【摘要】： “公眾參與”作為項目管理學(xué)的一個新的研究領(lǐng)域，一種民主管理思想，主要涉及管理學(xué)、經(jīng)濟(jì)學(xué)、組織行為學(xué)、政治學(xué)和社會心理學(xué)等多學(xué)科。從不同視角來看，公眾參與是一種新的項目管理理念、新的項目管理手段、項目管理方法和實現(xiàn)發(fā)展項目目標(biāo)的途徑。 文章首先對公眾參與的概念及其發(fā)展歷程進(jìn)行梳理，提出公眾參與研究領(lǐng)域存在的問題及文章擬研究的領(lǐng)域。 闡述了公眾參與戰(zhàn)略的內(nèi)涵，分析了發(fā)展項目中公眾參與的內(nèi)容和程序、公眾參與使用的工具和方法，分析了公眾參與在發(fā)展項目中的重要作用。 分析了公眾參與的影響因素，，認(rèn)為政治、經(jīng)濟(jì)、社會、家庭等因素對公眾參與的影響頗大。分析了公眾參與戰(zhàn)略實施中存在的問題，提出對策：建立和健全公眾參與機(jī)制，組織公眾適度參與，選擇適當(dāng)?shù)膮⑴c內(nèi)容、方法和工具。 提出利益相關(guān)者劃分的標(biāo)準(zhǔn)和進(jìn)行利益相關(guān)者分析的具體程序，認(rèn)為在不同利益相關(guān)者之間建立合作伙伴關(guān)系和建立利益補(bǔ)償機(jī)制可以協(xié)調(diào)利益相關(guān)者之間矛盾和沖突。 對“公眾參與”過程有效性的監(jiān)測和評估進(jìn)行了研究，就評估和監(jiān)測的目標(biāo)和內(nèi)容提出一系列指標(biāo)，運(yùn)用參與式方法和層次分析法相結(jié)合的方法對公眾參與過程的有效性進(jìn)行綜合評判。 提出公眾參與的成本效益關(guān)系是影響公眾參與的關(guān)鍵因素的觀點(diǎn)并且給予詳細(xì)的分析論證，提出了參與的各種成本和效益的識別及其分析計算的方法。
[Abstract]:As a new research field of project management, "public participation" is a kind of democratic management thought, which mainly involves management, economics, organizational behavior, political science and social psychology. From different perspectives, public participation is a new concept of project management, a new means of project management, project management methods and ways to achieve the objectives of development projects. First of all, this paper combs the concept of public participation and its development, and puts forward the existing problems in the field of public participation and the fields to be studied in the article. This paper expounds the connotation of the public participation strategy, analyzes on the contents and procedures of the public participation in the development project, the tools and methods used by the public participation, and analyzes on the important role of the public participation in the development project. This paper analyzes on the influencing factors of public participation, and holds that politics, economy, society, family and so on have great influence on public participation. This paper analyzes on the problems existing in the implementation of the strategy of public participation, and puts forward some countermeasures: establishing and perfecting the mechanism of public participation, organizing the moderate participation of the public, and selecting the appropriate contents, methods and tools of public participation. This paper puts forward the criteria of stakeholder classification and the specific procedures for stakeholder analysis, and holds that the establishment of cooperative partnerships and benefit compensation mechanisms among different stakeholders can coordinate the contradictions and conflicts among stakeholders. This paper studies the monitoring and evaluation of the effectiveness of the "public participation" process, puts forward a series of indicators on the objectives and contents of the evaluation and monitoring, and makes a comprehensive evaluation of the effectiveness of the public participation process by using the method of participation and analytic hierarchy process (AHP). This paper puts forward the viewpoint that the cost-benefit relationship of public participation is the key factor affecting public participation, and gives a detailed analysis and demonstration, and puts forward the identification of various costs and benefits of participation and the methods of analysis and calculation.
