【摘要】："十二五"期間,國家出臺多項政策,積極建立吸引社會資本投入生態(tài)環(huán)境保護的市場化機制,推行政府與社會資本合作(PPP)模式和環(huán)境污染第三方治理。我國環(huán)保投資在籌措渠道和市場機制方面不斷完善,投資總量逐年增加,多元化投融資格局逐步形成。伴隨環(huán)保投融資機制及政策的優(yōu)化和創(chuàng)新,"十二五"環(huán)保投資在規(guī)模、結(jié)構(gòu)、政策、地域、力度等方面呈現(xiàn)出新的特點。針對環(huán)保投資存在的主要問題,提出強化投資供給、提高資金使用效率、加強金融創(chuàng)新、健全投資回報模式、提高項目實施質(zhì)量等建議,以期促進我國環(huán)保產(chǎn)業(yè)健康發(fā)展。
[Abstract]:During the 12th Five-Year Plan, the state has issued many policies to actively establish a market-oriented mechanism to attract social capital into ecological environmental protection, and to promote the model of cooperation between the government and social capital and the third party management of environmental pollution. China's environmental protection investment in the financing channels and market mechanisms continue to improve, the total amount of investment increased year by year, diversified investment and financing pattern gradually formed. With the optimization and innovation of environmental protection investment and financing mechanism and policy, the 12th Five-Year Plan environmental protection investment presents new characteristics in scale, structure, policy, region, strength and so on. Aiming at the main problems of environmental protection investment, the paper puts forward some suggestions, such as strengthening the investment supply, improving the efficiency of the use of funds, strengthening financial innovation, perfecting the mode of return on investment and improving the quality of project implementation, in order to promote the healthy development of environmental protection industry in China.
