的重大決策。這一政策的出臺(tái),實(shí)現(xiàn)了自唐代以來(lái)農(nóng)民夢(mèng)想的“均田地、輕稅賦”。意味著中國(guó)從此結(jié)束了由農(nóng)業(yè)向工業(yè)提供資本積累的舊的發(fā)展道路,開(kāi)創(chuàng)“工業(yè)反哺農(nóng)業(yè)”的新紀(jì)元。為此,本文以“工業(yè)反哺農(nóng)業(yè)”為契機(jī),以“農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)研究”為主題,借鑒國(guó)內(nèi)外公共產(chǎn)品理論的研究成果,采用規(guī)范分析、實(shí)證分析、系統(tǒng)分析和比較分析的方法,探討農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)理論,全面分析農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)現(xiàn)狀,從公平性、需求結(jié)構(gòu)、貢獻(xiàn)率以及相互關(guān)系等方面對(duì)農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)進(jìn)行深入探討,提出農(nóng)村公共產(chǎn)品供給優(yōu)先順序、農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)優(yōu)化的基本思路、途徑,以及優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)的對(duì)策與建議。本文的基本觀點(diǎn)是: 一是在“工業(yè)反哺農(nóng)業(yè)”的新階段,“工業(yè)反哺農(nóng)業(yè)”既可以表現(xiàn)為對(duì)農(nóng)業(yè)生產(chǎn)、農(nóng)民補(bǔ)貼,又可以表現(xiàn)為給農(nóng)村提供公共產(chǎn)品。本文提出優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu),增加農(nóng)村公共產(chǎn)品供給是“工業(yè)反哺農(nóng)業(yè)”的重要途徑。 二是相對(duì)于人類(lèi)無(wú)窮發(fā)展的欲望而言,公共產(chǎn)品以及生產(chǎn)公共產(chǎn)品的資源是有限的、稀缺的。公共產(chǎn)品以及生產(chǎn)公共產(chǎn)品資源的稀缺性決定了人類(lèi)必須做出選擇。具體來(lái)說(shuō),就是要解決生產(chǎn)什么公共產(chǎn)品,生產(chǎn)多少?如何生產(chǎn)公共產(chǎn)品?以及為誰(shuí)生產(chǎn)公共產(chǎn)品的問(wèn)題。這三個(gè)問(wèn)題構(gòu)成農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)理論的基本問(wèn)題,也是農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)研究必須回答的問(wèn)題。為此,本文就農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)基本理論問(wèn)題進(jìn)行探討。 三是對(duì)于公共產(chǎn)品而言,由于公共產(chǎn)品具有不可分割性,每個(gè)消費(fèi)者面對(duì)的消費(fèi)數(shù)量是相同的。但是,不同的消費(fèi)者愿意支付的價(jià)格卻是不同的。我們用縱軸表示數(shù)量,橫軸表示價(jià)格,把同一數(shù)量下不同消費(fèi)者愿意支付的價(jià)格水平相加,就可以得出這一數(shù)量下的所有消費(fèi)者愿意支付的價(jià)格總值,以此類(lèi)推,就可以得出某一公共產(chǎn)品的社會(huì)需求曲線。 四是公平性是農(nóng)村公共產(chǎn)品的重要特征之一。本文以人均公共產(chǎn)品擁有量作為公共產(chǎn)品供給公平的尺度,對(duì)城鄉(xiāng)之間、農(nóng)村地區(qū)之間進(jìn)行比較。在比較的基礎(chǔ)上,按照不公平程度越大,必須優(yōu)先供給的原則,確立農(nóng)村公共產(chǎn)品供給優(yōu)先順序,為優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)提供依據(jù)。 五是以國(guó)內(nèi)學(xué)者對(duì)農(nóng)村公共產(chǎn)品需求結(jié)構(gòu)研究為基礎(chǔ),從農(nóng)村居民需求意愿、消費(fèi)支出構(gòu)成、邊際消費(fèi)傾向、需求收入彈性等方面對(duì)農(nóng)村公共產(chǎn)品需求結(jié)構(gòu)進(jìn)行分析,得出農(nóng)村公共產(chǎn)品需求優(yōu)先順序。按照供求均衡原理,對(duì)農(nóng)村公共產(chǎn)品供給進(jìn)行優(yōu)先排序,為優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)提供依據(jù)。 六是運(yùn)用數(shù)學(xué)模型,實(shí)證分析農(nóng)村公共產(chǎn)品各個(gè)組成部分的貢獻(xiàn)率,并以農(nóng)村公共產(chǎn)品貢獻(xiàn)率大小為標(biāo)準(zhǔn),對(duì)農(nóng)村公共產(chǎn)品供給進(jìn)行優(yōu)先排序,為優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)提供依據(jù)。 七是以發(fā)達(dá)國(guó)家公共產(chǎn)品供給實(shí)踐為例,從理論上探討公共產(chǎn)品供給結(jié)構(gòu)的內(nèi)部關(guān)系。運(yùn)用Granger因果檢驗(yàn)和偏相關(guān)關(guān)系分析法對(duì)我國(guó)農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)內(nèi)部關(guān)系進(jìn)行實(shí)證分析。以此為依據(jù),對(duì)農(nóng)村公共產(chǎn)品供給進(jìn)行優(yōu)先排序,為優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)提供依據(jù)。 八是采用德?tīng)柗品?以20位專(zhuān)家對(duì)農(nóng)村公共產(chǎn)品重要程度的評(píng)價(jià)作為權(quán)重,計(jì)算上述農(nóng)村公共產(chǎn)品供給優(yōu)先順序的加權(quán)平均值,根據(jù)公平性、效益性、統(tǒng)籌性和協(xié)調(diào)性原則,最終確立農(nóng)村公共產(chǎn)品供給優(yōu)先順序,為優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)提供依據(jù)。 九是按照農(nóng)村公共產(chǎn)品供給優(yōu)先順序,從農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)以及各個(gè)組成部分內(nèi)部結(jié)構(gòu),兩個(gè)層面提出優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)的基本思路,并根據(jù)農(nóng)村不同地區(qū)發(fā)展的實(shí)際情況,提出農(nóng)村公共產(chǎn)品供給協(xié)同發(fā)展與非協(xié)同發(fā)展的構(gòu)想。 總之,本文以“工業(yè)反哺農(nóng)業(yè)”為契機(jī),通過(guò)大膽探索、潛心研究農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)問(wèn)題,優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu),提高農(nóng)村公共資源配置效率,增加農(nóng)村公共產(chǎn)品供給,從而增強(qiáng)農(nóng)業(yè)綜合生產(chǎn)能力,發(fā)展農(nóng)村經(jīng)濟(jì),增加農(nóng)民收入,實(shí)現(xiàn)黨的十六屆六中全會(huì)提出的建設(shè)社會(huì)主義和諧社會(huì)的宏偉目標(biāo)。
[Abstract]:After more than 50 years of socialist construction, the economic development level and the economic structure of our country have changed greatly, and a comparatively complete industrial system has been set up, and the overall national strength is continuously enhanced, and the non-agricultural industry has become the leading force of the construction of the national economy. On the basis of a few years of rural tax and tax reform, in 2005, the government of our country made a major decision to cancel the agricultural tax in the whole country.
