文章摘要：從2010年開(kāi)始，以我國(guó)經(jīng)濟(jì)增長(zhǎng)速度由高速增長(zhǎng)轉(zhuǎn)為中高速增長(zhǎng)為標(biāo)志，我國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)。對(duì)我國(guó)經(jīng)濟(jì)新常態(tài)的分析，有兩種主要的經(jīng)濟(jì)學(xué)方法。一種是馬克思經(jīng)濟(jì)學(xué)的分析方法，即建立在唯物史觀基礎(chǔ)上的生產(chǎn)、分配、交換和消費(fèi)對(duì)立統(tǒng)一關(guān)系的分析方法。一種是凱恩斯的總需求分析方法。按照馬克思基本原理分析我國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)的原因，雖然結(jié)構(gòu)性需求不足也是原因之一，但不是主要原因，主要的原因在生產(chǎn)領(lǐng)域，生產(chǎn)方式粗放，產(chǎn)業(yè)結(jié)構(gòu)不合理，，創(chuàng)新不足，科技轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力不暢，要素生產(chǎn)率較低等，這實(shí)際是我國(guó)人民日益增長(zhǎng)的物質(zhì)文化需要同落后的社會(huì)生產(chǎn)之間的社會(huì)主要矛盾表現(xiàn)的階段性特征。所以，認(rèn)識(shí)引領(lǐng)新常態(tài)，保持國(guó)民經(jīng)濟(jì)創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享發(fā)展，要牢牢把握我國(guó)所處發(fā)展階段的社會(huì)主要矛盾，把發(fā)展生產(chǎn)力擺在首位，堅(jiān)持發(fā)展是硬道理不動(dòng)搖；要加快轉(zhuǎn)變發(fā)展方式，調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，著力創(chuàng)新驅(qū)動(dòng)，創(chuàng)造新供給；要妥善處理質(zhì)量、效益和速度關(guān)系，保持經(jīng)濟(jì)穩(wěn)定的中高速增長(zhǎng)；把深化改革和惠民生緊密結(jié)合。而對(duì)于需求和消費(fèi)不足要客觀分析，并有針對(duì)性地采取措施，我國(guó)出現(xiàn)的需求不足是結(jié)構(gòu)性需求不足，不宜籠統(tǒng)地認(rèn)為我國(guó)已經(jīng)是“過(guò)剩經(jīng)濟(jì)”。

Abstr：Since 2010, China＇ s economic development has stepped into a new normality, characterized by the changes of economic growth rate from fast growth into medium growth. Two major economic methods can be used for the analysis of China＇ s new economic normality. One is Marxist economic analysis method which is a method of the unity of opposite relations of produc- tion, distribution, exchange and consumption based on historical materialism. The other is Keynes ＇ s gross demand analysis method. According to Marxist fundamentals, this paper analyzes the causes of the new normality of Chinese economic development. Although insufficient structural demand is one of the reasons, it is not the major reason. The main causes lie in production field, i.e., extensive production pattern, irrational industrial structure, unsmooth conversion of science and technology into practical productivity, and low element productivity, etc. That is practically the feature of specific phase in the main social contradiction of people＇s increasing material and cultural needs and backward social production. Therefore, to realize and guide new normality and maintain the development of innovation, coordination, environment protection and sharing, it is necessary to grasp the major social contradiction, take the development of productivity as the most important task, and persist in development ;to speed up the transformation development pattern, adjust economic structure, put emphasis on innovation driving, create new supply; to deal with the relationship among quality, efficiency and growth rate, maintain medium and fast rate in stable economic growth; and to combine deepening reform with benefiting people closely.
