經(jīng)濟(jì)系統(tǒng)進(jìn)化及動(dòng)因

【摘要】： 本文根據(jù)經(jīng)濟(jì)理論所取得的成果，吸取現(xiàn)代系統(tǒng)科學(xué)的理論和方法，分 析了經(jīng)濟(jì)系統(tǒng)的要素、結(jié)構(gòu)與功能及其演化，其中著重論述了經(jīng)濟(jì)系統(tǒng)的進(jìn) 化及其動(dòng)因一技術(shù)創(chuàng)新的作用和產(chǎn)生這種作用的方式和機(jī)理。經(jīng)濟(jì)系統(tǒng)的進(jìn) 化和技術(shù)創(chuàng)新對(duì)其的推動(dòng)作用及過(guò)程是本文的中心論題。 經(jīng)濟(jì)學(xué)經(jīng)過(guò)二百多年的發(fā)展，形成了系統(tǒng)的理論體系，并在指導(dǎo)經(jīng)濟(jì)實(shí) 踐中取得了巨大的成就，但經(jīng)濟(jì)學(xué)繼承近代哲學(xué)和科學(xué)的傳統(tǒng)，沿襲了原子 還原主義的分析方法，具有靜態(tài)的、機(jī)械的和簡(jiǎn)單的特征，又存在著局限 性。現(xiàn)代系統(tǒng)科學(xué)的崛起，為我們提供了一幅全新的世界圖景：現(xiàn)實(shí)的世界 是動(dòng)態(tài)的、隨機(jī)的和復(fù)雜的，事物都是以系統(tǒng)的形式存在的。系統(tǒng)科學(xué)的綜 合性、整體性的思想方法幾乎滲透到現(xiàn)代社會(huì)、科學(xué)和思維的所有領(lǐng)域。汲 取系統(tǒng)科學(xué)理論成果，突破古典的分析框架，不僅對(duì)經(jīng)濟(jì)理論分析的發(fā)展有 著十分重要意義，而且將對(duì)兩種文化傳統(tǒng)的匯流和統(tǒng)一起到積極的推動(dòng)作 用。 經(jīng)濟(jì)是一個(gè)具有大量要素、多層次、非線性的復(fù)雜系統(tǒng)。按照所分析問(wèn) 題的要求，可將經(jīng)濟(jì)系統(tǒng)劃分為若干個(gè)（要素）子系統(tǒng)或分系統(tǒng)，每一子系 統(tǒng)又可以繼續(xù)劃分。經(jīng)濟(jì)系統(tǒng)要素之間存在種種非線性相互作用，使得經(jīng)濟(jì) 系統(tǒng)具有十分復(fù)雜的結(jié)構(gòu)。這種經(jīng)濟(jì)結(jié)構(gòu)決定了經(jīng)濟(jì)系統(tǒng)的各種功能。 經(jīng)濟(jì)系統(tǒng)是一開(kāi)放系統(tǒng)，開(kāi)放系統(tǒng)的本質(zhì)特征在于系統(tǒng)是不斷演化的。 經(jīng)濟(jì)不會(huì)永遠(yuǎn)停留在某一狀態(tài)水平上，總要從一個(gè)狀態(tài)進(jìn)入到另一個(gè)狀態(tài)， 或表現(xiàn)為經(jīng)濟(jì)增長(zhǎng)（量的增加）或表現(xiàn)為經(jīng)濟(jì)發(fā)展（結(jié)構(gòu)的改變）。正確理 解和把握經(jīng)濟(jì)系統(tǒng)進(jìn)化的方式、途徑和機(jī)理，這無(wú)論是對(duì)經(jīng)濟(jì)理論分析，還 是對(duì)宏觀經(jīng)濟(jì)的調(diào)控實(shí)踐都有著十分重要的意義。 經(jīng)濟(jì)系統(tǒng)進(jìn)化（增長(zhǎng)和發(fā)展）源泉在于系統(tǒng)內(nèi)部產(chǎn)生的和來(lái)自外部的大 量漲落因素，在一定條件下經(jīng)過(guò)非線性相互作用的放大，從而形成了巨漲 落，引起了產(chǎn)業(yè)結(jié)構(gòu)的變化和生產(chǎn)的重新分工，使得經(jīng)濟(jì)系統(tǒng)從一個(gè)狀態(tài)變 化到另一個(gè)狀態(tài)。 從對(duì)經(jīng)濟(jì)生產(chǎn)的歷史和現(xiàn)狀分析可知：技術(shù)創(chuàng)新正是滿足經(jīng)濟(jì)系統(tǒng)進(jìn)化 條件的主要的、恒久的漲落因素，而信息、知識(shí)則又是非線性作用之源，因 而以知識(shí)和信息運(yùn)用等為主要特征的技術(shù)創(chuàng)新就成為經(jīng)濟(jì)增長(zhǎng)和發(fā)展的主要 動(dòng)力源泉。技術(shù)創(chuàng)新的發(fā)生、傳播和擴(kuò)散過(guò)程也就是經(jīng)濟(jì)系統(tǒng)的發(fā)展過(guò)程。 經(jīng)濟(jì)增長(zhǎng)和經(jīng)濟(jì)發(fā)展歷來(lái)就是經(jīng)濟(jì)學(xué)家們十分關(guān)注的論題。人們對(duì)經(jīng)濟(jì) 增長(zhǎng)和發(fā)展的關(guān)注主要在于企圖尋找出它的源泉。不同的經(jīng)濟(jì)學(xué)派找出的源 泉也就不同。就以技術(shù)進(jìn)步而言，也有外生變量和內(nèi)生變量的模型。但所有 的討論都是在古典經(jīng)濟(jì)理論的框架中進(jìn)行的，并且存在很大的局限，這就是 所有模型都是“黑箱”方法，即只反映經(jīng)濟(jì)運(yùn)行的結(jié)果，而不能揭示導(dǎo)致這 種結(jié)果的過(guò)程。現(xiàn)代系統(tǒng)科學(xué)為我們提供了結(jié)構(gòu)分析與功能分析相結(jié)合的整 體性方法，使我們不但能把握經(jīng)濟(jì)運(yùn)行的結(jié)果，即經(jīng)濟(jì)系統(tǒng)對(duì)環(huán)境的功能， 而且可以把握產(chǎn)生這種功能的經(jīng)濟(jì)結(jié)構(gòu)，，為經(jīng)濟(jì)的調(diào)控提供了較為可靠的方 法。 系統(tǒng)動(dòng)力學(xué)綜合了靜態(tài)分析與動(dòng)態(tài)分析、定性分析與定量分析、確定性 分析與隨機(jī)分析、現(xiàn)狀分析與預(yù)測(cè)等多種分析方法。系統(tǒng)動(dòng)力學(xué)方法在經(jīng)濟(jì) 分析中將具有十分廣闊的應(yīng)用前景。
