【摘要】：經(jīng)濟(jì)的周期性波動(dòng)是一種普遍現(xiàn)象。但是,在不同的經(jīng)濟(jì)制度下,經(jīng)濟(jì)周期的根源和形成機(jī)制是不同的。社會(huì)主義計(jì)劃經(jīng)濟(jì)體制下存在的以需求膨脹為特征的經(jīng)濟(jì)周期源于傳統(tǒng)公有制條件下企業(yè)的性質(zhì)和它所具有的軟預(yù)算約束特征,這一特征構(gòu)成計(jì)劃經(jīng)濟(jì)中經(jīng)濟(jì)周期形成的微觀基礎(chǔ)。社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制下存在的以生產(chǎn)過(guò)剩為特征的經(jīng)濟(jì)周期源于市場(chǎng)經(jīng)濟(jì)制度自身的性質(zhì)和企業(yè)所具有的硬預(yù)算約束特征,這一特征構(gòu)成市場(chǎng)經(jīng)濟(jì)條件下經(jīng)濟(jì)周期的微觀基礎(chǔ)。在此基礎(chǔ)上,生產(chǎn)無(wú)限擴(kuò)大趨勢(shì)與勞動(dòng)者有支付能力需求相對(duì)縮小的矛盾不會(huì)消失。要平抑周期性的經(jīng)濟(jì)波動(dòng),實(shí)現(xiàn)經(jīng)濟(jì)長(zhǎng)期的穩(wěn)定增長(zhǎng),必須增加制度供給,為此要繼續(xù)推進(jìn)市場(chǎng)化取向的經(jīng)濟(jì)體制改革以及在再分配領(lǐng)域構(gòu)建居民收入增長(zhǎng)與經(jīng)濟(jì)增長(zhǎng)同步的制度。
[Abstract]:The cyclical fluctuation of the economy is a common phenomenon.However, under different economic systems, the origin and formation mechanism of business cycle are different.The economic cycle characterized by the expansion of demand under the socialist planned economic system originates from the nature of enterprises under the condition of traditional public ownership and the characteristics of soft budget constraints.This characteristic forms the microcosmic foundation of economic cycle formation in planned economy.Under the socialist market economy system, the economic cycle characterized by overproduction originates from the nature of the market economy system itself and the hard budget constraint characteristic of the enterprise.This characteristic forms the microcosmic foundation of economic cycle under market economy condition.On this basis, the contradiction between the trend of unlimited expansion of production and the relative reduction of laborer's demand for ability to pay will not disappear.In order to stabilize the cyclical economic fluctuations and achieve long-term stable economic growth, we must increase the supply of institutions.Therefore, we should continue to push forward the market-oriented economic system reform and construct a system in which residents' income growth keeps pace with economic growth in the reallocation field.
