【摘要】： 本文考察了壟斷和競(jìng)爭及相互關(guān)系理論的發(fā)展歷史，指出這個(gè)理論是制定和調(diào)整競(jìng)爭政策的重要依據(jù)。 美國競(jìng)爭政策演變的歷史，表明在經(jīng)濟(jì)發(fā)展的不同階段，競(jìng)爭政策是不同的�？傮w上看，，競(jìng)爭政策是作為維護(hù)競(jìng)爭，反對(duì)壟斷而存在的。一百多年來競(jìng)爭政策在不斷完善，同時(shí)壟斷組織也在不斷擴(kuò)大。經(jīng)濟(jì)發(fā)展不同階段的主導(dǎo)產(chǎn)業(yè)的產(chǎn)業(yè)組織特征和所處的國際競(jìng)爭環(huán)境影響了理論上對(duì)壟斷和競(jìng)爭的特點(diǎn)及相互關(guān)系的認(rèn)識(shí)，而理論的變化又決定了競(jìng)爭政策的演變。 本文著重分析網(wǎng)絡(luò)經(jīng)濟(jì)時(shí)代主導(dǎo)產(chǎn)業(yè)中壟斷和競(jìng)爭的新特點(diǎn)，以及相互關(guān)系的變化，提出網(wǎng)絡(luò)時(shí)代競(jìng)爭政策應(yīng)該做出的幾方面調(diào)整。即政策的目標(biāo)不僅應(yīng)該偏向效率，而且應(yīng)該保護(hù)企業(yè)的創(chuàng)新活動(dòng)，在網(wǎng)絡(luò)經(jīng)濟(jì)時(shí)代壟斷和競(jìng)爭都能產(chǎn)生大量創(chuàng)新。所以競(jìng)爭政策調(diào)整的對(duì)象應(yīng)該靈活；政策的內(nèi)容應(yīng)該更新。 最后，根據(jù)我國當(dāng)前競(jìng)爭政策的狀況和經(jīng)濟(jì)發(fā)展所處階段的要求，對(duì)我國制定和完善競(jìng)爭政策提出幾點(diǎn)建議。作者認(rèn)為我國競(jìng)爭政策的目標(biāo)應(yīng)該顧及效率、公平和產(chǎn)業(yè)的國際競(jìng)爭力。內(nèi)容應(yīng)該包括反行政壟斷和地方保護(hù)，應(yīng)該包括反對(duì)國外跨國公司在中國市場(chǎng)的反競(jìng)爭行為，應(yīng)該拋棄肢解大企業(yè)的做法，不同的產(chǎn)業(yè)要有不同的競(jìng)爭政策。
[Abstract]:This paper reviews the development history of the theory of monopoly, competition and interrelation, and points out that this theory is an important basis for the formulation and adjustment of competition policy. The evolution of American competition policy shows that competition policy is different in different stages of economic development. Overall, competition policy exists as a safeguard against competition and against monopolies. Competition policy has been improving for more than a hundred years, and monopoly organizations have been expanding. The industrial organization characteristics of leading industries in different stages of economic development and the international competition environment influence the understanding of monopoly and competition in theory and the relationship between them, and the change of theory determines the evolution of competition policy. This paper emphatically analyzes the new characteristics of monopoly and competition in the leading industries in the era of network economy, and the changes of their mutual relations, and puts forward several aspects of adjustment of competition policy in the era of network economy. That is, the goal of the policy should not only be biased towards efficiency, but also protect the innovation activities of enterprises. In the era of network economy, monopoly and competition can produce a great deal of innovation. So the object of competition policy adjustment should be flexible; the content of competition policy should be updated. Finally, according to the current situation of China's competition policy and the requirements of the stage of economic development, some suggestions are put forward for our country to formulate and perfect the competition policy. The author thinks that the goal of China's competition policy should consider efficiency, fairness and international competitiveness of industry. The contents should include anti-administrative monopoly and local protection, anti-competitive behavior of foreign multinational corporations in Chinese market, abandonment of dismemberment of large enterprises, and different competition policies for different industries.
