基于數(shù)據(jù)包絡(luò)分析方法的區(qū)域生態(tài)效率研究

【摘要】:目前,發(fā)展循環(huán)經(jīng)濟(jì)已經(jīng)成為國際社會的普遍趨勢,我國也不例外,有越來越多的城市或區(qū)域都組織進(jìn)行了循環(huán)經(jīng)濟(jì)的規(guī)劃。為了使我國循環(huán)經(jīng)濟(jì)規(guī)劃研究具有比較科學(xué)實用的評價方法,本文使用生態(tài)效率來評價區(qū)域的循環(huán)經(jīng)濟(jì)發(fā)展?fàn)顩r。本文的研究思路是將數(shù)據(jù)包絡(luò)分析方法(Data Envelopment Analysis, DEA)引入到生態(tài)效率評價中,借鑒國內(nèi)外學(xué)者關(guān)于生態(tài)效率的研究,建立區(qū)域生態(tài)效率的評價方法體系,并以遼寧省為例進(jìn)行實證研究。 首先,介紹了循環(huán)經(jīng)濟(jì)和可持續(xù)發(fā)展理論。循環(huán)經(jīng)濟(jì)是指人類要建立一種能夠充分利用大自然資源的新的發(fā)展機(jī)制,同時在生產(chǎn)活動中盡量減少對生態(tài)環(huán)境的影響和破壞,最終達(dá)到經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)的“雙贏”。可持續(xù)發(fā)展理論要求滿足當(dāng)代社會人類的生活需要,同時也要滿足后代自身發(fā)展的各種生活需要,是一種全方位的、可持續(xù)的發(fā)展。循環(huán)經(jīng)濟(jì)本質(zhì)上是可持續(xù)發(fā)展理論的經(jīng)濟(jì)體現(xiàn)。 其次,通過對DEA方法的研究,選擇了三個計算生態(tài)效率的DEA模型。DEA方法是在“相對效率評價”概念基礎(chǔ)上發(fā)展起來的一種系統(tǒng)分析方法。DEA模型可以根據(jù)不同的分類標(biāo)準(zhǔn)分為眾多種類,對比分析不同DEA模型,本文最終選擇了DEA基本模型C2R、BC2以及超效率DEA模型SE-DEA,來計算區(qū)域生態(tài)效率。 最后,對遼寧省區(qū)域生態(tài)效率進(jìn)行了實證研究。選取2005~2009年遼寧省各城市的生態(tài)效率數(shù)據(jù),采用C2R、BC2以及SE-DEA三個DEA模型進(jìn)行了實證研究。結(jié)果發(fā)現(xiàn),在2005~2009年期間,沈陽、大連以及盤錦的相對生態(tài)效率一直有效,并同時達(dá)到技術(shù)有效和規(guī)模有效,其中沈陽的相對生態(tài)效率最高,SE-DEA達(dá)到了2.91。對于其他十一座相對生態(tài)效率無效的城市來說,從輸入指標(biāo)的冗余率來看,廢氣排放量、固體廢棄物排放量以及萬元GDP能耗的冗余率都處于較高的水平,這三個因素是導(dǎo)致它們相對生態(tài)效率無效的主要原因。因此,可以通過加強(qiáng)對這些因素的控制,來有效的改進(jìn)生態(tài)效率。
[Abstract]:At present, the development of circular economy has become a general trend of the international community, China is no exception, more and more cities or regions have organized the planning of circular economy. In order to make the study of circular economy planning in our country more scientific and practical, this paper uses ecological efficiency to evaluate the development of regional circular economy. The research idea of this paper is to introduce the data Envelopment Analysis (DEAA) method into the ecological efficiency evaluation, draw lessons from the domestic and foreign scholars' research on ecological efficiency, and establish the evaluation method system of regional ecological efficiency. Firstly, the theory of circular economy and sustainable development is introduced. Circular economy means that human beings should establish a new development mechanism which can make full use of the natural resources, at the same time, reduce the impact and damage to the ecological environment in the production activities as far as possible, and finally achieve the "win-win" between economic development and environmental protection. The theory of sustainable development requires to meet the needs of human beings in contemporary society, and at the same time to meet the needs of future generations themselves. It is a kind of all-round and sustainable development. Circular economy is essentially the economic embodiment of sustainable development theory. Secondly, through the study of DEA method, This paper selects three DEA models for calculating ecological efficiency. DEA method is a system analysis method developed on the basis of the concept of "relative efficiency evaluation". The DEA model can be divided into many kinds according to different classification criteria, and different DEA models can be compared and analyzed. In this paper, the basic DEA model C2RX BC2 and the super efficiency DEA model SE-DEAare are selected to calculate the regional ecological efficiency. Finally, an empirical study on the regional ecological efficiency of Liaoning Province is carried out. The ecological efficiency data of cities in Liaoning Province from 2005 to 2009 were selected, and three DEA models, C2RX BC2 and SE-DEA, were used to carry out empirical research. The results showed that the relative ecological efficiency of Shenyang, Dalian and Panjin had been effective from 2005 to 2009, and the relative ecological efficiency of Shenyang had reached 2.91. For the other 11 cities with relatively ineffective ecological efficiency, the redundancy rate of the input indicators shows that the redundancy rates of exhaust gas emissions, solid waste emissions and 10,000 yuan GDP energy consumption are all at a relatively high level. These three factors are the main reasons for the invalidity of their relative ecological efficiency. Therefore, we can effectively improve ecological efficiency by strengthening the control of these factors.
