【摘要】： 本文是對我國鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品供給體制的分析。本文的理論假設(shè)是：我國鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品的供給是由于制度內(nèi)的供給不足導致的；而又由于我國鄉(xiāng)鎮(zhèn)政府政治體制的特征導致制度外公共產(chǎn)品的供給效率不高。本文綜合運用公共選擇理論，公共產(chǎn)品最優(yōu)供給理論以及圖表和案例的分析方法，，對我國鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品供給體制提供了一個系統(tǒng)的分析框架。 本文首先從鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品供給的資金籌措方面入手，分析了鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品供給產(chǎn)生的原因，指出由于制度內(nèi)公共產(chǎn)品的供給不足導致了制度外的供給；其次從鄉(xiāng)鎮(zhèn)制度外公共產(chǎn)品供給的決策制度入手，結(jié)合我國鄉(xiāng)鎮(zhèn)政治體制的特征，得出了制度外公共產(chǎn)品的供給效率不高的結(jié)論并分析了具體的原因。文章最后針對本文分析得出的我國制度外公共產(chǎn)品供給體制的特征，提出了發(fā)展的趨勢和改革的方向。
[Abstract]:This article is to our country township system outside the public goods supply system analysis. The theoretical assumption of this paper is that the supply of public goods outside the system is caused by the shortage of the supply within the system, and that the supply efficiency of the public goods outside the system is not high because of the characteristics of the political system of the township government in our country. Based on the theory of public choice, the theory of optimal supply of public goods and the analysis methods of charts and cases, this paper provides a systematic analysis framework for the supply system of public goods outside the system of towns and townships in China. This paper starts with the financing of the public goods supply outside the township system, analyzes the reasons of the public goods supply outside the township system, and points out that the insufficient supply of the public goods in the system leads to the supply outside the system. Secondly, starting with the decision-making system of the public goods supply outside the township system and combining the characteristics of the township political system in our country, this paper draws the conclusion that the supply efficiency of the public goods outside the system is not high and analyzes the specific reasons. Finally, according to the characteristics of the supply system of public goods outside the system of our country, the paper puts forward the trend of development and the direction of reform.
