【摘要】： 由于工程建設(shè)，特別是大型公共建設(shè)項(xiàng)目的上馬，往往引發(fā)較大數(shù)量的有組織的非自愿移民，涉及社會(huì)、經(jīng)濟(jì)、政治、人口、資源、環(huán)境、文化、民族、工程技術(shù)諸多方面，是一項(xiàng)龐大而復(fù)雜的系統(tǒng)工程。這一世界性的難題，，已引起了當(dāng)今世界各國(guó)廣泛的重視。鑒于我國(guó)公共項(xiàng)目社會(huì)評(píng)價(jià)方法存在著較大的不足，還有很大的深入研究的空間，本文總結(jié)國(guó)內(nèi)外已有的經(jīng)驗(yàn)，從社會(huì)和人類發(fā)展的角度出發(fā)，以福利經(jīng)濟(jì)學(xué)、發(fā)展經(jīng)濟(jì)學(xué)中的新增長(zhǎng)理論和可持續(xù)發(fā)展理論為基礎(chǔ)，提出一套可操作性較好的適合中國(guó)國(guó)情的涉及非自愿移民公共項(xiàng)目社會(huì)評(píng)價(jià)體系和方法。 針對(duì)公共項(xiàng)目非自愿移民問(wèn)題缺乏有效的社會(huì)評(píng)價(jià)方法，確定了公共項(xiàng)目非自愿移民生活質(zhì)量指標(biāo)體系，建立非自愿移民生活質(zhì)量社會(huì)評(píng)價(jià)模型，提出了非自愿移民生活質(zhì)量社會(huì)評(píng)價(jià)的模糊評(píng)價(jià)方法。從而，我們據(jù)此可以科學(xué)地評(píng)價(jià)項(xiàng)目對(duì)于社會(huì)和人類發(fā)展的作用程度。根據(jù)可持續(xù)發(fā)展思想，本文從經(jīng)濟(jì)、社會(huì)、外部環(huán)境三者協(xié)調(diào)發(fā)展的角度提出了一個(gè)適合于中國(guó)國(guó)情的非自愿移民可持續(xù)發(fā)展的評(píng)價(jià)指標(biāo)體系，從而為科學(xué)地判斷非自愿移民可持續(xù)發(fā)展的狀態(tài)提供了可靠的依據(jù)。然后構(gòu)造出可持續(xù)發(fā)展的數(shù)據(jù)包絡(luò)分析評(píng)價(jià)模型，這是一種全新的評(píng)價(jià)方法，它具有較強(qiáng)的適用性，盡可能地避免了主觀隨意性。最后，通過(guò)一個(gè)實(shí)際案例驗(yàn)證了本文提出的評(píng)價(jià)新體系和新方法。
[Abstract]:As a result of engineering construction, especially the launch of large-scale public construction projects, it often leads to a large number of organized and involuntary immigrants, involving many aspects of society, economy, politics, population, resources, environment, culture, nationality, engineering and technology. It is a huge and complex system engineering. This worldwide problem has attracted extensive attention from all over the world. In view of the great shortage of social evaluation methods of public projects in our country, there is still a lot of room for in-depth research, this paper summarizes the existing experience at home and abroad, from the perspective of social and human development, with welfare economics, Based on the new growth theory and the sustainable development theory in development economics, this paper puts forward a set of social evaluation system and method which is suitable for China's national conditions and involves the non-voluntary emigration public projects. In view of the lack of effective social evaluation methods for involuntary migration in public projects, the index system for the quality of life of involuntary migrants in public projects is established, and a social evaluation model for the quality of life of involuntary migrants is established. This paper puts forward a fuzzy evaluation method for the social evaluation of the quality of life of involuntary immigrants. Thus, we can scientifically evaluate the impact of the project on social and human development. According to the idea of sustainable development, this paper puts forward an evaluation index system for the sustainable development of involuntary migrants, which is suitable for China's national conditions, from the point of view of coordinated development of economy, society and external environment. Thus, it provides a reliable basis for scientifically judging the sustainable development of involuntary immigrants. Then a data envelopment analysis evaluation model for sustainable development is constructed, which is a brand-new evaluation method, which has strong applicability and avoids subjective arbitrariness as far as possible. Finally, a practical case is given to verify the new evaluation system and method proposed in this paper.
