【摘要】： 本文綜述了各學術流派對公共產(chǎn)品理論的主要觀點，從理論上分析了當交易費用為零時，公共產(chǎn)品供求的一般情形，著重討論了政府公共產(chǎn)品的供求理論。政府公共產(chǎn)品是由政府財政資金提供的公共產(chǎn)品，其供應方是各級政府。政府官員有其獨特的行為方式，政府官員的行為模式和偏好決定著政府公共產(chǎn)品的種類、數(shù)量，并在特定資金量的約束下，決定著提供各種公共產(chǎn)品的結構和次序。政府公共產(chǎn)品的需求方是居民和居民群體，作為理性經(jīng)濟人的人們根據(jù)各自面臨的約束條件，選擇將一個物品作為私人產(chǎn)品，或選擇將其置于公共領域，成為公共產(chǎn)品。 政府公共產(chǎn)品供求的決定因素各不相同，，其供給主要取決于官員的決策環(huán)境與行為模式，而其需求則主要取決于居民的決策(選擇)環(huán)境，因此，政府公共產(chǎn)品的供求經(jīng)常處于錯位與缺位同時并存的非均衡狀態(tài)。本文著重分析了政府公共產(chǎn)品供給與需求各自的影響因素、機制、程度等各個方面，然后就各參與主體之間的關系進行了分析，建立了一個理論關系模式圖，構筑政府公共產(chǎn)品的運行框架，進而探討某些具體公共產(chǎn)品的供求狀況。論文的最后，指出解決政府公共產(chǎn)品供求失衡的思路之一是擴大民主決策的范圍和程度，以改變官員決策環(huán)境，進而使官員行為盡可能吻合居民的真實需要。
[Abstract]:This paper summarizes the main viewpoints of various academic schools on the theory of public goods, analyzes theoretically the general situation of supply and demand of public goods when the transaction cost is 00:00, and emphatically discusses the theory of supply and demand of government public goods. Government public goods are public goods provided by government financial funds, and their suppliers are governments at all levels. Government officials have their own unique behavior mode. The behavior pattern and preference of government officials determine the type and quantity of government public goods and the structure and order of providing various public goods under the constraint of specific amount of funds. The demand-side of government public goods is residents and residents groups. According to the constraints they face, people who are rational economic people choose to take an article as a private product, or to put it in the public domain to become a public product. The decisive factors of government public goods supply and demand are different. The supply of government public goods mainly depends on the decision-making environment and behavior model of the officials, while its demand mainly depends on the decision-making (choice) environment of the residents. The supply and demand of government public goods are often in the state of dislocation and absence. This paper analyzes the factors, mechanism and degree of the government public goods supply and demand, and then analyzes the relationship between the participants, and establishes a theoretical relationship model map. To construct the operational framework of government public goods, and then to explore the supply and demand situation of some specific public goods. Finally, it is pointed out that one of the ways to solve the imbalance between the supply and demand of government public goods is to expand the scope and degree of democratic decision-making in order to change the decision-making environment of officials, and then make the officials' behavior accord with the real needs of the residents as much as possible.
