【摘要】：當西方福利國家對全能型政府的反思熾盛、對風險社會和民營化浪潮的解釋力式微之時,有關新制度主義的理論框架順勢而生。本文對新制度主義的理論生發(fā)機制做了一次縱向考辨,發(fā)現(xiàn)在其框架下凝練而成的"混合經(jīng)濟福利"在公共政策的推行過程中,是一種基于"多中心理論"的制度安排和"元治理"導向的制度效率之間的耦合型辯證觀;同時針砭時弊地以"政府購買公共服務"作為論證"混合經(jīng)濟照顧"最適切的政策工具,試圖呈現(xiàn)出我國類"混合經(jīng)濟福利"的制度實踐中選用"元治理"作為適宜性邏輯對于結(jié)構性風險的規(guī)避和制度效率的策略性保障,旨在建構出一種于制度合法化與制度效率之間既有頡頏、又可聯(lián)動的"雙軸效應"。
[Abstract]:When the western welfare state reflects on the omnipotent government and the explanatory power of the risk society and privatization wave declines, the theoretical framework of the neo-institutionalism comes into being. This paper makes a longitudinal study on the mechanism of the new institutionalism, and finds out that the "mixed economic welfare", which is condensed under its framework, is carried out in the process of public policy. It is a coupling dialectical view between institutional arrangement based on "multi-center theory" and institutional efficiency guided by "meta-governance". At the same time, "the government buys public services" is used as the most appropriate policy tool to demonstrate the "mixed economic care". This paper attempts to show that "meta-governance" is chosen as the appropriate logic to avoid structural risks and ensure institutional efficiency in the practice of "mixed economic welfare" in China. The purpose of this paper is to construct a biaxial effect between institutional legalization and institutional efficiency.
