【摘要】：習(xí)近平同志的生態(tài)扶貧思想內(nèi)涵豐富、博大精深,其生態(tài)扶貧思想來源于實踐又高于實踐,是數(shù)十年生活工作經(jīng)歷和國內(nèi)扶貧開發(fā)考察的總結(jié)和理論升華,內(nèi)含了豐富的哲學(xué)和經(jīng)濟學(xué)思想。"綠水青山就是金山銀山"是習(xí)近平同志生態(tài)扶貧思想的直觀表述,其核心內(nèi)容是"保護(hù)生態(tài)環(huán)境就是保護(hù)生產(chǎn)力,改善生態(tài)環(huán)境就是發(fā)展生產(chǎn)力",基本要求是"經(jīng)濟要發(fā)展但不能以破壞生態(tài)環(huán)境為代價",最終目標(biāo)是"讓良好生態(tài)環(huán)境成為人民生活質(zhì)量的增長點"。四川針對其獨特的生態(tài)資源優(yōu)勢、四大貧困片區(qū)與四大重點生態(tài)功能區(qū)地理空間重疊特點,在制度層面設(shè)計了生態(tài)扶貧的受益區(qū)域和受益群體,在規(guī)劃層面將生態(tài)建設(shè)項目與生態(tài)產(chǎn)業(yè)布局在貧困地區(qū),依托生態(tài)建設(shè)項目調(diào)整貧困地區(qū)產(chǎn)業(yè)結(jié)構(gòu)和培育貧困地區(qū)生態(tài)產(chǎn)業(yè),實施生態(tài)建設(shè)、生態(tài)產(chǎn)品供給、生態(tài)產(chǎn)業(yè)培育、貧困人口發(fā)展等相結(jié)合的綜合舉措,不僅實現(xiàn)了生態(tài)建設(shè)和生態(tài)保護(hù)脫貧一批,還在貧困地區(qū)培育了具有持續(xù)增收和發(fā)展效應(yīng)的生態(tài)產(chǎn)業(yè)。

The ultimate goal is to make a good ecological environment a growth point for the quality of life of the people. In view of its unique ecological resources advantage, Sichuan has designed the beneficial areas and groups of ecological poverty alleviation in the system level, which is characterized by the overlap of geographical space between the four major poverty areas and the four major ecological functional areas. In the planning level, the ecological construction projects and ecological industries are distributed in the poor areas, the industrial structure of the poor areas is adjusted and the ecological industries are cultivated by the ecological construction projects, and the ecological construction, the supply of ecological products and the cultivation of ecological industries are carried out. The comprehensive measures such as the development of the poor population have not only realized the ecological construction and ecological protection to get rid of poverty, but also cultivated the ecological industry which has the effect of increasing income and developing continuously in the poor areas.
