【摘要】： 社會對公共物品的需要是客觀的，而在人們以往的觀念中，，市場機制不能有效地供給。因此，自國家和政府產(chǎn)生以來，提供公共物品便成為政府的天職，這體現(xiàn)了政府的基本作用。然而，政府的行為并非完美，由政府壟斷公共物品的供給雖然解決了“搭便車”行為，但卻出現(xiàn)了效率不高、供給短缺、資金缺乏等問題。如何在政府財政有限而公眾對公共物品的需求不斷增長的情況下有效地提供公共物品便成為各國政府追求的共同目標。 本文基于公共選擇理論對政府供給公共物品的效率進行了深入的剖析，對比分析了西方“新公共管理”運動中公共物品供給領域取得巨大成效的市場化模式，認為市場在公共物品供給理論上的失靈并不意味著市場的徹底無能，運用市場化模式供給公共物品，可以充分發(fā)揮其效率優(yōu)勢，這對改善給公共物品供給的數(shù)量和質(zhì)量，克服供給上的政府失靈，具有非常積極的意義。 本文從公共物品的性質(zhì)出發(fā)，首先分析了政府壟斷公共物品供給中效率不足、供給短缺的原因，提出市場化模式是解決供給中出現(xiàn)的一系列問題的有效途徑。進而通過對“新公共管理”運動的考察，分析了市場化模式產(chǎn)生的必然性，并對其實施的可能性、邊界問題進行了探討。在此基礎上，就市場化模式的理念、具體形式進行了分析，提出了市場化模式在克服政府單一供給公共物品缺陷上具有的效率優(yōu)勢。此外，還特別指出了市場化模式中應注意的幾個問題。本文最后對我國公共物品供給的市場化問題進行了一些思考。
[Abstract]:The social need for public goods is objective, but in the past, the market mechanism can not be supplied effectively. Therefore, since the state and the government came into being, the provision of public goods has become the natural duty of the government, which reflects the basic role of the government. However, the behavior of the government is not perfect. Although the government monopolizes the supply of public goods, it solves the problem of "hitchhiking", but it has some problems, such as inefficiency, shortage of supply, lack of funds and so on. How to provide public goods effectively under the condition of limited government finance and increasing public demand for public goods has become the common goal pursued by the governments of all countries. Based on the theory of public choice, this paper makes a deep analysis of the efficiency of government supply of public goods, and compares and analyzes the market-oriented mode of public goods supply in the western "New Public Management" movement, which has made great achievements in the field of public goods supply. It is believed that the failure of the market in the supply of public goods in theory does not mean that the market is completely incompetent. The use of the market-oriented mode to supply public goods can give full play to its efficiency advantages, which will improve the quantity and quality of the supply of public goods. It is of great significance to overcome the government failure in supply. Starting from the nature of public goods, this paper first analyzes the reasons for the shortage of efficiency and supply in the supply of public goods, and points out that the market-oriented model is an effective way to solve a series of problems in the supply of public goods. Through the investigation of the movement of "new public management", this paper analyzes the inevitability of the emergence of the market-oriented mode, and probes into the possibility of its implementation and the problem of the boundary. On this basis, this paper analyzes the concept and concrete form of the market-oriented model, and puts forward the efficiency advantage of the market-oriented mode in overcoming the defects of the government's single supply of public goods. In addition, it also points out several problems that should be paid attention to in the market-oriented model. In the end, this paper gives some thoughts on the marketization of the supply of public goods in our country.
