【摘要】: 可持續(xù)發(fā)展在當前已經(jīng)成為全球性的話題,對于各國而言,特別是對于發(fā)展中國家而言,自然資源消耗水平的降低在很大程度上取決于他們吸收具有低消耗生產(chǎn)技術的能力。因為,只有當采取那些對自然資源和環(huán)境服務要求較低的新技術來取代自然資源密集型的舊技術成為可能時,經(jīng)濟結構的轉換才能得以真正實現(xiàn),同時那些旨在消除自然資源市場價格扭曲現(xiàn)象進而保護環(huán)境的政策才有可能、或者更有可能真正的發(fā)揮作用。因此,具備低消耗、高產(chǎn)出特性的新技術的擴散將在保證經(jīng)濟發(fā)展的可持續(xù)上扮演重要的作用。但當前主要的可持續(xù)增長宏觀模型盡管已經(jīng)認識到技術進步的重要性,卻都沒有對此進行深入的分析。一方面,大多數(shù)模型都是將技術進步作為外生的給定因素進行處理;另一方面,那些試圖將技術進步內(nèi)生化的研究卻又往往將技術擴散過程排除在外。而就最近的一些技術擴散模型而言,它們更多將重點放在技術擴散的供給過程上,也就是“干中學”和不確定性水平(成本收益的不確定性)的降低上,卻很少關注技術擴散的需求過程,特別是忽略了在需求過程中,技術的潛在應用者通過社會互動獲取的信息數(shù)量和質量對技術擴散的作用。而經(jīng)驗研究已經(jīng)表明在發(fā)展中國家,解釋新技術采用概率的一個重要因素就是潛在采用者社會網(wǎng)絡的規(guī)模(Boahene et al.,1999),這一研究意味著嵌入于社會互動的學習過程不僅是促使新技術在發(fā)展中國家擴散的根本性動力,同時也是不確定性的主要來源。因而,,體現(xiàn)為“決定社會互動過程的社會網(wǎng)絡、規(guī)范和制度”的社會資本和技術擴散之間有著緊密的聯(lián)系。綜上所述,可持續(xù)發(fā)展過程不僅僅是一個人力資本、生產(chǎn)資本和自然資本相協(xié)調的過程,而且更是技術擴散內(nèi)生化的動態(tài)變化過程,在此,它還間接的受到經(jīng)濟個體間互動關系的影響。本文構建了強調社會資本因素的技術擴散內(nèi)生化的可持續(xù)增長模型,并提出了影響強可持續(xù)性發(fā)展的政策框架。 本文認為受到社會資本影響的技術擴散過程對可持續(xù)發(fā)展有著內(nèi)生性的決定作用,本文將在此觀點基礎上逐章展開以下三個方面的分析: 1、 社會資本自身的決定機制; 2、 社會資本對于技術擴散的影響機制; 3、 技術擴散對可持續(xù)發(fā)展的影響機制。 具體而言,第一篇總論包括兩個部分:前言部分對研究緣起、研究思路、研究方法、意義以及全文的結構安排做出簡單介紹,第二章開始討論可持續(xù)發(fā)展的定義、測度和決定因素,以從中引出技術擴散的因素;第二篇社會資本與經(jīng)濟發(fā)展由三個部分構成:第三章引入社會資本,對社會資本進行理論綜述和解釋,讓 WP=8 讀者可以對這個概念進行全面的了解,從而為理解它與技術擴散之間的關系做準備。第四章是對傳統(tǒng)的行為選擇理論進行互動化的改造,為處于互動環(huán)境中的技術選擇行為及其擴散提供初步的理論模型。第五章則對第三章的功能性延續(xù),討論社會資本與經(jīng)濟發(fā)展之間的關系,從中指出社會資本與微宏觀經(jīng)濟發(fā)展之間存在的相關關系;第三篇社會資本、技術擴散與可持續(xù)發(fā)展包含三章內(nèi)容:第六章展開對技術擴散決定機制的研究,創(chuàng)新性的將社會資本應用于技術擴散過程的分析,并進一步的分析了幾種互動模型對于技術擴散的影響。第七章是構建受到社會資本影響的技術擴散內(nèi)生化的可持續(xù)增長模型,其中的重點在于技術選擇過程的分析上。第八章是在第七章的宏觀經(jīng)濟模型基礎上提出應用性的政策分析框架,指出在外部性的作用下,我們需要進行技術激勵
[Abstract]:Sustainable development has become a global topic at present. For countries, especially for developing countries, the reduction in the level of natural resource consumption depends largely on their ability to absorb low consumption of production technology, because it is only to adopt new technologies that require low demand for natural resources and environmental services. In order to replace the natural resource intensive old technology as possible, the transformation of the economic structure can be truly realized. At the same time, the policies aimed at eliminating the distortions in the market price of natural resources and protecting the environment are possible, or more likely to play a real role. Therefore, new technologies with low consumption and high output characteristics are available. Diffusion will play an important role in ensuring the sustainability of economic development. However, the current major macro model of sustainable growth has not been deeply analyzed in spite of the importance of technological progress. On the one hand, most of the models are the treatment of technical progress as an exogenous factor; the other is the other. On the other hand, the research that attempts to make technological advances in biochemistry often excludes the process of technology diffusion, and as far as some of the recent technological diffusion models are concerned, they will focus more on the supply process of technological diffusion, namely, the reduction of "secondary school" and the level of uncertainty (the uncertainty of cost and income). The process of demand for technology diffusion, in particular, neglects the effect of the amount and quality of information obtained by the potential applications of technology in the process of demand in the process of demand. Empirical research has shown that in developing countries, an important factor in explaining the probability of the adoption of new technologies is the social network of potential adopters. Model (Boahene et al., 1999), which means that the learning process embedded in social interaction is not only the fundamental driving force for the diffusion of new technologies in developing countries, but also the main source of uncertainty. Therefore, the social capital and technology diffusion of "social networks, norms and systems that determine social interaction process" In summary, the process of sustainable development is not only a process of coordination between human capital and production capital and natural capital, but also the dynamic process of the endogenous biochemical changes in technology diffusion. In this way, it is indirectly influenced by the interaction between individual economic individuals. This paper constructs a social capital factor. Technology diffusion endogenous growth model, and put forward a strong sustainable development policy framework.
This paper holds that the technological diffusion process affected by social capital has an endogenous determinant role for sustainable development. This paper will analyze the following three aspects in chapter by chapter on the basis of this view:
1, the decision mechanism of social capital itself;
2, the influence mechanism of social capital on technology diffusion;
3, the mechanism of the impact of technology diffusion on sustainable development.
In particular, the first general theory consists of two parts: the preface gives a brief introduction to the origin of research, research ideas, research methods, significance and the structure of the full text. The second chapter begins to discuss the definition, measurement and determinants of sustainable development, in order to lead to the factors of technological diffusion; second social capital and economic development. It consists of three parts: the third chapter introduces social capital and makes a theoretical summary and explanation of social capital.

The reader can make a comprehensive understanding of this concept so as to prepare for understanding the relationship between it and the diffusion of technology. The fourth chapter is an interactive transformation of the traditional behavior selection theory, and a preliminary theoretical model for the technology selection behavior and its diffusion in the interactive environment. The fifth chapter is the functional extension of the third chapter. Continue, discuss the relationship between social capital and economic development, and point out the relationship between social capital and micro macro economic development; third social capital, technology diffusion and sustainable development contain three chapters: the sixth chapter develops the research on the mechanism of technology diffusion, and innovatively applies social capital to technology. The analysis of the diffusion process and the further analysis of the influence of several interactive models on technology diffusion. The seventh chapter is to build a sustainable endogenous growth model of technology diffusion under the influence of social capital. The emphasis is on the analysis of the process of technology selection. The eighth chapter is based on the macro economic model of the seventh chapter. The policy analysis framework of usability points out that under the influence of externalities, we need technical incentives.
