【摘要】： 公共項(xiàng)目是為了適應(yīng)和推動(dòng)國(guó)民經(jīng)濟(jì)發(fā)展以及區(qū)域經(jīng)濟(jì)建設(shè),為了滿足廣大公眾對(duì)公共產(chǎn)品的需要,以及出于政治、國(guó)防等因素的考慮,主要由政府財(cái)政投資建設(shè)以滿足社會(huì)公共需求的固定資產(chǎn)投資項(xiàng)目,其產(chǎn)出具有較強(qiáng)的公共物品屬性和外部性。公共項(xiàng)目會(huì)形成多層委托代理關(guān)系,這種多層委托代理關(guān)系形成的復(fù)雜鏈?zhǔn)浇Y(jié)構(gòu)會(huì)導(dǎo)致系統(tǒng)運(yùn)行效率低下問(wèn)題,在實(shí)際中表現(xiàn)為項(xiàng)目各利益主體職責(zé)不清、信息傳遞效率低等問(wèn)題,此問(wèn)題若不能得到有效解決,勢(shì)必會(huì)影響公共項(xiàng)目的健康有序運(yùn)行,并進(jìn)而影響整個(gè)公共項(xiàng)目?jī)r(jià)值的實(shí)現(xiàn)。 本文以公共項(xiàng)目為研究對(duì)象,以經(jīng)濟(jì)學(xué)、系統(tǒng)科學(xué)與信息科學(xué)為理論基礎(chǔ),在系統(tǒng)地梳理公共項(xiàng)目相關(guān)概念、公共項(xiàng)目公共物品性與外部性、公共項(xiàng)目的分類以及公共項(xiàng)目常用的管理模式的基礎(chǔ)上,應(yīng)用委托代理理論分析了公共項(xiàng)目利益相關(guān)者及多層委托代理關(guān)系,并從系統(tǒng)論角度界定了公共項(xiàng)目委托代理系統(tǒng)的含義,從信息傳遞的及時(shí)性與準(zhǔn)確性兩方面定義了公共項(xiàng)目委托代理系統(tǒng)有序度的概念,應(yīng)用結(jié)構(gòu)熵理論建立了公共項(xiàng)目委托代理系統(tǒng)有序度評(píng)價(jià)模型,為實(shí)際中處理公共項(xiàng)目復(fù)雜的委托代理關(guān)系及其有序運(yùn)行提供了理論依據(jù)。
[Abstract]:The purpose of public projects is to adapt and promote the development of national economy and regional economic construction, to meet the needs of the general public for public goods, and to consider such factors as politics, national defense, etc. The fixed assets investment projects which are mainly invested by the government finance to meet the social public demand have strong public goods attributes and externalities. Public projects will form multi-level principal-agent relationship. The complex chain structure formed by multi-level principal-agent relationship will lead to the inefficient operation of the system, which is manifested in the fact that the responsibilities of the various stakeholders of the project are not clear. Information transmission efficiency is low, if this problem can not be effectively resolved, it will inevitably affect the healthy and orderly operation of public projects, and then affect the realization of the value of the whole public project. Based on the theory of economics, system science and information science, this paper systematically combs the related concepts of public projects, the public goods and externalities of public projects, taking the public projects as the research object, and taking economics, systems science and information science as the theoretical basis. On the basis of the classification of public projects and the common management models of public projects, this paper applies principal-agent theory to analyze public project stakeholders and multi-level principal-agent relationship. It also defines the meaning of public project principal-agent system from the point of view of system theory, and defines the concept of order degree of public project principal-agent system from the aspects of timeliness and accuracy of information transmission. Based on the theory of structural entropy, the evaluation model of order degree of public project principal-agent system is established, which provides a theoretical basis for dealing with the complicated principal-agent relationship of public project and its orderly operation in practice.
